CALL TO ORDER:
DISCUSSION:
1. City Goals and Objectives.
Mayor Randels reviewed with Staff and City Council the current vision for 2001:

No changes were made for 2002.
} The mission statement for 2001 was reviewed:
The City of Cape Canaveral Promoting a Safe, Clean, Residential
Beachside Community with Tree -Lined Streets.
No changes were made for 2002.
REVIEW OF 2001 -2002 GOALS AND OBJECTIVES.
`01P02 Goal: Cultural & Recreational Activities for All Age Groups.
Objectives:
1) Evaluate the recreational uses of the IITF Property.
Discussion of Status: The Recreation Board is currently evaluating recreational
opportunities for this site.
2) Establish a Multi- Purpose Sports Field at City Park.
Discussion of Status: Renovation of Softball field is complete; field will be converted
to additional uses after softball season.

3) Acquire an 8.5 acres parcel at the Southwest comer of N. Atlantic Avenue
and W. Central Blvd.
Discussion of Status: City applied for a P -2000 Grant, application did not make the
funded list. Re -apply for 2002.
4) Provide a Youth Summer Program for 2002.
Discussion of Status: Recreation Director has planned a summer program in
conjunction with Cape View Elementary.
5) Program funded with proceeds from local Elks Club benefit. Before and After
Care provided.
`01P02 Goal: Community Involvement and Pride.
Objectives:
1) Construct decorative welcome to the City of Cape Canaveral Signs, North
and South SR A1A and N. Atlantic Avenue.
Co Discussion of Status: North SR A1A Concept is complete, Port Authority is working
on site work, Stott ler, Stagg and Associates is preparing a design build proposal.
North Atlantic Avenue sign is under construction by Port Authority. Staff is still
seeking property owner approval for sign at corner of Grant Avenue and SR A1A.
2) Develop a student award program with Cape View Elementary and Cocoa
Beach Jr. /Sr. High School.
3 Discussion of Status: Program has been developed at Cape View Elementary.
Need to maintain. Still working with Jr. /Sr. High for some form of student
recognition.
3) Develop citywide home improvement assistance program.
Discussion on Status: Staff and City Council will continue to plan and coordinate
volunteer programs for minor home improvement projects for homeowners that
need assistance.

`01P02 Goal: A Safe and Healthy Environment,.
Objectives:
1) Evaluate relocation of Police department as a long -term solution to City Hall
overcrowding.
Discussion on Status: City Manager has had preliminary discussions with the Port
Authority director on the possibility of sharing a building. City Engineer is preparing
a design build proposal for conversion of half of High Bay area for new meeting
room.
2) Implement the Stormwater Utility.
Discussion on Status: The City obtained a grant from the St. John's Water
Management District and the City is currently under contract with Berryman and
Henigar to develop a stormwater utility fee to pay for maintenance and capital
projects noted within the City Stormwater Master Plan.
3) National Flood Insurance Program; Improve Overall Community Rating to
Reduce Homeowners Flood Insurance Rates.
Discussion on Status: The Building Official is meeting with the National Flood
Insurance Program representatives in April of 2002, and will seek guidance to
improve rating.
`01P02 Goal — Financial Stability
Objective:
1) Prepare a Ballot question to increase the police ad valorem tax rate for
November'01.
Discussion of Status: the voters approved Ballot question in November '01 to
increase the fire ad valorem tax.
`01P02 Goal — Pedestrian Friendly Scenic Environment
Objectives:
1) Upgrade all (18) public beach access points with new signage, landscaping
and ADA compliance,

