I think it a great idea to have a public outreach session about this change in the near future once it becomes more certain it will happen and/or it has happened. We can easily arrange an outreach session, and it would be cool to do it conjunction with some tree-oriented organization. In regards to the verbiage you provided below from the FS, it might be a good idea to highlight it in the agenda cover you are preparing to make it abundantly clear what is and isn’t allowed/enforceable by the City. I would also state that City plans to do intensive public outreach to make residents aware of the newly updated change (should it occur). Many residents are used to the 24 inch measurement and may think they are okay if the tree is measure below this mark. It is my understanding that single-family residential property (either as a conforming or legally recognized nonconforming use) may not require notice, application, approval, permit, fee or mitigation as long as the property owner has documentation from an ISA Arborist or Florida licensed landscape architect showing that the tree poses and unacceptable risk to persons or property. Also, we cannot require the owner to replant a tree that was pruned, trimmed, or removed. Just FYI!
