CULTURE AND LEISURE SERVICES BOARD REGULAR MEETING MINUTES MAY 29, 2025 CALL TO ORDER A meeting of the Culture and Leisure Services Board was held on May 29th, 2025, at Cape Canaveral City Hall, 100 Polk Avenue, Cape Canaveral, Florida. The meeting was called to order at 5:30 p.m. by Vice Chairperson, Mary Mosquera. The Board Secretary called the roll. City of Cape Canaveral, Florida CLS Board Meeting · May 29, 2025 Meeting Minutes· Page 2 of 3 2. Approve Minutes for the March 27, 2025 Culture + Leisure Services Board Regular Meeting – A motion was made by Brad Pervell to approve the minutes from March 27, 2025, seconded by Joel Fair. The motion carried unanimously. 3. Approve Minutes for the April 24, 2025 Culture + Leisure Services Board Workshop Meeting – A motion was made by James Stobie to approve the minutes from April 24, 2025, seconded by Betsy Ronk. The motion carried unanimously. PRESENTATION 4. Presentation by Capital Projects Director, Tim Carlisle, recapping the history of the beach-end paid parking dialog in the City of Cape Canaveral and updated research related to programs implemented by neighboring communities. After Mr. Carlisle’s presentation, discussion ensued about the information presented and how to move forward. The motion was made by Betsy Ronk to recommend the Staff continue research into paid parking for consideration by City Council, seconded by Ginny Scott. The motion carried 5-1, with Brad Pervell against. ITEMS FOR DISCUSSION 5. Review insurance provider data and discuss recommend potential adjustments for Fiscal Years. Director Thomas explained the details of the available data and how the data is influenced by seasonal usage patterns. Joel Fair made a motion to accept current insurance programs for basic membership, Brad Pervell seconded. The motion carried unanimously. ITEMS FOR ACTION 6. Review City Code Sec. 2-171(m) and if so desired, request City Council consider the appointment of alternate members for the Culture + Leisure Services (CLS) Board. Ms. Thomas reviewed the previous process for selecting alternates and outlined several options the board could consider moving forward with for City Council. James Stobie made a motion directing staff to contact the previously interviewed candidate to confirm their availability to serve. The motion also included a recommendation to Council to consider reopening the application process to seek additional candidates. Joel Fair seconded the motion, which passed unanimously with a 5-0 vote. 7. Provide Staff with direction on specific fee schedule and membership amendments as discussed at the April 24, 2025 CLS Board Workshop Meeting. Following a City of Cape Canaveral, Florida CLS Board Meeting · May 29, 2025 Meeting Minutes· Page 3 of 3 discussion of the various considerations to be included, a decision was made to initiate the membership amendment process in manageable steps. A motion was made by Joel Fair to change the basic membership to exclude court st usage starting October 1, seconded by Ginny Scott. The motion passed 5-0. After additional deliberation, including considerations of finances and differences between the facilities, a motion was made by Ginny Scott for Staff to assemble dual and single court fee options, to be presented to the Board at a later date. Joel Fair seconded. The motion passed 5-0. As part of the court fee discussion, the Board deliberated the feasibility of charging for court usage after business hours. A motion was made by Brad Pervell requesting Staff to research pay systems for after hour court usage, seconded by James Stobie. The motion passed 5-0. STAFF REPORTS + UPDATES: • Mr. Mayberry provided updates on the following: o Splash Pad upgrade project is underway. o The concession stand project at the Little League Field will begin soon. o Acoustic panels were installed underneath the walking track at the Community Center to help address noise/echo issues in the gymnasium. ADJOURNMENT: There being no further business and inclement weather approaching, Mary Mosquera declared the meeting adjourned at 8:02 p.m. Approved on this, the 31st day of July, 2025. _________________________________________ _______________________________________ Kathy Parks, Chairperson Samantha Berry, Board Secretary CITY OF CAPE CANAVERAL CULTURE AND LEISURE SERVICES (CLS) BOARD JULY 31, 2025 REGULAR MEETING · ITEM # 2 Subject: Review revised/reconfigured fee structures to make a recommendation for City Council consideration. Summary: At the May 29, 2025 Regular Meeting, the Board offered several suggestions related to the adjustment of available membership types/categories and the respective facility amenities to be included in each. During that meeting, the Board moved to redefine the Basic Membership category at the Community Center to include only the walking track and upstairs work out room. In addition to amending that category, the Board asked Staff to include new membership options that would meet the needs of those only utilizing City facilities for access to athletic courts, i.e. basketball, pickleball and tennis. The overall structure of the City’s recreational fee schedule has not changed since its inception. The City has always utilized a “differential rate system,” establishing specific pricing categories for residents, non-residents, resident seniors, non-resident seniors, resident minors, non-resident minors, and the recently added category for veterans and first responders. The intent of this structure is to recognize all residents as ad valorem tax payers (whose dollars help fund these facilities), and provide discounts for those who serve the community, as well as the eldest and youngest members of the community. While the intentions of such a structure are overwhelmingly good, supporting a fully differential rate structure presents multiple challenges — with the primary challenge being the balancing financial sustainability of the agency with the core public service mission of efficiently serving the immediate community. Other challenges include: Managing Processes: Implementing procedures and systems (to include software applications) that facilitate the different pricing tiers, track eligibility, and process transactions accurately can be complex and must consider a margin of error on behalf of both Staff and customers. Staff Training: Staff must be trained on the different rate structures, enforcing eligibility criteria, and how to handle sensitive conversations with the public regarding discounts. Compliance: Ensuring compliance with the differential rate policy and preventing misuse or fraud requires constant oversight. Communication: