WORKSHOP MEETING
February 10, 2010
A Joint City Council and Business & Cultural Development Board Workshop Meeting was held on
February 10, 2010 at the Cape Canaveral Library, 201 Polk Avenue, Cape Canaveral, Florida. Mayor
Randels called the meeting to order at 4:20 p.m.

DISCUSSION
2010 -2011 Economic & Community Development Action Plan
Mayor Randels opened the meeting by reading from a prepared statement and encouraged the City
Council to adopt the plan as presented.
Discussion and O/A followed:
Kim Agee, John Anderson and Maggie McGee:
• Task had a limited scope and was labor intensive
• Plan contained many recommendations for council's consideration
• Plan compliments the Visioning Plan and outlines step by step "how to" strategies
• Several low cost/early return action items can begin immediately upon adoption by the council
• Lack of total agreement should not be an excuse for council not to take action
• Some of the more complex time consuming actions will not happen until there is a economic
development director on board; the city manager's job description should contain a strong
economic development component experience
• Creation of a CRA should not affect adoption of the Economic Development Plan
• Future medical city complex will have high impact on City which can be leveraged
Board:
• Upon adoption, identify action items; responsible lead; cost; start/end dates
• Plan contained every previous economic development board recommendation to council;
however, there was no council action; how can the board be more effective in its
recommendations to City Council?
• Plan is an evolution of the last three years of work by the board
• Head nodding does not get it done; must identify financial resources, staff capabilities, and
leadership to make it happen
City Council
• Good interaction between board and council now that board is on City Council agendas
• Did not get a planner with economic development background
• Plan contains the simple action piece that helps council structure an implementation plan and stay
on course as long as council follows through
• What is the City's current financial status and what can the City do this year as far as economic
development?
• Need a city manager on board to advise council on a future economic director
Council needs to adopt the plan and move forward at a good planned pace
Identify low /no cost, quick action items, such as the creation of a CRA
Discussion:
•
Creation of a business assistance center/business action team consisting of Finance, Building,
Planning and the City Manager
•
Data collection on the City businesses
•
Partnership opportunities with NASA, PAFB, and CC Air Force Station
•
Welcome Center/Museum opportunities
•
Opportunities for historical heritage Federal stimulus money
•
Creation of sub - contractor relationships along river and ocean to generate revenue; i.e.,
community services with meeting rooms, canoe rentals, food service, programs for kids
•
Work closely with the CBACC and expand on a local CBACC chamber
•
Work closely with the EDC
•
Tourism opportunities
•
The small year around population and seasonal population as they relate to current tax policies &
revenue
•
Capitalizing on the port and international businesses
•
Providing office space to businesses that provide high cost services other businesses
•
Creating a City attraction
•
Focusing on business and family.
City Council acknowledged the B &CDB, Ms. Agee, John Anderson, and Maggie McGee.
Acting City Manager Apperson has placed acceptance of the Economic Development Plan, at council's
previous direction, on the February 16`'' consent agenda. Ms. Apperson encouraged council to accept the
plan and then move forward with the implementation as presented by Ms. Muncey.
Resident Joyce Hamilton (1) commended the B &CDB, (2) summarized her upcoming "paint and plant"
campaign, (3) and presented that City businesses want a Canaveral Business Association (including port
businesses); they are willing to pay and want to be autonomous and separate from CBACC and the City;
businesses are ready to improve their image and bring businesses into the City.
There being no further business, the workshop meeting adjourned at 6:00 pm.
