CALL TO ORDER:
A meeting of the City of Cape Canaveral City Council was held on July 10, 2003 at 2:00
p.m. in the City Hall Annex, 111 Polk Avenue, Cape Canaveral, Florida. The Recording
Secretary called the roll.

1. Review of 2002/2003 General Fund.
Council agreed to hold a budget workshop on July 15, 2003 at 5 PM.

Transportation: Street Department:
Mayor Pro Tem Petsos and Mr. Treverton questioned repaving of roads occurring in
2005? They were concerned that street repairs were occurring instead of street
repaving. Mayor Pro Tem Petsos questioned the decrease in engineering fees, to
which Mr. Gardulski responded that it depends on the project. Mayor Pro Tem Petsos
requested a time line for installing the A1A sidewalks. Mr. Gardulski explained that he
would like to continue sidewalks in the following areas: Atlantic Ave. South side, south
side of Washington Ave. and the East Central Ave. gaps. Council agreed to use line
item 6300, 2,500 feet of sidewalk in the amount of 46,600 for the areas Mr. Gardulski
outlined. Council agreed to accept this departmental budget as presented. •
Mr. Gardulski reported that they would require another maintenance worker for the
Streets Department. Public Works will be hiring a temporary worker for this summer.
Public Safety: Police Service, Crossing Guards
Ms. Deborah Barker, Finance Officer, Brevard County Sheriffs Office, presented the
departments proposed budget outlining their mission statement, priorities, visions,
goals, and values.

Commander Young explained the return on investment due to the positions added. The
K -9 unit conducts narcotic searches for the drug problem in Cape Canaveral. The GCU
Sargeant was placed in charge of CPU, which has improved communication between
the investigators and the deputies. The Public Service Aide took on the mundane tasks,
which were previously taking Deputies out of their zones. Deputy Deans stated that
Sargeant Shea, GCU has done an excellent job at improving communications between
the departments.
Council showed interest in finding a grant to provide a needed domestic violence officer
for Canaveral Precinct.
Deputy Brenda Deans presented Rocky Randels and Cape View Principal Sharon
Hortan photo plaques of Deputy Brett Moore and Ox the K -9.
Deputy Jackie Hearon outlined the CPU's prior years accomplishments and encouraged
Council to schedule a time to shadow a deputy on the night shift.
Mayor Randels suggested a meeting update midyear on trends. Commander Young
estimated $100,000 in additional funds that could be rolled over or used for additional
equipment.
Commander Young asked for any questions regarding the submitted departmental
y tire budget are directed to him or Deborah Barker.
Mayor Randels called for a short recess at 4:30 p.m. Meeting reconvened at 4:35.

Public Safety: Fire Rescue Service
Chief Sargeant explained that the basic contract was $723,528.
= Mr. Morgan felt strongly in supporting the Fire Department and their departmental
budget. Chief Sargeant stated that he did not know where we stand with the Port, so
numbers may fluctuate. He stressed not going lower than a 3- millage rate.
Mayor Randels excused Mr. Morgan at 5:10 PM.
Then next budget meeting will be on June 15, 2003 at 5:00 pm beginning with the
Building Department, Code Enforcement, Planning & Zoning and Community
Appearance.
Mayor Randels adjourned the meeting at 5:15 p.m.
