Customer Communication Plan
Auto Cart Service
Waste Management Inc. of Florida plans a three-phase campaign designed to
communicate the benefits and advantages of the new auto cart service. Outreach will
be made in the form of residential direct mail, the City of Cape Canaveral newsletter
and Web site, fliers in the recycle bins and letters to homeowner associations.
PHASE I
Target distribution date: April 25 — May 6, 2005
Tools: Letter to Homeowners Associations (mailed on April 25)
City newsletter and Web site (mailed/posted on April 25)
Direct-mail piece (distributed on May 6)
Key details:
1. Announcement of partnership between WMIF and the City of Cape Canaveral
2. Notification of service benefits
• Cart sizes: 64 gallons or 96 gallons
➢ 64 -gallon size (equal to 2 cans) best for zero lot lines, retirement
communities and townhouses
➢ 96 -gallon size (equal to 3 cans) best for single-family homes
➢ No change in price between the two sizes
• Reduced spillage
• Improved aesthetics

1. Useful tips
• Position with opening of cart facing the street
• Place cart on side opposite of mailbox
• Bag and tie all garbage inside cart
2. Green waste requirements
• Routine yard maintenance: Use 64- or 96 -gallon carts and place curbside
on Wednesdays.
• Heavy annual yard maintenance: Bulky green waste collection provided
quarterly during citywide cleanup schedule. Recommendation: one week
in January, March, May and November. Four bulk green waste pickups per
year. During this time residents can dispose of heavy green waste
maintenance for spring or fall cutbacks done by the resident.
3. Bulky item collection
• Clamshell weekly collection
4. Garbage collection twice weekly
• Monday/Thursday (north side of city) and Tuesday/Friday (south side of
city)
• All garbage placed in carts at curbside

As we have discussed, Johnson Controls World Services Inc. (JCWSI) has been
acquired by IAP Worldwide Services, which is largely owned be Cerberus, a
private investment company located in New York City. The closing of this
transaction took place on March 30, 2005, and the name of JCWSI has been
changed to IAP World Services. The new name has been duly registered with the
Department of State of the State of Florida. The office building located at 7321
North Atlantic Avenue in the City of Cape Canaveral is now owned by AIP World
Services. This building has largely been unoccupied for the past six years.
It is my understanding that the City is currently contemplating the construction of
a new building for local governmental use on the site of the current City Hall. If
consistent with the plans of the City, the new owners on the aforementioned
building have advised me that they are prepared to offer the property to the City
on a lease basis for interim use by the City during the construction period of the
City's new facility. While the lease terms are negotiable, depending on the City's
needs for building modifications for its interim occupancy I would suggest that
some of the salient terms of the lease would be as follows:
• The owners of the building would, at the owner's expense renovate the
building to make it suitable for occupancy by the City. Such renovations
would include:
1. Replacing the carpet in all of the currently carpeted areas of the
Building
2. Thoroughly cleaning and sanitizing all air conditioning ducts and inlet and
exhaust vents.
3. Assuring that all mechanical equipment (plumbing, lighting, HVAC, fire
alarm system, security system) are in good operating condition
4. Repainting of the fire escapes on the rear of the building
5. Replacing of the steel door on the rear of the building
6. Patching and touch-up painting of damaged walls

• It is assumed that occupancy by the City would begin in the third or fourth
quarter of calendar year 2005, and would extend for a period of at least twelve
months, and not to exceed eighteen months.
• The lease rate would be $24,000 per month for the period of the occupancy of
the approximately 20,000 square foot building
• The Owner would be responsible for normal exterior building and grounds
maintenance. Special requirements, if any, would be the obligation of the City.
• The City would have exclusive use of the off-street parking provided to the
east of the building, and non-exclusive use of the parking lot to the west of the
building.
• The City would be responsible for the cost of all utilities provided to the
building, including electricity, potable water, sewage, solid waste disposal, and
communications.
• The Owner will provide property damage insurance on the building, but will
not provide insurance coverage on the City -owned property and equipment in
the building.
• The City will provide for such custodial, janitorial and security services as it
may require within the building.
• Any interior construction required by the City would be the obligation of the
City, and subject to the approval of the Owner. Such approval will not be
unreasonably withheld

PLEASE NOTE THE FOLLOWING:
1) Not included in the above estimate is an allowance for other improvements or special partitions,
beyond that which is demonstrated in AJT's proposed design package. Such improvements or
partitions can be performed at an additional cost.
2) Other additional costs may result, due to unforeseen and unanticipated events, such as Acts of
God, or due to delays beyond the control of AJT.
3) With the exception of the aforementioned additional costs, the Total Delivered Price is a "turn-
key" price, and the Pricing Breakdown is provided herein only for the purposes of providing the
City with an understanding the top-level costs that AJT will incur on this effort
4) Enclosed, please find a Pricing Summary Sheet, and AJT's concept design, entitled "Office
Building Phase III".
5) AJT will be pleased to provide the City with a proposed purchase contract, in the event the City
issues AJT a Letter of Acceptance with regard to the Total Delivered Price. The City's Letter of
Acceptance is suggested to be contingent upon final negotiation with AJT of the terms for the
purchase contract, within 90 days of its issuance.
