III. Qualifications for Category 3 HUD SCP Grant 1. The East Central Florida Regional Planning Council (ECFRPC) unveiled its 50 year regional plan for sustainable development, The East Central Florida 2060 Plan on January 20, 2010. The ECF 2060 Plan adheres to the six principles of livability proffered by the Sustainable'Communities Partnership of HUD, EPA and DOT. It is a regional plan for sustainable development that addresses housing, economic development, transportation, and environmental quality in an integrated fashion. The ECF 2060 Plan is based on the regional visioning process completed in 2006- 07. Its policies were prepared and vetted by over 280 stakeholders. The ECF 2060 Plan has specific recommendations for Cape Canaveral, Port Canaveral and Kennedy Space Center. 2. Cape Canaveral hired the ECFRPC to lead a local visioning process in 2009. The citizen based vision plan was accepted by the city council January 19, 2010. It identified several high priority needs: a.) The need for a compact, urban, pedestrian -friendly mixed-use downtown on Central Boulevard between Atlantic Avenue and AIA as a city center, which could also serve as a destination business district to attract extended stays from cruise tourists at Port Canaveral and beach tourists at Cape Canaveral and Cocoa Beach. b.) The need to recycle or remove and replace dilapidated buildings in Cape Canaveral, many of which were hastily built in the 1950-60s as the Space program grew and now are functionally obsolete. The buildings in question have no historical character but rather are inexpensive block construction that was purpose built for a time that had now passed. c.) The need to create a "complete street" on US AIA, the legendary coast road by adding street trees, bike lanes, wide pedestrian paths, treed medians, and using such traffic calming amenities as modern roundabouts to reduce crashes, improve safety, lower speeds, yet increase road capacity and give a sense of place and create more livability to the AIA corridor. 3. The East Central Florida Regional Planning Council published its Comprehensive Economic Development Strategy (CEDS) in September 2007, and it was approved by the EDA in April 2008. The CEDS identified an increase in Port Canaveral activity as a primary economic driver that should be continued. It also noted the space shuttle shutdown as a major negative impact on the regional economy. Brevard County TRDA, Work Force Brevard, RAN, the Florida High Tech Corridor and the East Central Florida Regional Planning Council have been working on space worker retention, and retraining during this economic downturn. IV. Issue (s) to be addressed by the HUD SCP Grant: • Acquisition of land for a new, compact, pedestrian -friendly 22'd Century sustainable, pedestrian and transit friendly new American ultra hi tech small city downtown as a functioning activity center for Cape Canaveral and Cocoa Beach and also a tourist destination. By doing so, boost tourism and economic development, and redevelop underutilized sites in Cape Canaveral, using the latest energy efficient technology developed from the space program and applied right next door at its sister city. This could be the model for a new America, in one of America's oldest settlements (1520, Spanish). • Minimize environmental impacts by centrally locating the 2-3 block new downtown in the safest location on the barrier island, at a higher elevation protected from hurricane storm surges and the potential effects of sea level rise. The location was selected by over 160 citizens in a design Charrette as part of a visioning study done by East Central Florida Regional Planning Council under contract to the city of Cape Canaveral. The land for the downtown is available for sale. Redevelopment of the site will recycle land in the core of the city with existing infrastructure that is currently occupied by dilapidated buildings. • Use space technology adapted to downtown development to create a prototype 22nd century American small town. Reduce greenhouse gases and energy demand by building LEED certified structures in the new downtown and using solar -electric modules on downtown buildings with lithium ion batteries for generation and storage of distributed electric power. This would provide both regular daily power and backup power after hurricanes when the electric grid is down. • Create a space technology business incubator in the downtown for job retention and retraining of former space shuttle employees. • Install bike lanes and pedestrian paths in the downtown and along US AIA. • Provide new affordable housing to replace dilapidated trailers and substandard apartments left over from the 1960s space race. Study dedicated bus, or electric street car service between Port Canaveral and Cape Canaveral and south to Cocoa Beach. IV. Regional Background Florida is officially divided into 11 planning regions. Region 6 is represented by the East Central Florida Regional Planning Council (ECFRPC). Brevard County is Florida's Space Coast, located within Region 6. Its principal economic drivers are tourism, space exploration support and seaport related business. The real estate industry has also been a large economic driver, but is currently very depressed. Average homes values have dropped 50-60 % in the Orlando metro region in the past 4 years. A few large ranches are still producing cattle, sod, timber and truck crops, but these are not large regional employers. The American Space Industry began its operation at Cape Canaveral Space Center (now known as the Kennedy Space Center or KSC) on Merritt Island, 10 miles north of the city of Cape Canaveral and Port Canaveral. KSC is the world's pre-eminent rocket launch facility and the launch location for NASA's mission's to put John Glenn into orbit as America's first astronaut, the Apollo moon program, the Hubble Telescope, and the current (ending August 2010) Space Shuttle program. Space exploration support is the highest paying, highest technology and one of the largest sector employers in all of Region 6, and its impact reverberates throughout the region, and the state of Florida. With the ending of the Space shuttle program in October 2010 the region is already experiencing an estimated $2 billion negative economic impact. The layoff of these talented space engineers and technicians represents a danger of lasing this talent to other regions, but it also represents an opportunity to retain this talent and redirect it into entrepreneurial incubators of new small business like solar power, battery development, bio fuels and so forth. Port Canaveral opened in 1950, flanking the city of Cape Canaveral to its north. Soon after its humble beginnings as a fishing port, it introduced freight shipping, beginning an expansion that in the 1970s welcomed passenger cruise ships and starting in the 1980s larger and larger cruise ships, then US Navy Trident Submarine pens. Port Canaveral is today the second largest passenger cruise port in the world. Recent events have had a negative impact on the Space Coast economy, its quality of life, and its livability. Specifically: Cape Canaveral, a city of 10,635 people will lose its largest employment base when United Space Alliance completes the layoff of 4,000 space support employees at its Cape Canaveral Headquarters by October 2010 due to the ending of the Space Shuttle program. Kennedy space Center, just 10 miles to the north has begun concurrent layoffs, which are expected to reach a combined 9,000 space jobs lost, and a ripple effect of 20,000 jobs lost in the Space Coast region. 