I MINUTES CALL TO ORDER: A meeting of the City of Cape Canaveral City Council was held on December 2, 2003 at I 5:07 p.m. in the City Hall Annex, 111 Polk Avenue, Cape Canaveral, Florida. The Recording Secretary called the roll. Council Members Present: Council Member Steve Miller Council Member Jim Morgan Mayor Rocky Randels I Council Member Richard Treverton C Council Member Absent: Mayor Pro Tem Bob Hoog (Excused at 5:05 p.m.) Others Present: 1 i City Manager Bennett Boucher City Clerk Susan Stills Admin. Asst. Virginia Haas Public Works Director Ed Gardulski Building Official Todd Morley 1 Recreation Director Nancy Hanson Finance Director Andrea Bowers Larry McCormack Union Representative DISCUSSION: I 1. Amendments to the Wage and Salary Plan. Bennett Boucher, City Manager introduced Susan Stills, City Clerk, to review the proposed amendments to the Wage and Salary Plan. Ms. Stills explained the three goals of the proposed wage and salary plan and noted the methodology used. Mr. Morgan explained that in the past, ranking sheets were used to evaluate employees for wage increases and r City of Cape Canaveral, Florida City Council Workshop Meeting December 02, 2003 Page 2 of 2 expressed that he would like to know why that process had been changed. Mr. Morgan and Mr. Treverton requested to see a list of all present salaries with the number of F employees in each category. Mr. Larry McCormack, Union Representative, requested that all Maintenance Worker positions not be lumped into one category. He further explained that the Utilities Maintenance Worker positions are required to be more specialized and noted problems pertaining to the job descriptions. Mr. McCormack also noted the change in range regarding the Secretary position. Mr. Gardulski agreed. Mayor Randels questioned the role of a Lead Operator. City Council noted that the City has seen much growth however very few new positions have been requested. Council also noted that each employee has diverse roles to play in the City.
