CALL TO ORDER: Mayor Randels called the meeting to Order at 5:30 P.M. Todd Peetz, City Planner, advised that the most current figures from the Brevard County Property Appraiser's office were used to bring the Data & Analysis Elements current. Review of the Data & Analysis Elements began on page 59. Todd Peetz advised that he updated data to make the analysis of existing vacant and undeveloped land current. He advised that the text in the following Elements were not changed: Soils; Flood Hazard & Flood Prone Areas; Natural & Archaeological Resources; Topography; and the Facilities & Services Availability Analysis. City Council Workshop Meeting Minutes October 11, 2007 Page 2 Discussion was held regarding projection of land use needs. Todd Peetz noted that looking forward to the year 2025, an additional 499 permanently occupied housing units will be required to accommodate for the projected population increase, to a total of 13,054 persons. Discussion followed regarding seasonal residents. Mayor Randels noted that in 2005, the overall average density for single family residences was 7.8 units per acre; and multi - family residential overall average density was 14.2 units per acre. Discussion was held regarding development in the city's northeast quadrant since the last time the Evaluation and Appraisal Report (EAR) was updated. Todd Peetz agreed to update page 69. Discussion was held regarding Level -Of- Service (LOS) Standards. Todd Peetz explained that there were various LOS. Discussion followed regarding traffic problems on N. Atlantic Avenue. Lamar Russell voiced his opinion that the city could get a loan and do the work, then shame the County into paying the bill. He commented that the city could do what it wanted to do, if it wanted to do it. Discussion was held regarding LOS for: traffic, public schools, and public health facilities. Discussion was held regarding the various tables and maps. Following discussion, they agreed that the tables and maps should be placed behind the corresponding element. Discussion was held regarding the city's community survey of March 17, 2007, the lack of citizen participation, the survey results, and suggestions for another survey. They decided, as a goal, to create a more statistical survey, with significant citizen participation. The objectives were reviewed and discussed starting on page 95, Intergovernmental Coordination Element (I.C.E.). They reviewed objectives, achievement analysis, and policy relevance. They decided that quantity statements should be added (i.e. baffle boxes, sand fences, planting of Mangroves, and the planting of 25,000 Sea Oates). Discussion was held regarding waste water treatment and sanitary sewer system infrastructure. They agreed that text should be added regarding the number of baffle boxes that were added; the established storm water utilities; treatment of all the stormwater runoff, and that the city has a stormwater permit from the Department of Environmental Protection. Discussion was held regarding: sludge; potable water; solid waste; transportation; and lighting along pedways. They agreed that, as a goal, bike & walkway lanes should be added to all thoroughfares; and existing sidewalks be repaired. c City Council Workshop Meeting Minutes October 11, 2007 Page 3 Discussion was held regarding the Parks &Recreation Element. Discussion was held regarding the possibility of the city taking over Cherie Down Park. Ms. Roberts advised that the idea came from the Business &Cultural Development Board. City Manager, Bennett Boucher,noted that there were currently several owners, including the Brevard County School Board. Discussion ended at the beginning of the Housing Element on page 138.
