DISCUSSION:
1. Council to meet and discuss the City's mission with prospective Building
Official applicants.

Mayor Randels stated that the City Council would not make a recommendation to the
City Manager on the Building Official applicants. Attorney Garganese explained that the
City Council does not hire or fire the Building Official and the Council's meeting with the
applicants was an effort to convey the City's philosophy.
Jim Phelps
Mr. Phelps introduced himself and informed the Council that he was a Certified Building
Official for 13 years West Melbourne and 5 years with the Town of Malabar. Mr. Phelps
stated that due to Malabar's return to a part -time Building Official position, he is seeking
the full -time position with the City of Cape Canaveral. Mr. Phelps said that he was active
in Code Enforcement since 1985, however Malabar uses a Special Master. Mr. Phelps
stated that he was senior instructor at his last military duty station. Mr. Phelps related
how he works to assist the public and to gain input from the Building Inspectors. Mr.
Phelps stated that a Building Official must maintain an awareness of the work
performed by the Inspectors and Code Enforcement Officer.

Mr. Phelps stated that in the Town of Malabar the Board of Adjustment would clarify any
issues or disputes between the Building Official and the developer. They would also
meet with the City Manager.
Frank O'Neill
Mr. O'Neill introduced himself and stated that he had 40 years of construction
experience, 20 Years of Code Enforcement experience and that he is a Certified
Planner. He is a currently construction consultant and seeking employment as a
Building Official. Mr. O'Neill teaches construction courses statewide and he also has
Personnel experience. He has managed a staff of 25 -27 inspectors including clerical
staff. Mr. O'Neill expressed that he works toward effective public relations and he
considers life safety issues a first priority. He envisions the job as a mixture of office and
field work.
Todd Morley
Mr. Morley introduced himself and stated that he has a Bachelors Degree in Business
Management from the University of Central Florida. He managed a 20 person staff with
a local window and door company. He supervised many people during his time in the
building industry. He has worked as the interim Building Official for past 7- weeks. Mr.
Morley stated that safety is the first factor when going on a job site. Mr. Hoog pointed
out a change in the Building Department staffs working environment and also noticed
improved customer relations since Mr. Morley assumed responsibility. Mr. Morgan
reiterated the comment. Mr. Morley stated that he is a native to the state and the County
and that he truly enjoys his work and looked forward to working in this continued work in
the community.
Mayor Randels reiterated that the intent of this meeting was to ensure that the City's
philosophy was conveyed to the applicants due to the key role that the Building Official
takes in community development.
