HomeMy WebLinkAboutMinutes 07-27-2010RECREATION ADVISORY BOARD CAPE CANAVERAL LIBRARY MEETING ROOM 201 POLK AVENUE Tuesday, July 27, 2010 MEMBERS PRESENT: Gene Petre, Stephanie Robinson, Carol Delano, John Dattilo, Chris Hale MEMBERS ABSENT: Doug Raymond OTHERS PRESENT: Robert Lefever, Director of Parks & Recreation Joyce Hamilton, Kiwanis Club Leo Nicolas, Guest Dave Schirtzinger ,Guest Stephen Jarvis, Guest Fran Norman, Board Secretary Chairman Gene Petre called the meeting to order at 5:30. 1. The board listened to a Dog Park Presentation by Dave Schirtzinger. 2. The board interviewed prospective board member, Steve Jarvis. A move was made by Gene Petre, seconded by Carol Delano to recommend that the City Council appoint Steve Jarvis to the Recreation Board. 3. John Dattilio moved and Stephanie Robinson seconded the motion to approve the minutes from May 25, 2010. Motion was unanimously approved by all Members present. 4. Director Robert Lefever presented his report for June and July 2010. There were no questions from the Board. 5. There was a discussion regarding the City of Cape Canaveral acquiring Cheri Down Park from the County of Brevard and the School Board. The County will no longer be maintaining the park because of budget cuts. Robert Lefever said he was getting information on the costs and possibly putting in parking meters. Gene Petre agreed with the idea of parking meters since he notices that most of the cars are from out of town. Robert indicated we can take over "as is" with only daily maintenance. Chris Hale stated that this undertaking requires further investigation. 6. There was no new business. Under old business Stephanie Robinson stated she was in favor of a dog park in Cape Canaveral. John expressed his concern Oaf:%/p regarding the city's liability. He asked what if a dog bites someone, another dog or if a dog escapes. Dave Schirtzinger responded that the city would not be liable if the dog park is not staffed. He said it would be self patrolled by the patrons using the park. Gene Petre replied that it was still city property. Chris Hale stated that the city is not liable for the softball league he plays on at the City Park. Robert Lefever also stated that if the conditions are safe and there is proper up keep, the city would not be liable. Gene Petre made a motion to request a written Dog Park Plan with income, expenses and total make ready costs prior to any acceptance or rejection of the plan at the park in Cape Canaveral. Chris Hale seconded the motion and with all in favor the motion passed. 7. Joyce Hamilton commended Robert Lefever on the success of Friday Fest and Movie In The Park and especially Summer Camp. She has a friend who has a Special needs child attending camp and they have met his needs. Director Robert Lefever announced that The Kids Community Awareness Day will take place on Saturday, July 31 st from 10:00am to 2:0Opm and that Thursday the 29th we will stuff backpacks with school supplies. Everyone is welcome to come to the recreation complex and help. No further discussion requests were made by any Board Member. John Dattilo moved and seconded by Stephanie Robinson that the meeting by adjourned. The motion was passed unanimously among Members present. Chairman Gene Petre invited everyone to a tour of the parks after the meeting and announced the next Recreation Advisory Board meeting is scheduled for September 28, 2010, and adjourned the meeting at 6:47PM.