Clearly communicating the various pricing options and eligibility requirements to the public can be challenging, leading to confusion and frustration. City of Cape Canaveral CLS Board Regular Meeting · July 31, 2025 Agenda Item # 2 Page 2 of 4 Balancing Act: Rate schedules must carefully balance the needs of the individuals and that of the agency. Setting prices too low for discounted groups or offering too many discounts could undermine financial sustainability of the organization. Uncertainty: Predicting how different price points will affect demand and overall revenue can be difficult, making financial forecasting challenging. Cost Recovery Goals: Industry best practices advise that municipal park and recreation agencies aim for a certain level of cost recovery through user fees – the national average puts this somewhere between 20-30%. Intense differential pricing will inevitably complicate meeting such targets when a significant portion of users receives discounts. Despite these challenges, Staff recognizes the importance of differential rate structures as a tool for balancing community investment while ensuring that everyone has the opportunity to benefit from the City’s recreational facilities. These challenges can be more manageable, however, by reducing the complexity of the differential structure that we employ. As such, with the feedback of varied community members and guidance of the Board, Staff has developed three differential fee structures for the Board to consider for the upcoming FY. It is important to note that these are primarily structural proposals and the specific fees purported therein can be amended at the Board’s discretion. I. Fully Differential Structure (Attachment 1) Differential Structure Summary: Represents current structure, with added categories as recommended by the Board. Discounts available for all daily passes and membership options. Rebalances rates to reflect changes in accessible amenities. Monthly and Annual Rate: Reflects the current structure with discounts provided to all membership tiers accordingly. Incentivized for users that visit facilities with greater frequency. II. Simplified Differential Structure (Attachment 2) Simplified Structure Summary: Eliminates special discounts for daily rate. Charge flat Resident, Non-Resident, Non-Resident Child rates only for single day-single facility use. Provide 15% discount for Seniors, Veterans and First Responders, while still recognizing residency status. o Rounded up to nearest dollar amount III. Streamlined Differential Structure (Attachment 3) Streamlined Structure Summary: Eliminates special discounts for daily rate. Charge flat Resident, Non-Resident, Non-Resident Child rates only for single day-single facility use. Adds categories as recommended by the Board. Monthly and Annual Memberships: st Senior, 1Responder, Veteran and Non-Resident child discount 15% of standard resident rate, regardless of residency status. o Rounded up to nearest dollar amount Incentivized for users that visit facilities with greater frequency. Includes single category specifically for court access, providing guests with a monthly/annual membership option that allows for access to either facility. Includes single membership option for full access to both facilities. Due to the number of individual membership variables, newly proposed/divided categories and the current complexity of our fee structure, it is difficult to project how each of these structures will impact revenues going forward. With each of the proposed structures, however, the areas that will see the biggest changes/impacts will be from users that utilize insurance programs and those who pay by the visit. It is fair to assume that these groups overlap in many instances. (Attachment 4) Other things to consider: In 2025, what age should be considered “senior” and why? For some sports, particularly pickleball, competition with other venues grows by the day. Some of our Community Center court users and daily pass visitors are minors coming to play basketball. The vast majority are residents, which is why it isn’t apparent in the data, but not all. With any of the proposed changes, significant updates to the Rec Desk system will be necessary prior to launch. Ample notification for all current members and insurance benefit providers will be necessary prior to launch. Member education and staff training to account for anticipated errors/challenges during the conversion will be necessary prior to launch. Summary: In an effort to boost exposure for the new facility, the CAPE Center has hosted several meetings and professional summits pro bono during its first year or so in operation. With awareness of the facility growing by the day, requests to utilize different spaces of the facility are increasing. Due to its size, design, the physical sensitivities of some exhibit materials and day-to-day operational needs, the facility can only accommodate certain types of rental opportunities and activities. To preserve the integrity of the facility and its purpose, as well as minimize risk/damage to loaned materials/artwork, rentals should be limited to arts-related, educational and/or professional functions only. Hosting private celebrations, such as parties, weddings, etc. presents challenges that would impede day-to-day functions, restrict public accessibility to the facility or result in costly damages to the facility or its content. After comparing fee schedules from various art and cultural institutions, and narrowing those down to facilities most similar to ours (Attachment 1), Staff assembled several fee schedule proposals for facility rentals at the CAPE Center. (Attachment 2) While other fees will be proposed in the future, to include considerations for full/partial exhibition space, gallery (sales) fees and potential admission fees, addressing the facility rentals specifically is currently a demand-related priority. Considerations: By and large, the most common type of entity requesting use of the facility is non-profit, professional organizations. These organizations are subject to a discount per the chment 3) The classroom has a 7-person capacity. The main gallery has an 80-person capacity, without additional furniture or floor exhibits/installations. Realistically, it can hold closer to 40-50 people comfortably. First Coast Cultural Center Classroom 10 Person capacity - $175/day and 21.85/hr. Gallery 60-person capacity -$400/day and $50/hr. Notes: First Coast Cultural Center is most similar in size to our situation. An hourly rate was not proposed for CAPE Center Gallery space due to logistical considerations.