Discussion on Status: Public works reported that (4) beach ends were landscaped
and that there are (4) ADA crossovers. Still working on language for new beach end
signs and will continue to budget these improvements.
2) Implement the SR AlA/Intemational Drive Intersection Realignment Project.
Discussion on Status: City Council passd a resolution to the Brevard Metropolitan
Planning Organization (BMPO) in support of this project. Project submitted to
BMPO for funding.
3) Implement the SR Al A Urban Profile.
Discussion on Status: City Council passed a resolution in support of funding this
project by the BMPO.
4) Construct 1,500 feet of new sidewalks
Discussion on Status: Public Works Director reported that objective has been met
and most of the Prime Path Plan is complete. City Council requested an updated
sidewalk plan for additional sidewalks.
5) Construct SR Al A West Pedway Bridge.
Discussion on Status: The City Engineer has been tasked with the design/build of
this project, completion expected in May 2002, funded with Brevard County
Transportation Impact Fees.
6) Construct a Pedway N/S between Harbor Drive and Ridgewood Avenue.
Discussion on Status: City Council dropped this project after the nearby residents
voiced their opposition to this pedway project. Council Member Treverton noted that
this is an example of ideas and concepts formulated at these vision meetings are
sometimes modified or dropped based on citizen input.
`01P02 Special Projects
Objectives:
1) Complete sign code revisions within (1) year.
Discussion on Status: City Manager reported the main issues remaining were the
size, height and amortization schedule for compliance. Mayor Pro Tem Petsos
noted that Brevard County was revising their sign code and that the City should
hold off until the County is finished revising the sign code. City Council agreed to

2) Planning of long -Term Police and Fire Services with the Canaveral Port
Authority.
Discussion on Status: City Council encouraged staff to continue its dialogue with
the Port staff on shared facilities and equipment for police and fire services.
3) Start minor City Hall remodeling.
Discussion on Status: Staff reported this task is underway and City Council asked
staff to continue to evaluate long-term solutions for additional City Hall workspace.
4) Start a review of City codes.
Discussion on Status: City Council noted progress with the Code Review and to
continue with this review process.
Mayor Randels facilitated input from City Council members and staff on the
following key areas of interest for 2002/2003.
City Enhancement and Beautification

Objectives:
1) Develop a Community Center for All Age Groups.
City Manager recommended adopting a proclamation stating the City's desire to
construct this facility and the solicitation of private/ Public corporate partnerships,
such as, Brevard Community College and Cape Canaveral Hospital.
2) Update the Landscape Code.
City ouncil noted that Brevard County is updating their code and that staff may

want to utilize information from the County when revising the City codes.
3) Update City Sian Code.
City Council asked staff to follow -up on the Brevard County sign code revisions and
submit a recommendation when the County is completed with its sign code update.
The City is adjacent to County areas and City Code should be consistent with the is
County code so businesses in City or adjacent County areas are working with
similar codes.

4) Unfinished Construction Projects.
Staff is directed to research compliance timeframes for completion of new
construction and to draft an ordinance, if needed, addressing this matter.
5) Evaluate IITF Property for Dog Park.
City staff and Recreation Board to evaluate the IITF Property as a dog park area.
Seek corporate and private donations to develop.
6) Purchase of New Holiday Decorations.
The Beautification Board and staff are tasked with evaluating the types of styles of
holiday pole decorations for the 2002 season. Seek pole locations on SR Al A, N.
Atlantic Avenue and Ridgewood Avenue.
7) Plan Landscaping Projects Utilizing Donated Funds.
The Beautification Board and staff are tasked with planning $300K of landscaping
projects as soon as possible. Funds were donated from Mr. Bennix.

8) Annexation of Avon -by- the -Sea.
Continue to work with Homeowner Groups in the area for the possibility of
annexation in the future.
9) Construction of Non - Elevated Beach Access.
Mayor Randels discussed a new non - elevated beach access concept to construct
at the Washington Avenue beach end. This new concept, if permitted by Florida
Department of Environmental Protection, will allow the City to install a plastic/wood
beach access walkway directly on the sand. This could save taxpayer dollars by
avoiding the costly repair and maintenance of the existing elevated wood
crossovers. City Council desired to try this new concept at the Washington Avenue
beach end.
Communications/ City Image/ Public Information
Objectives:
1) Construct a Welcome to the City sign. South Ridgewood Avenue.
Public Works Director is tasked with finding a site for this sign and its

2) Upgrade Audio/Visual Equipment in Council Meeting Room.
Suggested upgrades, computer network Internet access, digital projection
equipment. Staff to evaluate and budget for the recommendations.
3) All City Board Meeting Minutes to be posted on the Web Site.
City Council encouraged staff to post all City Board meeting minutes on the City
web site
4) Distribution of City News.
Publish City news on web page, with local newspapers and via E -mail.
Growth Management —
Planning. Economic Development aid Redevelopment.
Objective:
1) Develop a Long -Term Infrastructure, Capital Equipment Plan.
Discussion centered on staff working with the City Planner to develop a long -range
infrastructure and capital equipment plan that takes into consideration new
construction and redevelopment of existing property and the potential impacts on
City services.

