RESOLUTION NO. 2009-20
A RESOLUTION OF THE CITY OF CAPE CANAVERAL, BREVARD
COUNTY, FLORIDA; APPOINTING A REGULAR MEMBER TO THE
COMMUNITY APPEARANCE BOARD OF THE CITY OF CAPE
CANAVERAL, FLORIDA; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Cape Canaveral, Florida, has by City
Code Section 22-37 created a Board known as the Community Appearance Board; and
WHEREAS, it is now incumbent upon the City Council of the City of Cape
Canaveral to appoint member to said Board.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Cape
Canaveral, Florida, as follows:
SECTION 1. Rosalie Wolf is hereby appointed as a regular member of the
Community Appearance Board of the City of Cape Canaveral, Florida, with a term to
expire on May 1, 2012.
SECTION 2. This Resolution shall take effect immediately upon its adoption.
ADOPTED BY the City Council of the City of Cape Canaveral, Florida, this 21st
day of Jam, 2009.

Re: Potential Board Member - Rosalie Wolf
On June 15, 2009, Citizen Rosalie Wolf, a potential Board member,
was interviewed by the Community Appearance Board. Following the
interview and discussion, by unanimous vote, the Board members
recommended that the City Council appoint Rosalie Wolf as a new
member to the Board.
Please schedule this recommendation on an upcoming City Council
Agenda. Also, please notify Mrs. Wolf of the date she will be
interviewed by the City Council.

RESOLUTION NO. 2009-06
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAPE
CANAVERAL, BREVARD COUNTY, FLORIDA, ESTABLISHING A
CHARTER REVIEW COMMITTEE, SETTING FORTH THE PURPOSE,
APPOINTMENT OF MEMBERS AND BASIC PROCEDURES;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City Council last created a Charter Review Committee in
1993 to consider Charter Amendments related to, Nepotism, for recommendation to
the City Council; and
WHEREAS, the City's electorate voted on these proposed amendments in
1994; and
WHEREAS, the City Council finds that periodic review and review of the
Charter is advisable and in the best interest of the citizenry in that it provides for an
efficient and effective Charter in order to address changing conditions; and
WHEREAS, the City Council finds that creating and establishing a Charter
Review Committee to make findings and bring recommendations to the City Council
for possible amendment is in the best interest of the citizens of Cape Canaveral; and
WHEREAS, the City Council desires input on proposed Charter Amendments
from a broad range of residents.
NOW THEREFORE BE IT RESOLVED, BY THE City Council of the City of
Cape Canaveral, Florida , as follows:
SECTION 1. Establishment.
• A Committee to be known as the Charter Review Committee, (hereinafter
"CRC") shall be comprised of ten (10) individuals for a number so approved
by the City Council) each of whom shall be a permanent resident of the City
of Cape Canaveral, Florida.
• The City Council shall review, discuss, agree upon and appoint the CRC
members. The Council shall make every effort to assure that the diversity of
the community is represented on the CRC.
• Appointments, upon application, shall be for a term starting ,
2009 and ending _ 2010 [Inclusive Dates].

• CRC members can be removed by a simple majority vote of the City Council
for any act of malfeasance as defined in the Florida State Statutes.
• The CRC shall appoint a Chairperson and Vice -Chairperson from among its
members, and establish procedures for the conduct of its meetings.
SECTION 2. Mission Statement.
The Mission of the Charter Review Committee is to review the City Charter of the
City of Cape Canaveral and to make recommendations to the City Council on the
proposed amendments to the Charter.
SECTION 3. Rules of Operation and Staff Support.
• All Meetings shall be held in accordance with Roberts' Rules of Order and
comply with Chapter 286 of the Florida Sunshine Law related to meetings.
• The Committee shall meet once monthly commencing on [Insert Date].
• The City Clerk's Office shall provide Administrative Support to the CRC.
• The City will also provide the CRC with legal services as needed.
• Six (6) attending members shall constitute a quorum.
SECTION 4. Objectives. The initial objectives of the Committee are as
follows:
• Review the City Charter
• Solicit input on the proposed Charter from the residents, businesses, civic
organizations, citizens groups, and City Staff, Legal Staff, City Boards, and
City Council members.
• Study various other municipal Charters and the National Model Cities Model
Charter, 8th Edition.
• Make recommendations to the City Council for the proposed Charter
amendments.

