CALL To ORDER
A workshop meeting of the City of Cape Canaveral City Council was held on
December C, 2005 at 5:00 p.m. in the City Hall Annex, 111 Folk Avenue, Cape
Canaveral, Florida. The Recording Secretary called the roll.
Council Members Present:

DISCUSSION
1. Government Building — Facility options.
Mayor Randels reviewed the facilities plan options and asked the City Council which
properties they might like to reconsider.
• American Boom and Barrier, 7077 N. Atlantic Avenue; City Council showed no
interest in this property.
i 73 15 N. Atlantic Avenue, 1AP, Johnson Controls Building, will soon be occupied.
• United Agencies, 7406 N. Atlantic Avenue, 3,000 feet upstairs could be leased.
City Council showed no interest however Mr. Boucher noted that Mr. Petsos
would like to buy or own this property.

* The property located at Harrison and Tyler Avenues has been sold.
* IBM Building - owner does not want to sell.
• Magmum Trading Corporation, 8200 N. Atlantic Avenue, $785,000. City
Council showed no interest in this property.
• 8910 Astronaut Boulevard., AJT Building; AJT has declined the City's Offer.
• Tech Vest, 166 Center Street, offered to sell in August. Building is 3 7, 800 square
feet in C2 zoning for $3 million; owner will hold first mortgage. City Council
showed no interest in this property.
• 8680 N. Atlantic Avenue — Stottler, Stagg Building, 6,400 square feet, parking in
front (28) and back (21). Mr. Morgan stated that he spoke with John Pekar and
mentioned this space could accommodate the Sheriff's Department and then the
City Hall campus could be renovated. Mr. Nicholas inquired as to the size of the
land. Commander Doug Scragg stated that he and Mr. Boucher walked through
the building noting that it may fit their needs but the space is less than desired.
Commander Scragg stated they would strongly consider the Stottler, Stagg
Building as an option. Mr. Nicholas asked about traffic accessibility.
Commander Scragg replied that a sally port could be set up and other
modifications. Mr. Nicholas agreed the Stottler, Stagg Building could be an
option.
Mr. Boucher replied to Mr. Nicholas that Mrs. Staton's property, 8899 N. Atlantic
Avenue is two parcels equaling 3.65 acres for $2.5 million and she would be willing to
negotiate with the City.
Mr. Boucher related that the Stottler Stagg offer is $1.8 million subject to appraisal and
review. The lot size is .79 acres.
Mr. Boucher related that Mr. Petsos was not keen upon the idea of having the Police
Station located on N. Atlantic Ave.
Mayor Randels explained the options to construct a new facility:
• Option 1: Construct a four story building located between the Annex and City
Hall.
• [option 2: Construct a two story building south of the existing Annex. City Hall
could be used as a community center. Taylor Avenue or Poinsettia Avenue could
be closed or maintained as one way streets to accommodate parking.
• option 3: Construct a four or two story building over the existing City Hall.
• option 4: Relocate the Sheriff's Department and renovate the annex to meet City
Hail needs. City Council agreed to investigate the Stottler, Stagg building with
the Sheriff's Department. Should the building meet the Sheriff s needs an
appraisal will be conducted.

Mr. Boucher inquired how much space the Port would be occupying and asked that it be
included as part of the Sheriff's evaluation. Commander Scragg replied that his
evaluation of the Stottler, Stagg building could be completed within a week.
Mr. Nicholas remarked that he liked the idea of separating the Sheriff from City Hall as
well as the campus concept. There was discussion regarding bonds and funding of City
Facilities.
John Pekar, Stottler, Stagg, noted that the existing building can be easily modified and
renovated due to its structural design.
ADJOURNMENT:
Due to a subsequent City Council Regular Meeting, the Chair adjourned the
meeting at 5:40 P.M.
