CALL TO ORDER
A joint meeting of the City of Cape Canaveral City Council and Planning & Zoning Board was held
on April 28, 2005 at 6:00 p.m. in the City Hall Annex, 111 Polk Avenue, Cape Canaveral, Florida.

DISCUSSION:
State Road Al A & North Atlantic Avenue Access Management Plan.
Joseph Roviaro, Luke Transportation Engineering Consultants, explained that a
transportation planning access management study was performed along the SR A1A
corridor as well as the North Atlantic Avenue corridor. The SR A1A corridor limits are
between the north City limits and Central Boulevard and the corridor limits for North
Atlantic Avenue are between George King Boulevard and SR Al A.
Mr. Roviaro explained the straight -line diagrams (figure 2, 3 & 4) that noted the existing
intersections and access driveways along SR Al and North Atlantic Avenue.
Mayor Randels introduced Canaveral Port Authority Chairman Mr. Ray Sharkey and
thanked him for attending the meeting.
Mayor Randels noted road cuts every 30 feet for private driveways and questioned how
the City could control this issue? Mr. Roviaro responded that the County should
approach the City to request development authority for site plan approvals and that it
would be beneficial for the City to develop a strong relationship with the County and the
State. Mayor Randels replied that the County has approved site plans in the past that
the City's Planning and Zoning Board has denied.
Mr. Roviaro responded to Mr. Russell that SR A1A is a class three access road and the
intersection spacing for signals is 2,600 feet. Mr. Roviaro responded to Mayor Randels
that the State cannot deny access, but they can encourage the use of shared access.
Mr. Roviaro recommended that the City re- classify SR A1A as a class -five access road
and lower the speed limit from 45 to 35. He also recommended an urban cross section
with a medium, which would stop existing access driveways from making left turns. The
Florida Department of Transportation encourages properties to consolidate into as
many shared driveways as possible. Mr. Roviaro responded to Mr. Russell that the
Department of Transportation should be consulted when the Planning and Zoning board
reviews site plans on SR A1A. Mr. Russell replied that the developers gained approval
from Department of Transportation prior to the Planning and Zoning Board.
Mr. Morgan commented that shared driveways can be negotiated and an easement
could be acquired for shared access during the site plan review.
Mr. Russell reiterated that the Florida Department of Transportation approves the curb
cuts prior to the site plan review.
Mr. Boucher encouraged that an ordinance be drafted with design standards using Mr.
Roviaro's recommendations.

Mr. Roviaro reviewed the daily traffic volumes on page 9, 10 and 11. Mayor Randels
asked Commissioner Sharkey if Port Canaveral experiences the same traffic problems.
Mr. Sharkey responded that the gambling ships depart at 11 a.m. and 7 p.m.
Mr. Russell asked that a traffic study be conducted during snowbird season in January,
February and March. Mr. Roviaro replied that they apply the annual peak season
average through a concurrency report and it is adjusted to reflect the vacant land using
a conservative approach. The report also took into account the Port bringing in more
ships. He continued that the Florida Department of Transportation and the Brevard
Metropolitan Organization is recommending an urban cross section four -lane divided
roadway with landscaped median and delineated left turn lanes for Al and realignment
of International Drive with North Atlantic Avenue.
Dr. Fredrickson noted that these recommendations would not apply to North Atlantic
Avenue. Mr. Roviaro pointed out this could take place during redevelopment and the
recommendations could be incorporated into the City's Land Development Code.
Mr. Boucher inquired about roadway improvements for traffic flowing on North Atlantic
Avenue. Mr. Roviaro suggested diverting any external traffic away onto George King
Boulevard by utilizing round abouts, traffic circles or raised intersections. He also
suggested a third lane (24ane divided road) or widening at major intersections. He
continued that there are possibly one or two locations on North Atlantic Avenue suitable
for traffic lights.
Mr. Petsos voiced concern that the Port has no responsibility for concurrency.
Commissioner Sharkey responded that he felt the additional cruise lines would not
affect the traffic in that the new cruise ships would be on the north side and traffic would
flow to SR 528. He stated that development of `The Cove" might affect traffic.
Commissioner Sharkey invited Mayor Randels to attend the next Metropolitan Planning
Organization Meeting.
Mr. Boucher stated that the major issue is the 70,000 - 80,000 cars projected on SR 528
and Al A. Mr. Boucher continued that the left turn lane at the intersection of North
Atlantic and Central Boulevard is under final design and the middle turn lane in front of
villages of seaport is being planned. There is $145,000 in Brevard transportation impact
fees available for future projects. Mr. Boucher reported that Port Canaveral and Cocoa
Beach do not contribute to the Brevard transportation impact fees. He noted that the
County is looking into the matter. Mayor Pro Temp Hoog stated that the City should
look strongly at the redevelopment of properties.
Council directed staff and the Planning and Zoning Board to form an access
management plan that incorporates the desired solutions into the Land Development
Code and explore the cost of a turn lane from Oak Park to George King Boulevard.

Ce Mr. Petsos asked Commissioner Sharkey about Port Canaveral sharing part of the
improvement costs? Commissioner Sharkey replied that data would be required on
how Port Canaveral impacts the traffic on North Atlantic Avenue.
