CALL TO ORDER: Mayor Randels called the meeting to Order at 5:30 P.M.

DISCUSSION:
Sign Code Amendments.

Mayor Randels advised that the draft ordinance was a result of some of the suggestions
and comments made at various sign code workshops that were held since April, 2006.
He asked that they review the draft ordinance page by page, review and discuss only the
proposed changes.
Mayor Randels read each definition that had a proposed change.
Discussion was held regarding the definition of an "Above roof sign ". A citizen
requested that the word "eave" be changed to "peak ". The Building Official responded
that the word 'leave" was appropriate for the definition. He advised that the issue was
more appropriately addressed under the definition of "Roof sign ". Mayor Randels
advised that they would go back later to make a final decision on the requested
change.

The City Attorney advised that the definition of "Billboard" was deleted because a
"billboard" is defined as an "Off premises sign ".
By consensus, everyone agreed that the word "concrete" be added as an example of a
type of hard surface to the definition of "Edge of pavement ".
The Building Official advised that a "Hanging sign" could also be a "Projecting sign ",
if the sign is on a raceway, and has channel letters, that project off a wall more than 12 ".
Brief discussion followed. Anthony Garganese clarified that a "Projecting sign" that
projects more than 12" off a wall would be prohibited, unless the sign complied with
Section 94 -79.
By consensus, everyone agreed that: The definition of a "Hazardous sign" should be
changed to read as follows: Hazardous sign is any sign which constitutes a traffic
(vehicular and /or pedestrian) hazard or a .......
The definition of "On -site or on premises sign" was confusing and should be re- worded
to clarify its meaning.
C; Remove the word "are" in the definition of a "Pole sign ".
The definition of a "Projecting sign" should be changed to read as follows: Projecting
sign means a sign which is affixed perpendicular to any building wall and extends
beyond the building wall by more than 12 inches, unless it complies with Section 94 -79.
The Building Official advised that political, real estate, and yard sale signs are considered
Temporary signs.
The definition of "Visibility Triangle" should be changed to read as follows: Visibility
triangle means a three dimensional triangular space bounded on two sides by intersecting
streets (measured from intersecting edges of pavement) and on the third side by a straight
line drawn between those lines at a point located 35 feet from their intersection.
The definition of a "Wall sign" should be changed to read as follows: Wall sign means a
sign that is affixed to the wall of any building. Such sign shall not be more than 18
inches from the building. Wall signs ........ Correspondingly, the definitions of
"Hanging Sign" and "Projecting Sign" should be changed from 12 inches to 18 inches.
At this point of the meeting, the discussion regarding the definitions was complete.
Discussion was held regarding adding diagrams to the new sign code. City Council
C W requested lots of pictures and diagrams be added to the new code. The City Attorney
suggested that the examples include signs that are acceptable, and signs that are
unacceptable.

The City Attorney advised that Section 94-2, "Purpose and Scope", was changed to be
consistent with other municipalities; and Section 94-2 (b) is rewritten as a substitution
clause to help protect the ordinance from 1st Amendment challenges. He clarified that it
prevented favoring commercial speech over non-commercial speech.
The City Manager advised that he would delineate the duties between the Planning &
Zoning Director, and the Building Official, in regards to Section 94-3, "Administration".
Discussion was held regarding McDonald's window signage being compliant with
Section 94-4 (6) "Window signs". The Building Official explained that a wall made of
glass was considered a glass wall for the purpose of calculating square footage of
allowable wall signage.
Citizens in the audience suggested that the City allow larger temporary signs on
commercial property without a permit. Discussion followed. By consensus, everyone
agreed that the wording of Section 94-4(7) should be changed to read as follows:
Temporary signs that do not exceed six (6) square feet in residential, and twelve (12)
square feet in commercial, provided the signs
By consensus, Section 94-4 (9) was added to read as follows: (9) "Bag signs" are
exempt for 60 days from permit requirements.
Discussion was held regarding Section 94-6, "Prohibited Signs and Features', (e)
Portable signs. The City Attorney would look into portable signs being prohibited and
would report his findings at the next sign code workshop.
Discussion and review ended on page 11 of 32, (j) "Access lighting".
ADJOURNMENT:
Mayor Randels adjourned the meeting at 7:15 P.M.
