CALL TO ORDER: Mayor Randels called the meeting to Order at 5:30 P.M. ROLL CALL: Council Members Present: Rocky Randels Bob Hoog Buzz Petsos Leo Nicholas Shannon Roberts Mayor Mayor Pro Tem Council Member Council Member Council Member Planning & Zoning Members Present: Bea McNeely Lamar Russell Donald Dunn Ron Friedman Harry Pearson Others Present: Joy Lombardi Bennett Boucher Anthony Garganese Todd Morley DISCUSSION: Chairperson Vice Chair Board Member Board Member Board Member Recording Secretary City Manager City Attorney Building Official Todd Morley, Building Official, stated that the two items included in the packets were the suggested revisions to the sign ordinance and the temporary sign supplement. The temporary sign supplement has examples of temporary signs and sign code regulations from other municipalities. Mr. Morley explained the different types of temporary signs such as flags, signs on trailers, balloons, and sandwich boards. Discussion was held regarding banners. There was concern regarding residential banners allowed for condominiums. Following discussion, they agreed to allow banners for commercial districts to be half the size of the wall sign and continue to prohibit residential banners. Discussion was held regarding prohibited signs. It was the consensus of the Board members to prohibit all trailerable message boards (whether they were mounted or not), balloons in excess of two (2) feet, inflatable statuary dancers, and searchlights. Mr. Morley explained that the code states that anything on the exterior surface of a wall is considered a sign; however, if you want to be exempt on window signage, you must be under 25%of the glass area Consideration was made to reduce the allowable window signage. Ralph Harris,owner of Edible Arrangements, stated that window signage is a reasonable means of advertising for small businesses and to limit the size any more than what the limits are already, would be a mistake. Following discussion, no specific determination was made for window signage. Discussion was held regarding sandwich board signs. They reviewed several options and decided that sandwich board signs would be permitted with the following conditions: only one per business, maximum area of 12 square feet(4 ft high x 3 ft wide), and a determination was to be made as to how far from any property line would be allowed. Mr. Morley questioned the freedom of speech act in some of the examples of these codes and in determining the type of signs. Attorney Anthony Garganese stated that the City must remain content neutral when drafting the ordinance. Rosanne Scirotto, business owner, asked the Board Members when they thought they might complete the discussion phase and approve an Ordinance. Mayor Randels stated that they could not give a definitive date for the completion of the Ordinance. Mr. �rr Russell, Planning&Zoning Vice-Chairperson,recommended that the City approve a Resolution to allow the business owners to have temporary signs until the City is able to complete the Ordinance. Following discussion,they decided that the temporary Resolution was a good idea to provide the business owners some relief. Todd Morley advised that they did not finish talking about temporary signs. Bennett Boucher, City Manager, indicated that the City Attorney,with the assistance of the Building Official, should be able to prepare a draft ordinance based on the many workshops, notes and minutes. Once the draft is ready it will be presented to the Planning and Zoning Board for recommendation. ADJOURNMENT: There being no further business, Mayor Randels adjourned the meeting at 7:33 P.M.