SECTION 5. Milestones The anticipated Milestones of the Charter Review
Committee are as follows:

Policy for Certificates of Commendation, Keys to the City
Proclamations and Other Forms of Recognition
Periodically, the City of Cape Canaveral receives requests for special recognition of
individuals and organizations, and the promotion of special and annual events.
Depending upon the request, the recognition document is issued in form of a Certificate
of Commendation, a Key to the City, a Proclamation, or some other form of Recognition.
POLICY: The purpose of this policy is to establish the process and parameters for the
issuance of such documents and to serve as a guide for submittal of requests by the
public, as well as by City Officials.
1) Contact Office for a Special Recognition document:

• Indicate the type of document requested. (Certificate of Commendation,
Keys to the City, Proclamations, and Other Forms of Recognition.)
• Provide sufficiently detailed, written background information for the
purpose of the recognition.
• Indicate the date that the document is to be:
■ Presented at a City Council Meeting;
■ Presented at a Special Event;
■ Picked up from City Hall; or
■ Mailed to the recipient(s) or another individual.

Racquetball & Tennis Leagues are running smoothly. Participation has dropped off a bit due to
summer activities.
Flag Football & Coed Softball Leagues ended their spring seasons in June. They will resume play in
September.
Activity at the Youth Center is very busy with the new summer hours & the addition of the PAL
Program.

The PAL Program has grown tremendously these last 3 months. They average between 30 — 40
kids a night for the Teen Leader Meetings, held on Tuesday nights. Activities have included an
election for a Board of Officials, several field trips, guest speakers, pizza parties & much more.
The kids are very interested in the program & they have been out recruiting new members. PAL
has added a Friday night social to their calendar as well. Teens can show up & socialize, listen
to music & just hang out in a safe environment. Recreation Leader Jerry Munday has accepted
the position of the PAL Coordinator.
The Annual Egg Hunt was held on Saturday, April I Vh at Canaveral City Ball Fields. We
honored the student that submitted the winning essay with a $50.00 Savings Bond & recognized
the other finalist with Award Certificates. The Mayor was present for the presentation along
with Council Members Roberts & Petsos. We had a record setting 275 kids hunting eggs &
close to 500 adults present. The event included refreshments, candy, prizes & a visit from the
Easter Bunny.
The Mike Reynolds Spring Fling Racquetball Tournament took place April 24`h — 26`h. We had
24 sponsors & 96 players from all over the state & even several out of state players in the
Tournament.
Magic Man John Anderson impressed & amazed a crowd of over 40 kids on Saturday, May 9`".
The magic show was a free family event.
The "Movie in the Park was held on Friday, June 5`" & attracted over 250 people. "Hotel for
Dogs" was showing & everyone loved it; nothing but positive feedback. The next movie will be
"Fly Me to the Moon" on Friday, August 7th.
The Traveling Skate Park entertained over 40 kids on Saturday, June 20'h. The Skate Park will
return again for our Rock & Skate Jam on Saturday, July 18''. This event is sponsored by the
Recreation Department & PAL.
The Summer Camp is in full swing, with every week filled. We are hearing nothing but raves
from all the parents. The kids are enjoying walking field trips, arts & crafts, parties, a variety of
different shows & demonstrations, as well as fun, fun, fun. Kudos to Recreation Coordinator
Andrea Binney & her staff for a job well done!
The Canoe & Kayak Launch was completed the end of June & is now open to the public. Our
Streets Department along with the inmates did an outstanding job! We were able to stay within
the original budgeted amount of $3,500.00.
Our monthly newsletters, full page ad in the Press Tribune & the website have generated a
tremendous response from the public & have proven to be a great outreach for our programs &
activities.
Staff met with Cape View principle Kelli Dufresne & Lisa Whitaker on April 24`" in regards to
the T -Ball Field project. Cape View is taking the idea to the District & we're waiting to hear
back.

