HomeMy WebLinkAboutMinutes 12-20-2004CITY OF CAPE CANAVERAL COMMUNITY APPEARANCE BOARD DECEMBER 20, 2004 MINUTES A ���eetir�g of the City of Cape Canaveral Community Appearance Board was held on December 20, 2004 at 7:00 p.m. in the City Hall Annex, 111 Polk Avenue, Cape Canaveral, Florida. The meeting was called to Order by Chairperson Hayes at 7:00 p.m. The Recording Secretary called the roll. MEMBERS PRESENT Karen Hayes Burt Bruns Walter Bowman Lisa Moore Randy Wasserman MEMBERS ABSENT Randy Camomilli Connie Trautman OTHERS PRESENT Susan Chapman Kate Latorre Chairperson Vice Chairperson 2nd Alternate 1 st Alternate Recording Secretary Assistant City Attorney All persons giving testimony were sworn in by Kate Latorre, Assistant City Attorney. NEW BUSINESS 1. Approval of Meeting Minutes: November 15 2004 Motion by Mr. Bowman, seconded by Ms. Trautman to approve the meeting minutes of November 15, 2004, as written. Vote on the motion carried unanimously. 2. Request No. 04 -56 - Sign - (J.F. Interiors) - 6103 N Atlantic Ave — United Signs of Florida, Applicant. The Board members reviewed the submittal. Warren Mattingly, applicant, testified that he was proposing to install the sign for J.F. Interiors at Coral Shoppes. He explained that the sign was teal vinyl with black trim. The Board complimented the look of the proposed sign. Motion by Mr. Bowman, seconded by Mr. Wasserman to approve Request No. 04 -56. Vote on the motion carried unanimously. Community Appearance Board Meeting Minutes December 20, 2004 Page 2 2. Request No. 04 -57 - Sign (Hair Poets) - 6103 N. Atlantic Avenue - United Signs of Florida, Applicant. The Board members reviewed the submittal. Warren Mattingly, applicant, testified that he was proposing to install the sign for Hair Poets at the Coral Shoppes. Motion by Ms. Moore, seconded by Mr. Bruns to approve Request No. 04 -57. Vote on the motion carried unanimously. ATTORNEY REPORT Sunshine Law Update. This item was tabled until the January meeting at the request of the City Attorney. DISCUSSION Chairperson Hayes advised that she attended a one day training seminar hosted by Florida League of Cities. Vice Chairperson Bruns gave an update of the Boston Beef and Seafood sign request and appeal of the Board's decision. He noted that he was pleased with the City Council's ruling to withhold the Community Appearance Board's decision to deny the approval. He suggested that a procedure be established for city staff to inform Board members of an appeal. He voiced his opinion that city staff should not give testimony on behalf of an applicant.
