I CALL TO ORDER:

A meeting of the City of Cape Canaveral City Council was held on April 6, 2004 at 5:00 p.m. in the
City Hall Annex, 111 Polk Avenue, Cape Canaveral, Florida. The Recording Secretary called the
roll.

1 DISCUSSION:
1. Review of New Police Station.

Mayor Randels explained the long -term goals for the City and stated that the new police
station is number one on the goals list. Mr. Boucher explained that tonight would
include reviewing the existing police facility and the proposal for the new 12,000 square
1 foot secure facility. Mayor Randels queried the Council if they still desired a new police
facility? Mr. Morgan affirmed as well as Mr. Treverton. Mayor Pro Tem Hoog
mentioned that the facility is functioning at less than 100 feet per person and agreed

that something needs to be done. There was unanimous consent and majority to
proceed with the planning of a new police facility.
Mr. Dennis Dills, Stottler, Stagg and Associates, explained that the current facility is
lacking space, and there are many security concerns. Currently Deputies are
functioning in crowded conditions and lacking many functions. He further explained
there is no temporary holding cell for the separation of juvenile and adults. He
presented photos of the spaces they currently occupy. He then presented the
preliminary new floor plan. Mr. Dills stated that there are civilian public functions that
occur located in the public lobby area. He presented the conceptual preliminary site
plan on a 2-acre site. A gate would secure the whole area. Commander McGee stated
they might be asking for additional positions-possibly two for the City and two for the
Port. Mr. Morgan stated he would like to see a two-story building, which would be used
for future expansion. Commander McGee responded that the police (Brevard County)
may not be here in the future and that the City may purchase a new police agency. Mr.
Treverton concurred. Mr. Nicholas questioned if they were averse to having a
combined facility? Commander McGee explained he was touching on future needs.
Mr. Morgan recommended three acres. Mr. Frank Kuhns recommended having their
own police department and mentioned his objection to the annexation of Avon by the
Sea. Mr. Kuhns continued that this would take additional police protection. Mayor
Randels called the meeting back to order. Mr. Morgan reiterated buying more property
and building a two-story facility for future expansion.
Mr. Morgan mentioned central supply and a thirty-year lease, which he opposed; Mayor
Pro Tem Hoog also disagreed with leasing.
Mayor Randels questioned the Council as to whether the station should be located in
the City? Mr. Morgan mentioned a satellite office in the City. Mayor Randels expressed
that he would like to see the facility in Cape Canaveral. Commander McGee stated that
the port is 90% transient. Mr. Treverton prefers the station in the City. Mr. Hoog
concurred. Mr. Boucher questioned if the Federal Govemment can lease footage?
Mr. Boucher stated that the corner of Center Street and A1A owned by Randy O'Brien is
43,000 square feet and the purchase price is 2.5 million. Mr. Boucher stated that he
also spoke to Coastal fuels regarding a three-acre parcel on Shorewood and North
Atlantic be donated or a land deal purchase. Mr. Boucher asked for direction to secure
three acres. Commander McGee stated that the service goal is two deputies per 1,000
persons and should Avon by the Sea be annexed this might require four new deputies.
Mr. Boucher stated that Ms. Bowers has been looking at finance options. Ms. Bowers
stated that she has spoke with the League about a bond issue and the rate is around
3.5%. Mr. Morgan requested that more quotes be obtained from other lending
institutions. Ms. Bowers asked if she could submit an initial application submittal to let
them know we are interested?

Mayor Pro Tem Hoog asked about homeland security monies. Attorney Garganese
stated that anything over $500,000 would require two appraisals. Mr. Treverton
interjected that the City should line up several appraisers. Mayor Randels directed Mr.
Boucher to attain, by June; five or more properties for review and letters of intent should
be submitted prior to any appraisal. Attorney Garganese was asked to design a letter of
intent.
Mr. Boucher stated he would like to hold another workshop meeting to complete a short
} list prior to initiating any appraisals. Mr. Treverton requested that the Council Members
be notified as the letters of intent arrive. Commander McGee responded to Mayor
Randels that the facility should be located on a visible main artery road, which allows
access for police and citizens.
Council directed staff to acquire five or more letters of intent for 3 -acre properties in the
City of Cape Canaveral.
Mr. John Pekar, Stott ler, Stagg and Associates mentioned the following should be
considered during the land purchase process: drainage, access, signage, utilities, and
wetlands.
