MINUTES CALL TO ORDER The Chair called the Meeting to order at 5:38 P.M. Discussion Re: Proposed Revisions to the Sian Code — Startinq with Pane 20, Sect. 32 at Division 2: Types of Sians. Mayor Randels started the workshop by reminding that, at the last meeting, Council gave Staff directions to bring back examples of the three definitions of ground signs: Pole, Pylon and Monument. Mr. Brown explained that, in doing research, no difference was found between Pole and Pylon signs by definition. Mr. Brown stated that they would: 1. Consider Pole and Pylon signs to be the same; 2. Decide, in the future, on the term to be used: Pole or Pylon; and 3. For this discussion, use the term Pole signs because that is what most people use. Staff asked Council to provide direction regarding which types of new ground signs are to be allowed in the City: A. Monument Signs only, B. Pole Signs only, or C. Both Monument and Pole Signs. Discussion was held regarding why the issue needed to be clarified. Among the items discussed: • A clear definition needs to be made for both types of signs. • If both Monument and Pole Signs are permitted, should the code encourage the construction of Monument Signs? • Should the code allow electronic signs to be incorporated into either type? • What types of inducements could be offered (e.g. increased area, use of electronic signage) to encourage the construction of Monument Signs? • Monument Sign regulations need to include landscaping requirements. • If the code requires all new signs to be constructed as Monument Signs, the existing Pole Signs would be non - conforming. Council did not reach a consensus, but indicated their desire to revisit the issue at the next meeting. Sec. 94 -76. Types of Sians Temporary on- premises signs. City of Cape Canaveral, Florida City Council& P&Z Workshop Sign Code November 6, 2008 Cr' Page 3 of 3 • The Council agreed to remove all references to "non-illuminated" temporary signs in Sec. 94-76, stating there is no reason to prohibit illumination of temporary signs. • The Council agreed with the City Attorney request to strike 94-76(a)(4) in its entirety, as it was mistakenly included in this draft. • The Council agreed to strike the additional setback provisions of 94-76(a)(9) as they were unnecessarily restrictive. This will now read: "Minimum setbacks from any part of the temporary sign structure shall be a minimum of five (5) feet from any right-of-way." • The Council agreed that the words "trees and utility poles" can be stricken from 94-76(a)(10) because the first sentence suffices where it says "no signs shall be placed in the ROW". It is not the intent to prohibit property owners from posting signs on trees and utility poles on their own private property. • The Council agreed that 94-76(b)(1) should be tied to building permit abandonment as defined in the building code, and site plan abandonment when applicable. It was noted that the current zoning code pertaining to site plan expiration needed to address abandonment. The group was undecided as to whether there should be a provision for a time extension by the City Manager. • The Council agreed that the code needs a provision for a "permit-required" process for temporary signs which do not meet the "permit-free" Cse prescriptive requirements of 94-76. Such signs will require the payment of a permit fee and there will be temporal, size, placement and construction restrictions. Staff was directed to create this provision. • (Mr. Petsos left the meeting at 7:08 P.M.) • The Council agreed to remove 94-76(c) because Bag Signs are regulated elsewhere in the code.