Waste Management provided a total of 51 garbage collections (including Ocean Woods and the bulk pick
up), 13 green waste and 13 recycle collections to the single-family residents. This equates to approximately
138,501 residential collections. In addition, service was provided to approximately 6863 multi -family
units, l 1 l commercial can customers, 188 commercial customers and 5 permanent roll off accounts. A total
of 8 documented concems were received by the City during this time period. The breakdown is as follows:
0 garbage/bulk complaints, 0 recycle complaint, 0 yard waste, 2 general /dumpster complaints, and 6 cart
deliveries/repair.

The following report is a summary of the Community Development Department's
activities, accomplishments and on-going projects for the months of April —
June 2009.
Community Development Deaartment - Overview:
Envision Cape Canaveral - The community visioning process has begun. The
first two workshops were held at the Radisson and have been well attended. The
remainder of the workshop schedule is currently being established. Invite your
neighbors, friends, and co-workers to participate.
Todd Morley, Building Official and Barry Brown, Planning and Development
Director, presented to City Council an update of our Goals and Objectives for
2008-09 and New Goals and Objectives for 2009-10.
Barry Brown has prepared revisions to the Platting Ordinance. The Ordinance is
expected to be presented to City Council for approval in August.
Todd Morley continues to provide assistance towards the creation of the new
sign code. City Council approved the sign code at 1" reading June 16`h. The 2nd
reading is scheduled for July 7`h.

Barry Brown met with Mr. and Mrs. Young and surveyor John Campbell to
discuss the possibility of subdividing his residential lot into two lots.
Preliminary drawings have been submitted for staff review.
Bennett, Todd, Debra Babb-Nutcher (City Atty.) and a representative from the
FLOC held a day -long mediation session with the Saurenmann's and their legal
counsel. A mutually acceptable plan of action was reached. Council approved
the Saurenmann mediation. Todd will continue to facilitate the code
requirements to ensure a successful resolution.
Duree Alexander, Code Enforcement Officer, presented several tree code
violations to the Code Enforcement Board. As a result, staff is researching ways
to improve the tree code.
Todd Morley and Barry Brown submitted a draft of the Community
Development Department 2009-10 budget with a 10% reduction in operating
expenses.
Todd Morley submitted revisions to the Building Permit Fees Ordinance. The
revisions will be on the July 7th City Council agenda.
Todd Morley and Kate Latorre (Asst. City Attorney) have drafted revisions to
the non -conformities section of the City code as they pertain to structural
alterations of non -conforming structures. The draft will be presented to the
Planning and Zoning Board in August.
Duree Alexander attended a one -day advanced training course at the FL Assoc.
of Code Enforcement (FACE) in Naples where she not only received her
necessary CEU's, but was fortunate to attend a class on the 2009 Intemational
Property Maintenance Code and a class on vegetation/trees.
Todd Morley attended the Building Officials Association of Florida (BOAF)
annual 3 -day conference in Daytona, earning all of his required CEU's.
Todd Morley continues to attend Building Officials Association of Brevard
County (BOABC) chapter meetings as well as serve on the Damage Assessment
Committee and Building Code Committee.

