CALL TO ORDER: Mayor Randels called the meeting to Order at 5:30 P.M. Evaluation and Appraisal Report. Planning & Zoning Board Chairperson, Ms. McNeely, cautioned that the wording in the Comprehensive Plan needed to be absolutely clear, so as not to leave anything to interpretation. Mayor Randels clarified that if the city did not intend to do something, then do not put it in the Comprehensive Plan. They began on page 18, Section 1.6 (B), Conservation & Coastal Management Element. Mr. Peetz, City Planner, advised that the same language was in the existing Comprehensive Plan. City Council Workshop Meeting Minutes August 29, 2007 Page 2 A discussion was held regarding air quality. Council member, Ms. Roberts, advised that due to the impact of the Coastal Fuels assessment, she was not sure that everyone in the community would agree that the air quality was good in that part of the city. Mayor Randels commented that the city planner had obtained the information from the Department of Environmental (D.E.P.) standards; which manages, tests, and monitors air quality. Ms. Roberts spoke regarding her perception of the air quality at the northeast portion of the city from Coastal Fuels; two power plants located nearby; ships emissions; soot; and odor. She voiced her opinion that the air quality in that area of the city should be considered as fair, not good. Mr. Peetz suggested that a reference be added regarding concerns of pollution and odor from ships and Coastal Fuels. Council member, Mr. Nicholas mentioned previous complaints about soot when the ships cleaned their stacks. P & Z Vice Chairperson, Lamar Russell, questioned if the Comprehensive Plan was going to be written around the northeast section of the city. Ms. Roberts questioned where the two plants were located. She voiced her concerns that the city had not established measures for determining different levels of air quality; and the city would be irresponsible not to mention Coastal Fuels. Following an ensuing discussion, Ms. Roberts, stated that she did not agree with adding the word "potential" air pollution when considering Coastal Fuels, because Coastal Fuels created air pollution. She recommended that D.E.P. perform periodic air quality testing. She noted that residents periodically had concerns. Mr. Russell commented that heating asphalt was a part of Coastal Fuels business. Council Member Petsos stated that in general, the air quality was good. He suggested that on the top of page 20, the words fuel storage tanks be added to the list of other potential sources of air pollution. Ms. Roberts disagreed. She pointed out that Coastal Fuels was polluting the air. Mr. Pearson cautioned that if the city was going to say that Coastal Fuels added air pollution, that the city better have proof. He commented that if Coastal Fuels was going to be added, then restaurants, gas stations, and barbeque pits should also be added. It was agreed that the words fuel storage tanks be added to the list of potential and occasional hazards; the general air quality remain as good; and upon request, the D.E.P. station from Orlando would monitor the air quality. Discussion followed. It was duly noted that Ms. Roberts disagreed. Mr. Peetz reported that the wording regarding water resources should remain the same as in the Comprehensive Plan. Mr. Petsos noted that baffle boxes should be added somewhere in the text where storm drains are mentioned. Mayor Randels agreed. Discussion was held regarding the city upgrading its various systems to treat storm water discharge and sewage effluent. Mr. Peetz advised that he would make appropriate changes regarding the upgrades. Discussion was held regarding the water quality of the Banana River and measurements of mercury. Mr. Boucher requested that text be added to indicate that as per the city's D.E.P. permit, the city was providing the best management practices. Mayor Randels announced that the Clean Beach Council, a non - profit organization, located in Washington, D.C., voted Cherie Down Park city's beach was considered a "blue wave beach ". He advised that there were only 14 blue wave beaches in the State and 64 in the entire nation. It was agreed that the city having a blue wave beach should be mentioned. Discussion was held regarding: boat docks, boat ramps, and wetlands, and the city's flood plain map. Discussion was held regarding fisheries and wildlife. Mr. Petsos advised that the section needed to be updated because some of the land had been developed. Discussion was held regarding the various tables, and where they were placed in the report. Mr. Peetz advised that he would add a page number to each table and reference that page number in the text where the tables were referenced. Discussion was held regarding the beach renourishment. Mr. Petsos noted that the city had a few Sea Oats planting projects. It was agreed that the last sentence on page 24 be deleted as it did not apply anymore. Brief discussion was held regarding identifying the city's seven archaeological sites. It was noted that the dunes did not slope to the highway. Mr. Peetz advised that he would remove that from the text. It was agreed that the sand fences that were erected to protect the dunes be mentioned in the text. Mr. Dunn questioned how the city enforces requirements for evacuation. Mr. Boucher explained that when the County issues a mandatory evacuation order, it is the responsibility of the fire department and law enforcement to announce and enforce it to the residents. Page 26 was reviewed. It was agreed that the reference be taken out regarding vacant land being available on the northwest part of the city; and residential condominiums being predominant along the Atlantic coast line and the Banana River be added. Ms. Roberts inquired if the evacuation route was on the city's website. Mr. Boucher advised that it was in the beginning of the phone book. Ms. Roberts suggested that it be added to the city's website. Mr. Boucher advised that there is a link on the city's website. He also suggested that residents be referred to the first few pages of the phone book for all kinds of disaster and storm information. Discussion was held regarding the limited amount of shelters that were available on the mainland and their locations. Mr. Peetz I advised that he would add a paragraph advising residents that the local phone service provides information to the citizens regarding emergency situations. City Council Workshop Meeting Minutes August 29, 2007 Page 4 On page 29, the word "planning" should be changed to "planting ". A lengthy discussion was held regarding the width of the beach. Mr. Peetz advised that he would add wording regarding the beach renourishment programs to demonstrate that some of the policies in the Comprehensive Plan had been met. It was noted that there were 20 beach access points, not 18. Mr. Peetz advised that he would remove the section that referred to Bird Island, because it no longer existed. Discussion was held regarding the city's ability to handle chemical spills. Ms. Roberts voiced her opinion that this was where the city needed to work with other appropriate governmental officials in disaster planning. Mr. Boucher verified that the Fire Chief was in charge and was prepared to respond to any type of disaster. Mr. Peetz verified that he would be providing a list of acronyms to add to the glossary. c o Page 31 was reviewed regarding infrastructure. Mr. Peetz advised that in the year 2000 there was a lot of water infiltration, which dramatically reduced the flows going to the public works plant. Discussion was held regarding what would happen when the city reached capacity. Mr. Boucher commented that the city was in good shape, because the city was 93% built -out, and there were 700,000 gallons of extra capacity. Mr. Peetz advised that he would change some of the wording on page 34, because the city had added baffle boxes and other improvements. Mr. Petsos noted that there was only 7% of vacant land remaining. Mr. Peetz advised that he would update the text. Brief discussion was held regarding impervious areas throughout the city. Mr. Peetz noted that the text in pages 36 and 37 was directly from the City of Cocoa's water department. Mr. Peetz advised that he updated the text on page 39 to reflect current traffic volumes. A lengthy discussion was held regarding various levels of service standards and traffic capacity. Mr. Peetz advised that he would bring the bus routes text up to date. Mr. Boucher advised that on page 43, the text should be changed to say that FDOT has completed the SR -AIA corridor study, but has yet to make any improvements. Ms. Roberts suggested that N. Atlantic Avenue be mentioned as a roadway needing improvements. Mr. Boucher suggested that text be added to indicate that the city would be evaluating improvements for widening and future pedestrian ways along N. Atlantic Avenue. Mr. Boucher confirmed that all new developments were required to pay impact fees prior to a Certificate of Occupancy being issued. Ms. Roberts asked if there were plans for pedestrian ways to Port Canaveral and Jetty Park. Mr. Nicholas commented that there were gated communities that prevented public access along the ocean.