2. Tourism has declined significantly since the beginning of the national recession in 2007. 3. The once burgeoning home building industry is on life support due to: oversupply of housing units, building the wrong kind of housing units, a recent decline in Florida's population after decades as a high growth state, a 60% collapse of housing prices from their 2006 peak. 4. Port Canaveral continues to be a bright spot in the region, but it too has suffered a loss of freight shipments with the economy and passenger cruise bookings are down slightly. Two large Port Canaveral -based off shore gambling ships have shut down due to a 2010 change in Florida laws in that gave the Seminole Indian Tribe the right to expand land-based gambling, immediately drawing business away from Port Canaveral. V. How does this Grant Request fulfill the Sustainable Communities Partnerships (HUD, DOT, & EPA) six principles of livability? [Check box if project addresses the principal] - 1. Provide more transportation choices a. Develop safe, reliable and economic transportation choices to reduce household transportation costs. Response: The downtown will be totally pedestrian oriented, with pedestrian and bicycle connecting paths along US AIA. The design will also be transit oriented, in preparation for future transit service. The feasibility of a modern electric street car from Cocoa Beach to Cape Canaveral to Port Canaveral will be studied. If Amtrak Hi Speed Rail service from Jacksonville to Miami on the Florida East Coast Line becomes reality, then a transit link from Cocoa Beach across the Banana River to Cocoa and its proposed Amtrak rail stop would make sense for tourists and for improving the efficiency of hurricane evacuations from the barrier islands. b. Reduce our nation's dependence on foreign oil, Improve air quality, reduce greenhouse gas emissions, and promote public health. Response: Pedestrian, bike, and possible transit travel would greatly reduce dependence on foreign oil, reduce greenhouse gases and thus improve air quality, encourage walking and biking thus also improving public health. Building the downtown with the most ultra high efficiency materials and architectural designs influenced by space technology would give a laboratory for study of the cost effectiveness of ultra energy efficient construction. - 2. Promote equitable, affordable housing a. Expand location and energy efficient housing choices for people of all ages, incomes, races, and ethnicities. Response: Cape Canaveral has many antiquated trailer parks that offer affordable, but not safe sanitary and decent housing. The proposed downtown site is one such antiquated trailer park that provides affordable housing but not to a modern standard. The intention is to replace the dilapidated trailers from the site with affordable modern housing distributed in the mixed use (market rate housing, commercial and office) compact downtown LEED certified buildings. b. Increase mobility and Lower the combined cost of housing and transportation Response: By providing affordable housing, commercial and office uses in a combined downtown the hope is to reduce the length of work commutes, and thus reduce the combined cost of housing and transportation. . 3. Enhance economic competitiveness. a. Improve economic competitiveness through reliable and timely access to employment centers, educations opportunities, services and other basic needs. Response: By creating a compact mixed use downtown Cape Canaveral, the city will create a destination for tourists, just as Tavares, Del Ray Beach and West Palm Beach have done successfully. By making this downtown a haven for re-applied space technology to be a sustainable self supplied energy system the city will attract the world's curious and courageous entrepreneurs to learn from its successes and extrapolate these successes in local regional and world markets. b. Expand business access to markets. Response: By including a business incubation center in the proposed downtown, the hope is to retain talented space industry employees laid off by the termination of the shuttle program, retrain them for other related fields, or help them become entrepreneurs that will grow new small hi tech businesses in the region and the world. . 4. Support existing communities. a. Build capacity in existing communities through such strategies as transit - oriented mixed use development and land recycling to increase community revitalization, improve the efficiency of public works investments and safeguard rural landscapes. Response: Cape Canaveral and Cocoa Beach are built out, small coastal communities that were fortunate enough to have been built with a traditional connected grid street network. They have the ability to redevelop underutilized sites, recycle land and buildings and recreate themselves for the next century. By collaborating with their neighbor Port Canaveral they have the ability to benefit three major tourism draws and build capacity in a mixed use downtown, and increase community revitalization. - S. Coordinate policies and leverage investment. a. Remove local barriers to collaboration, plan for future growth, make smart energy choices such as locally generated renewable energy. Response: By having multiple partners, the study intends to remove barriers to implementation of the vision. For example, the city would like to use tree lined medians and roundabouts on US AIA as a traffic calming improvement, but cannot do so without FDOT approval. Transit lanes on AiA would also need FDOT approval and support. If FDOT is a partner and commits to considering such improvements, then it will be easier to actually make this happen. If the goal of making Cape Canaveral's downtown a prototype for small city model for America is realized, then this new downtown would be the ultra energy efficient incubator for new architecture and green energy technology set in a traditional neighborhood land plan with a main square, mixed uses and pedestrian orientation, just as decreed by the 1573 Spanish Laws of the Indies. In other words, we will value the traditional design rules that gave us great cities like St. Augustine, FI and Savannah, GA, but will use the latest technology to be energy efficient, and to create a new energy economy spun off from Space Technology. - 6. Value communities and neighborhoods. a. Enhance the unique characteristics of all communities by investing in healthy, safe, and walkable neighborhoods — rural, urban, or suburban. Response: One of the primary goals of the study is to implement the vision of creating a safer, healthier community by providing pedestrian and bicycle access throughout the city of Cape Canaveral and along US AIA to Cocoa Beach.