Duree Alexander continues to attend FACE meetings (Florida Association of
Code Enforcement) and serves as secretary to the organization.
Projected and on-going projects:
• Cape Caribe Hotel II - 1000 Shorewood Dr. A (150) unit hotel building.
Other site improvements include a multi-level parking garage and
expanded commercial pool deck area. Site plans and a development
agreement are currently under review by staff.
• Caribbean Vistas - (420 Madison Ave.) - A preliminary replat was
approved for two units. The proposed townhome project will be presented
to the Community Appearance Board in July.
• Harbor Dr. — (351 Harbor Dr.) - A Single Family Residence — Currently
under construction.
• Holman Rd. - (210 Holman Rd.) -A Single Family Residence —
Currently under construction.
• Manatee Bay Dr. — (621 Manatee Bay Dr.) - A Single Family Residence
- Currently under construction.
• Mermaid Key - (North half of project is accessed via Thurm Blvd. South
half of project is accessed via Astronaut Blvd.) - Residential
Condominiums (140 Units) and Commercial development (1.47 acres) on
abutting commercial property. Site PIan was approved with conditions on
August 9, 2007. No activity this quarter.
• Monroe Carwash — (104 Monroe Ave. - corner of Monroe Ave. and N.
Atlantic. Ave.) Staff has approved the plans to renovate the car wash.
Permit is ready for contractor pick-up.
• Mutter Annexation - 315 Grant Ave. (corner of Ridgewood and Grant
Ave.) Property owner has requested that the City annex the property
which contains s multi -family structure. A meeting to discuss the
annexation process has been scheduled with Mr. Mutter for July 16, 2009.
• Oak La. — (126 Oak La.) - A Single Family Residence — Currently under
construction.
• Izzy's Bistro - The owner wants to obtain a fiill service (4COP) liquor
license and serve liquor at Tzzy's. Our code requires establishments that
serve liquor to be separated by 2000 ft. One of the exceptions to the
distance requirement is restaurants that have seating for 200 or more

persons, The owner is requesting we amend the code to reduce the
number of seats from 200 to 150 in order to be exempted from the
distance requirement. This request will heard by Council on July 21,
2009.
• Porter Property - (formerly the Azteca II Restaurant, 6395 N. Atlantic
Ave. - comer of Holman Rd. and Al A) - The Board of Adjustment
approved a special exception to serve alcoholic beverages (4COP).
• Puerto Del Rio — (At W. Central and Thurm Blvd.) 164 condominium
units in Phases I & II. 240 condominium units in Phase III. Total 404
condominium units at project build -out. Construction has been ongoing
since October, 2001. However, no new permits have been issued since
the last 5 -story building was completed in June, 2007 (187 units
completed to date, 217 units remaining). Developer has approached the
City with a concept plan to construct an Assisted -Living Facility on a 5 -
acre portion of the R-3 property. No further action this quarter.
• Sea Shell Cay North Townhomes — (Lot 3, Sea Shell Lane) — a Special
Exception was approved for up to (3) townhouses. The Board of
Adjustment granted a one-time 12 month time extension. The Final
Replat was approved by City Council on October 7th, 2008.

Wastewater Treatment Plant and Citywide Capital Improvements
1. Capital Improvements. None.
2. Regional Residual Dryer System. This ongoing project approved by City Council on October 21,
2003 is a study for a Regional Biosolids Treatment Facility for Brevard County and participating
municipalities within Brevard County. The project website is located at www.SpaceCoastBiosolids.com.
A meeting will be sclieduled fur Plisse II of this project - minutes for this meeting will be included on the
City's web site. The municipalities are investigating a biosolids company to design, build, and operate
the system (DBO).
3. Wastewater Treatment Facility Permit. The City has received a new Florida
Department of Environmental Protection (FDEP) Domestic Wastewater Facility Permit
(FL0020541-004-DW 1 P) - expiration date of February 28, 2012. The City has authorized
Brown and Caldwell to proceed with work on the FDEP Permit Compliance Administrative
Order (AO). This work is ongoing until the AO is completed - the City is currently waiting on
a reply from FDEP as to the progress of the AO. The City has completed the 3rd Semi -Annual
Progress Report and is waiting on a response from the FDEP
The City has applied for a Minor Revision to the Permit to eliminate monthly monitoring
for zinc - also the monitoring of silver, but approval is required from the Environmental
Protection Agency (EPA). The request is to extend the compliance date of the AO to March
2010 and to eliminate surface water discharge by using Port Canaveral's aquifer, storage and
recovery system (ASR); however much work remains to determine if the ASR system is
viable. The City is still waidne on a final decision from the FDEP.
d. Port Canaveral ASR System. The Canaveral Port Authority was issued a permit for the
ASR. The City has discussed the potential benefits with Port personnel that the ASR would
provide all parties involved. Testing of the Port's ASR system continues - this project is
ongoing with City Staff and the Port. Additional testing of the ASR is required of the Port
by the FDEP.
5. Maintenance Program. The Wastewater Facility and the City's collections system (sewer
lines and manholes) are on a pro -active maintenance program.

