ROLL CALL
PUBLIC PARTICIPATION Any member of the public may address any items that do not appear
on the agenda and any agenda item that is listed on the agenda for final official action by the
Community Appearance Board (CAB) excluding public hearing items which are heard at the public
hearing portion of the meeting, ministerial items (e.g., approval of agenda, minutes, informational
items), and quasi-judicial or emergency items. Citizens will limit their comments to three (3)
minutes. The CAB will not take any action under the "Public Participation" section of the agenda.
The CAB may schedule items not on the agenda as regular items and act upon them in the future.

CALL TO ORDER: A meeting of the Community Appearance Board took place on August 3,
2022, at City Hall Council Chambers, 100 Polk Avenue, Cape Canaveral, Florida. Vice Chairman
Nienstadt called the meeting to order at 6:03 pm. The Board Secretary called the roll.

1. Approval of Meeting Minutes: November 16, 2022 — Motion to accept the minutes, made by
Board Member Coudriet and seconded by Board Member Whitehead. Vote on the motion carried
unanimously.
2. Level I Review Application for a 155-unit Hotel and Increased Structure Height not to
exceed 65 feet - 642 Imperial Boulevard (Parcel ID: 24-37-15-00-804) - Jason Acree,
Applicant
Kyle Harris gave a short staff report on the application as well as provided a brief slide
presentation to the Board. The Application is consistent with the City Code and Staff
recommended approval.

Jason Acree, Sr. Development Project Director and Wes Townson, VP of Development were
present representing McKibbon Places. Mr. Acree gave a short presentation and also provided
slides for the project as well as material samples they plan to utilize. Both gentlemen answered
questions asked by the Board.
Discussion ensued regarding the addition of another hotel, the appearance and color of the
hotel, landscaping, sidewalks. The Board made suggestions to Mr. Acree and Mr. Townson.
A motion was made by Vice Chairman Nienstadt and seconded by Board Member Coudriet to
approve the Level I Application and the request to build the proposed structure to a height not
to exceed 65 feet.
Discussion ensued and Dawn Mays, owner of Imperial Boulevard, was present. Ms. Mays gave a
short family history of Imperial Blvd. and stated that her intention is to construct sidewalks.
A motion was made by Board Member Whitehead and seconded by Board Member Paisley to
amend the first motion, to approve the Level 1 Application and the request to build the
proposed structure to a height not to exceed 65 feet with conditions. Those conditions include:
• the provision of a 24-foot landscaped buffer area adjacent to the SR A1A right-of-way;
• construction of a 5-foot wide sidewalk along the property's frontage with Imperial Blvd.;
• the installation of benches/seating along the ease and south facing sides of the hotel
(said seating shall be consistent with the overall design of the hotel structure);
• the building shape/footprint shall reduce in width from east to west as indicated on the
submitted concept site plan as included in the application;
• exterior lighting of the building shall be consistent with City Code, additionally; lighting
shall meet applicable City and State turtle protection requirements (no "up" lighting shall
be allowed).
Vote on the motion carried unanimously.
A motion was made by Board Member Whitehead and seconded by Vice Chairman Nienstadt to
adjourn. Vote on the motion carried unanimously.
ADJOURNMENT: The meeting adjourned at 7:39 PM.

CALL TO ORDER: A meeting of the Community Appearance Board took place on November 1,
2023, at City Hall Council Chambers, 100 Polk Avenue, Cape Canaveral, FL.

presented tonight. Chairperson Wasserman acknowledged and expressed appreciation for the
BSCO Deputy being present at tonight's meeting.

1. Approval of Meeting Minutes — September 5, 2023:
Vice Chairperson Nienstadt motioned to approve the Minutes as written, seconded
by Board Member Paisley. Vote on the motion carried unanimously.
2. Review Level I Application for the development of four multifamily units (Cape View
Coastal) SE corner of Adams Ave. & Rosalind Ave. (Parcel ID: 24 37 23 CG 11 1) — Noel
Droor, PE, Applicant/Gallee, LLC, Owner:
Mr. Harris reviewed the staff report and provided a slide presentation of the applicant's
proposed plans. Discussion ensued between the Board Members and Mr. Dismore
regarding drainage (retention on the north side of Adams Avenue), outside space; e.g.,
balconies and porches, location of air conditioning units, color scheme, location for trash
cans and exterior lighting. Chairperson Wasserman motioned to approve the
application as presented, seconded by Board Member Whitehead; vote on the
motion carried unanimously.

REPORTS AND OPEN DISCUSSION: Mr. Harris informed the Board that the City's Development
Review Committee will review two proposed projects next week. Chairperson Wasserman inquired

Subject: Review Level II Application for Exterior Painting of Existing Commercial Building — 8660
Astronaut Boulevard (Parcel ID: 24-37-15-00-757).

Summary: The Level II application being considered is for the re -painting of the exterior of the
existing multi -tenant office/retail building located at 8660 Astronaut Boulevard (Attachment 1) in a
new color scheme. Per Sec. 22-40(a)(2) of the Cape Canaveral Code of Ordinances, the community
appearance board must review exterior building and roof colors for nonresidential development
within the C-1 zoning district.
The project encompasses an existing two (2) story commercial building that is home to retail,
offices, and a restaurant. The entire structure is proposed to be re -painted in order to refresh the
look of the building as part of a larger upgrade being done to the property as a whole. The
application includes: renderings of the building with the new color scheme (Attachment 3).
Level II Request
Sec. 22-42(c) of the Code establishes certain criteria that the Community Appearance Board (CAB)
must consider when evaluating a Level 2 application. In general, the criteria are to gauge whether
a project is in harmony and consistent with the surrounding natural and built environment.
Specifically, Sec. 22-42(c)(6) states:
• Within the C-1, C-2 and M-1 zoning districts, any exterior building or roof color used shall
be well designed and integrated with the architectural style of the building and
surrounding landscaping in order to create a subtle and harmonious effect and promote
aesthetic uniformity within the district. Bright or brilliant colors shall not be permitted
except for use as an accent color within the C-1, C-2, or M-1 zoning district. The submitted
color renderings are an improvement over the colors presently used for the exterior of the
structure. The proposed shade of blue has grown increasingly popular throughout the City,
and the additional design flourishes ensure that the building is a unique and pleasant asset
to the commercial corridor along A7A. The proposed design elements are consistent with
other structures in the surrounding area.
This proposed project is consistent with applicable Code requirements and represents a
continuation of the development trend in the surrounding area. The project includes an attractive
color scheme that exhibits sensitivity to the design trends of surrounding development.