Infrastructure — Storm Water. Roads
Sidewalks. City Hall. Facilities and Equipment, Sewer and Reuse.
Objectives:
1) Complete Sidewalks East Side of SR Al A.
City Council instructed staff to work with Florida Department of Transportation to
complete the sidewalks on the East side of SR Al A. Discussion raised safety
concerns about the non-conforming driveways and conflicts with pedestrian and
vehicle traffic.
3) Evaluate City Hall and Annex Expansion.
Ideas ranged from Converting half of the existing high bay area to a new Council
Meeting Room, converting the old meeting room into office space, adding a second
floor to the existing City Hall or building a new building between City Hall and the
Annex.

4) Finish Build -Out of Reuse Water System.
Upon completion of the reuse water distribution study currently underway, identify
areas for future service expansion.
5) Conduct a Facility Needs Assessment of the Wastewater Treatment
Plant.
Staff was directed to conduct a facilities needs assessment for additional facilities
and equipment. Also incorporate sewer collection system as part of this
assessment.
5) Develop a Street - Paving Plan.
City Council asked staff to develop a long -term paving plan and a program for
setting aside funds.
6) Develop a Citywide Sidewalk Program.
Staff is directed to update the initial "Prime Path" sidewalk plan. Evaluate a method
of accessing vacant property owners for new sidewalk construction.
Public Safety — Police, Fire and Building Departments
Obiectives:
1) Assessment of additional Police services.
Commander McGee informed City Council that from 1998 to 2002 there has been a
69% increase in calls. He asked City Council to consider the following during the
next budget cycle:
(1) Road position
(1) K -9 position
(1) Investigative Sargeant
(1) Public Service Aid
That (1) Existing Community Policing Officer will take on the duties of
A domestic violence officer
City Council inquired about having more beach patrol on holidays and special
events, a bike patrol and community policing programs tailored to provide more
contact with residents and business owners. Investigate the cost associated with
having the precinct office open 24 -hours per day, and the feasibility of a 911 -Call
Box System. Items to be reviewed during the 2002/2003 Budget meetings.

2) Assessment of Additional Building Department Services.
Building Official, Morris Reid stated that due to the increase in new construction,
this department is in need of
An additional full time secretary
A part-time building inspector
Additional Vehicle and computer equipment
} Also, recommended an inspection "hot line" for contractors to check the status of
their schedule inspections. These items will be reviewed during the 2002/2003
Budget meetings.
City Council directed staff to revisit the take home vehicle policy. Provide more
online and digital information to contractors and fill the vacant code enforcement
position.
Parks and Recreation /Culture
Objectives:
1) Complete Park Development Proiects.
Nancy Hanson, Recreation Director, informed Council that she is currently working
on the City Park, Manatee Park and Banana River Park projects, all should be
completed within the budget ear.

1 2) Evaluate IITF Property as a Dog Park Area.
Ci ty Council tasked the Recreation Director and Recreation Board to evaluate this
site and offer a recommendation.
3) Develop a Neighborhood Park in the Northeast Section of the City.
City Council tasked the Recreation Director and Recreation Board to evaluate park
sites for acquisition to construct a neighborhood park in the northeast section of the
City.
4) Develop a Community Center.
City Council desires to establish a community center for all age groups.
Encourages public/private partnerships to kick -off this project.

City Council asked staff to develop a pilot program to plant palm trees on the
beach. Seek Florida Department of Environmental Protection permit approval.
Volunteer Programs and Events
Objectives:
1) Continue with City-wide Home Improvement Program.
City Council to coordinate with Building Department staff for volunteer home
improvement projects for those in need of assistance.
2) Support the Brevard County TRIAD Program.
Mayor Randels encouraged staff and City Council to Support TRIAD Programs and
projects throughout the year.
Legislative Issues
Obiective:
1) Seek support from the Florida Legislature to require Florida's seaports to
practice transportation concurrency to monitor the impacts of seaport growth
on local roadways.

Special Programs and Proiects
Objectives:
1) Support the proposed infrastructure sales tax referendum if placed on the
ballot by the Brevard County Commission.
2) Seek Brevard Metropolitan Planning Organization and Florida Department
of Transportation support to design and construct an elevated pedestrian
walkway over SR Al A at the Columbia Drive intersection.