inspections of all baffle boxes after heavy rainstorms — floatable items are also removed
on a less fiequent basis during drought periods. To date this year, the inmate crew has
removed 1,120 cubic yards of debris.
2. Construction Site Inspections. Construction site inspections are completed at the
commencement of land clearing, after every rainfall event. and weekly. Inspection of
all new construction sites for state mandated regulations in regards to erosion and
sediment control is routinely performed. These activities are requirements of the City's
National Pollutant Discharge Elimination System (NPDES) stormwater permit.
3. Baffle Box Cleaning. The City's baffle boxes were cleaned of sediment and debris in
early -June - approximately 10 cubic yards of sediment were removed from five boxes.
The next cleaning event will be conducted in early -2010.
4. Street Sweeping. Street sweeping is performed on all City streets on a monthly basis.
USA Services is the current contractor for these services — the contract is in conjunction
with the City of Cocoa Beach. To dace this year, approximately 93 cubic yards of
sand/debris have been collected on City streets.
5. North Central Ditch Project. Payment (grant funds) in the amount of approximately
$274,000 is expected from the Florida Department of Environmental Protection (FDEP)
within two weeks. This project will then be complete.
b. South Central Ditch Project. Final engineering drawings for infrastructure
improvements and flood control measures are currently being prepared. At the request
of the City Council, this project will then be "shelved" witil FY 2009-2010.
NPDES (Stormwater) Permit. The City continues to implement all requirements of
the FDFP-issued stonrnwater permit.
8. Utilities. City staff is now marking all stormwater structures at construction sites as
required (since the City is over 10,000 in population).
9. Concrete Construction Contractor. City staff is working with the concrete contractor
to repair/replace stormwater basins/sidewalks/streets/medians located throughout the
City.
10. Estuary Grant Application. A grant was awarded to the City by the US Army Corps
of Engineers (USACOE) to remove pepper trees from the City property located on
Long Point Road. The City has received a FDEP permit application for the project. The
project will be performed in early -2010 when the pepper trees are not in bloom.
11. Stormwater Inlets — Harbor Heights. The City's engineering firm is currently
conducting a study on methods to improve the drainage along Harbor Drive and Coral
Drive. The existing stormwater lines were TV monitored and cleaned in early -June.
Other stormwater lines in the vicinity are scheduled for cleaning in early -July.
12. Stormwater Inlets - Citywide. Type "C" inlets (at -grade) are being installed at
damaged inlet locations throughout the City.
13. Stormwater System Repairs. City contractors recently completed two major
stonnwater repair projects located at the intersection of Lincoln/Ridgewood and on
Columbia Drive.
14. Total Maximum Daily Loads. These new regulations have been finalized by the
FDEP — the City will be required to reduce nitrogen and phosphorous concentrations in
stormwater/wastewater by approximately 50%. Meetings are scheduled in the near
future to develop Basin Management Action Plans (BMAPs).
15. Ocean Woods Stormwater Issues. City contractors have provided cost estimates to
the Ocean Woods Homeowner's Association to improve drainage within the
subdivision.

