CALL TO ORDER: Mayor Randels called the meeting to Order at 5:30 P.M.

Council members commented that they were not sure if the Planning & Zoning Board
members were receiving sufficient notice of the workshop meetings. Ron Friedman
advised that he received a phone call the day before this meeting from the City Clerk's
office advising of this evening's meeting.
Mr. Petsos suggested that workshops be held for just one or two issues until they were
resolved, before moving on to other issues, as it was difficult to keep track and confusing
to both City Council and the Planning & Zoning Board members. Mr. Boucher
announced that the plan was to complete the Evaluation and Appraisal Report; and the
sign code ordinance by the end of October; and not schedule any more workshops until
after the holidays.

DISCUSSION:
Sign Code Amendments.
Discussion began on page 20. Mr. Morley suggested that a review time limit for granting
or denying a sign permit application be imposed. Discussion followed. By consensus,
it was agreed that 45 calendar days was sufficient for the issuance of a sign permit; if the
sign permit is not issued within 45 calendar days then the permit shall automatically be
considered as issued.
Mr. Morley advised that to insure compliance with applicable building codes,
applications for signs may require engineered drawings. Following discussion, by
consensus, it was agreed that the types of signs that require engineered drawings be
defined.
Discussion was held regarding issuance of sign permits. By consensus, it was agreed that
upon the receipt of a completed building permit application, the Building Official shall
perform a plan review and subsequently issue a permit.....
Discussion was held regarding Section 94 -35, Fees. Following discussion, by consensus,
it was agreed that item (3) should read: "If any person commences any work before
obtaining the necessary permit, all fees shall be subject to a double fee as penalty." They
also agreed that the Building Official, at his sole discretion, may waive permitting fees
for the voluntary modification or replacement of a non - conforming sign, provided that
such modification or replacement renders the sign conforming.
Discussion was held regarding criteria and standards for measurement and placement.
Following discussion, by consensus, it was agreed that this section read: "Ground signs
shall not be located closer than eight (8) feet to a property line which abuts another
parcel. No ground sign may be placed so as to constitute a public safety hazard as
determined by the Building Official. Ground signs shall not be placed in the visibility
triangle."
By consensus, it was agreed that reader boards, electronic message boards, and temporary
signs be discussed later.
Review and discussion was held regarding a proposed table /matrix, regarding the types of
signs that should or should not be allowed in each zoning district. By consensus, it was
agreed that ground signs be prohibited in the R -1 zoning district; and that ground signs be
allowed one per street frontage /per access entrance, with a maximum of two signs, and
C W each sign shall not exceed 50 sq. ft.

Since the meeting was extending past 7:30 p.m., it was agreed that the meeting should
end and at the next meeting they would begin with discussing the types of signs that
should be allowed or prohibited in the R-3 zoning district.
City Attorney Garganese announced that the City Council needed to meet in a closed
door session regarding the Triple J lawsuit. Following discussion,the City Council
members agreed to hold the session on Monday, October 1st, at 5:30 p.m.

There bein: no further business, Mayor Randels adjourned the meeting at 7:47 P.M.