STREETS AND BEAUTIFICATION
Streets Department:
1. Tree Maintenance. Staff continues to perform pruning of all oak trees at City
complexes and along various City streets.
2. Inspections. Staff continues to coordinate with the Building Department for tree
inspections and reports.
3. Fields Maintenance. Staff continues to maintain the Little League and softball fields
for league practices and games.
4. Mowing/Chemical Contractors. Black's Spray Service, Inc., was awarded the
City's chemical spraying/fertilization contract and Professional Diversified Services,
Inc., was awarded the mowing/landscaping contract for an additional year.
Irrigation Maintenance. City staff continues to maintain existing irrigation systems
(over 50) throughout the City.
6. Bus Shelters. The City has been awarded funds to construct bus shelterslbenches
throughout the City. The City Council has approved (1) final shelter and bench
designs and (2) the Interlocal Agreement (IA) with Brevard County. The City is
currently awaiting approval of the IA from the Brevard County Commission,
Beach Rake. The beach rake has been idled until the end of turtle nesting season.
8. NEG Worker/Beach Crossovers. A National Emergency Grant (NEG) worker
recently performed repairs to beach crossovers — the contract for this employee has
expired.
9. Street Paving. Numerous asphalt patches were placed where needed at locations
throughout the City including the Building Department and City Hall.
10. Intersection Improvements. The intersection improvements at West Central
Boulevard and North Atlantic Avenue have been completed. Brevard County will
pave the remaining unpaved area at the intersection of North Atlantic Avenue and
Canaveral Boulevard in the near future.
11. Canoe/Kayak Launch. City staff are currently constructing a canoe/kayak launch at
Banana River Park. Work should be completed in early -July.
12, Federal Stimulus Funds, The City is now a certified Local Planning Agency (LAP)
with the Florida department of Transportation (FDOT), This is the first step in
obtaining federal stimulus funds for the paving of Ridgewood Avenue.
Beautification:
1. Ridgewood Avenue Redevelopment Project. The City's contractors (Brad Smith
Associates and Stottler Stagg and Associates) continue to prepare landscaping/
engineering drawings for this streetscape project. Final design drawings and bid
documents should be completed in mid -2009.
2. Butterfly Garden Sidewalks. The City's contractor has completed construction of
sidewalks in the butterfly garden at Veteran's Park.
Mulch Reduction. City staff continue a program to reduce mulch -covered areas
throughout the City.
4. Beautification Board. At the request of the City Council, Beautification Board
meetings are now held on a quarterly basis or as needed.

SIGNIFICANT APRIL CASES:
CR# 09-098446: Fraudulent Use Of a Credit Card, Making a False Police
Report, 406 Tyler Avenue #5, Cape Canaveral, Brevard County, Florida. The
victim, Ms. Tammy Paschall reported that her credit card was stolen and
fraudulent used at several locations in the Cape Canaveral area. Two days later

Ms. Paschall reported that she located her credit card and wanted to withdraw
her complaint. The investigation revealed that Ms. Paschall did not want her
husband to know she spent the money. The State Attorney's Office would not
file charges reference the false police report.
CR# 09-106874, Scheme To Defraud, 402 Monroe Avenue, Cape Canaveral,
Brevard County, Florida. The Victim, Ms. Luisa Thomas reported that she
purchased a vehicle from the suspect, Mr. Clarence Jones via the Craig's List.
Org. Ms. Thomas paid for the vehicle in full. Ms. Thomas later discovered that
the vehicle did not have a clear title and the vehicle was repossessed. Mr. Jones'
whereabouts are unknown and a Capias request was filed with SAO.
CR# 09-107707, Hiring or Renting a Vehicle With the Intent to Defraud,
Grand Theft Auto, Failure to Return a Hired Vehicle, 6650 North Atlantic
Avenue, Cape Canaveral, Brevard County, Florida. The suspect, Henry
Wojtasinski rented a 2009 truck from AVIS rent a car using a false name and a
friend's credit card. The vehicle was recovered one month later in St Paul, MN,
Police Department, In good condition, value $30,000.00. Mr. Wojtasinski's
whereabouts are unknown and a Caplas for his arrest was completed.
CR# 09-109723, Robbery, 200 block of Poinsettia Avenue, Cape Canaveral,
Brevard County, Florida. The victims, Mr. Peter Maille and Mr. Stewart Kolsch
were walking home when a gold Toyota Camry, occupied by four unknown black
male suspects, pulled up. One of the black male suspects displayed a small
handgun and demanded money. The victims fled from the vehide on foot and
one of the suspects fired the gun into the air. The suspects in this incident have
not been located or identified. This case is pending.
CR# 09-109744, Robbery by Sudden Snatching, On- Site VOP, 211 Caroline
Street #C-6, Cape Canaveral, Brevard County, Florida. The victim, Ms. Wendy
Howard reported two suspects later identified as Mr. William Green and Mr.
Christopher Theders knocked on her door late during the night. Ms. Howard
opened her front door knowing one of the suspects is a friend of her son's. Both
suspects grabbed her purse dragging her to the ground. The suspects then
slammed the front door on the victim's hand to get her to let go of her purse.
The victim's hand was broken as a result of this crime. Both suspect were
arrested and transported to the Brevard County Jail.
CR# 09-110221, Explokation of the Elderly, Grand Theft, 160 Jackson
Avenue, Cape Canaveral, Brevard County, Florida. The suspect, Mr. Dexter
Griffith stole a checkbook from the victim, Mr. Reynolds an 80 year old male and
cashed several of the checks totaling an amount $1,836.00. Mr. Griffith was
hired by the victim to do some repairs around his residence. Mr. Griffith was
arrested and transported to the Brevard County jail.

APRIL ACTIVITY:
04-02-2009 GCU worked several night's reference business burglaries.
The operation resulted in the arrest of one suspect.
04-07-2009 GCU meeting
04-23-2009 Sergeant Shea and Agent Hearon attended the STEP meeting at
East Precinct.
SIGNIFICANT MAY CASES:
CR# 09-112178, Tampering with a State Witness, 221 Harrison Avenue,
Cape Canaveral, Brevard County, Florida. The victim, Mr. Anthony Perrera was a
victim of a Robbery CR# 09-093555 and the suspect's family is contacting and
wanting to pay off the victim to not show up for court. This case report was
forwarded to the SAO for further charges.
CR# 09-082923: Burglary, Grand Theft, 1 Church Lane, Cape Canaveral,
Florida. Unknown suspect(s) entered the Grace Bible Church by forcing open the
locks and disabling the alarm system. Once inside, suspect(s) removed items
valued at $3,000.00. Approximately one week after the burglary, an unknown
female returned the stolen property to the church. Investigation continued and
the suspect, Mr. Dexter Griffith was identified by latent prints found on the crime
scene. Mr. Griffith was arrested and transported to the County jail.
CR# 09-114202: Burglary, Theft, 1 Church Lane, Cape Canaveral, Florida. The
Grace Bible Church was burglarized twice in a month. The same suspect, Mr.
Dexter Griffith was identified in both the burglaries from latent prints left at the
crime scene. Mr. Griffith was arrested and transported to the Brevard County
jail. The property in this, burglary was not recovered.
CR# 09-115265: Burglary, Grand Theft, 8150 Astronaut Blvd, Cape Canaveral,
Brevard County, Florida. An unknown suspect entered Theisen Industries and
removed approximately $8,000.00 in property from the business. The suspect,
Mr. Dexter Griffith was identified from latent prints left at the crime scene. Mr.
Griffith was arrested and transported to the Brevard County jail. The stolen
property in this burglary was not located or recovered. NOTE: there were three
other business burglaries around this same time frame and there may be other
charges pending on Mr. Grlffitfr.
CR# 09-125935: Grand Theft. Auto, 211 Caroline Street #N-4, Cape Canaveral,
Brevard County, Florida. The victim, Kimberly Klafert reported her 1998 Suzuki
vehicle stole from the parking lot of her apartment complex, value $2,500.00.

The victim's vehicle was recovered two weeks later by Rockledge Police
Department unoccupied. The vehicle was returned to the victim for a recovery of
$2,500.00. The suspect in this case is unknown.
CR##09-129518: Failed to Return hired or Leased Property, 6103 North
Atlantic Avenue, Cape Canaveral, Florida. The suspect, Mr. Jory Schrey rented a
Sony game system from Rent a Center and only made one payment. Mr. Schrey
is now refusing to return the property to Rent a Center as requested. A Capias
request was completed for Mr. Schrey's arrested and forwarded to the SAO.
CR# 09-138207: Thek Brevard County Library, 201 Polk Avenue, Cape
Canaveral, Florida. An unknown white male suspect ran out of the library with a
Dell Computer monitor. Two weeks later the library computer monitor showed up
at Beach Pawn Shop. Ms. Amanda Maynard pawned the computer monitor after
she purchased it at a garage sale on Fillmore Avenue from an unknown white
male. The computer monitor was returned to the library and this case report is
pending the identification of the unknown white male. The computer monitor
was valued at $150.00.

SIGNIFICANT JUNE CASES:
CR# 09-121055, Uttering, Theft, 8699 Astronaut Blvd, Cape Canaveral, Florida.
The Suspect, Mr. William Jaynes uttered two checks totaling $150.00 to Kelsey's
Pizza. Both checks were written on a closed account. Mr. Jaynes' checking
account was closed nine days prior to the uttering of the checks. A Capias
request was completed for Mr. Jaynes' arrest.
CR# 09-141464, Missing Juvenile, 119 Majestic Bay Drive, Cape Canaveral,
Florida. A female juvenile was missing for approximately two weeks before
showing up for school at Cocoa Beach High. SRO Stiles recovered the missing
juvenile and notified the Sheriffs Office of her return. The juvenile was
recovered and returned to her mother.
CR#09-141979, Missing Juvenile, 8717 Bay Court, Cape Canaveral, Florida. A
female juvenile was reported missing from her residence after having a fight with

her mother. The juvenile was recovered the next day and was retumed to her
mother.
CR#09-146473, fraudulent use of a Credit Card, Uttering, 404 Tyler Avenue
#3, Cape Canaveral, Florida. The victim, Ms. Paula Bickford reported that an
unknown person stole and uttered her credit card at the Circle K, located at 7700
North Atlantic Avenue, Cape Canaveral, Florida. Security photographs of the
white male suspect were obtained, but the suspect has not yet been identified.
The suspect used the victim's credit card several times before the credit card was
canceled. This case is pending.
CR# 09-146526, Missing Endangered Adult, 8964 Puerto Del Rio Drive, Cape
Canaveral, Florida. Missing adult, Mr. Scott Raven just walked off from his
mother's residence, without taken his medication. Mr. Raven has been missing
for approximately two months and his whereabouts are still unknown. Mr. Raven
is listed as a missing endangered adult. A BOLO and an intel-bulletin was sent
out for any information on his whereabouts. Several weeks later Mr. Raven was
recovered in the State of Virginia. Mr. Raven was removed as a missing adult.
CR# 0915665, Missing Juvenile, Cape View School, Cape Canaveral, Florida. A
7 year old male went missing from School and was later located in Orlando with
his father. It was determined that there was a custody dispute between the
juvenile's father and mother. The mother and father were referred to civil court
reference this dispute. A well being check was conducted and DCF was notified.
CR# 09-160814, Home Invasion, 8034 Orange Avenue, Cape Canaveral,
Florida. The victims, Mr. Michael Hamilton and Mr. Mark Boulos claimed that two
unknown suspects entered their residence, tied them down with duct tape, and
stole their money. Both victims were uncooperative with Law Enforcement and
would not allow processing of the crime scene. The investigation revealed that
this was a drug related Incident and the victims were arrested for drug
possession.
CR# 09-177546, VOP, Porion of a firearm by convicted felon, 276 Polk
Avenue #3, Cape Canaveral, Florida. During a probation search and check GCU
arrested Mr. Derrick Collins for a violation of his probation and a Mr. Michael
Jordan for possession of a firearm by a corrvicted felon. The Brevard County
Sheriff's Office and Felony Probation received several complaints reference this
residence prior to the search. Both were transported to the Brevard County jail.
NOTE: There are other charges pending for the sale and delivery of drugs.

06-11-2009 GCU conducted a probation search and sweep. The operation
resulted in the arrest of several people to include (2) black
black males from the 300 block of Polk Avenue.
06-16-2009 GCU conducted a juvenile probation search and sweep in the
Canaveral area.
