Aging Matters in Brevard Proclamation (Submitted by Mayor Morrison) Presentation of a proclamation recognizing and commending Aging Matters in Brevard for 60 years of distinguished service to the citizens of Brevard County and congratulating the Board of Directors and leadership team for a job well done. b. Library Activities Report Presentation by the Cape Canaveral Public Library Director providing the City Council with an annual report on Library activities, metrics and needs. 6. PUBLIC PARTICIPATION Any member of the public may address any items that do not appear on the agenda and any agenda item that is listed on the agenda for final official action by the City Council, excluding public hearing items which are heard at the public hearing portion of the meeting, ministerial items (for example approval of agenda, minutes, informational items), and quasi-judicial or emergency items. Citizens will limit their comments to three (3) minutes. The Council will not take any action under the “Public Participation” section of the agenda. CONSENT AGENDA Approval of Minutes May 20, 2025 Regular Meeting 8. ITEMS FOR ACTION a. Stormwater Infrastructure Proposal - Engineering Services - Applied Ecology Inc. Motion to consider the approval of a proposal from Applied Ecology Inc. in the amount of $99,320.74 for engineering services for the implementation of stormwater infrastructure along Magnolia and Orange Avenues and authorize Interim City Manager to execute the same. b. Thurm Boulevard Streetscape Project Proposal – Engineering Services – Mead & Hunt Inc. Motion to consider the approval of a proposal from Mead & Hunt Inc. in the amount of $101,741.00 for design and engineering services for Thurm Boulevard Streetscape Project and authorize the Interim City Manager the same. c. Independent Auditor Contract Renewal and Engagement Letter – James Moore & Co., P.L. Motion to consider the renewal of a contract with James Moore & Co., P.L. as Independent Auditor and authorize execution of their engagement letter. PUBLIC HEARINGS d. Second Reading and Public Hearing – Ordinance 2025-02 – Animal Control Motion to consider the enactment of Ordinance 2025-02, the substance of which is as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CAPE CANAVERAL, FLORIDA; AMENDING CHAPTER 14, ANIMALS, ARTICLE I, IN GENERAL, AND ARTICLE II, COUNTY ANIMAL CONTROL ORDINANCE, OF THE CITY CODE RELATED TO FINES AND PENALTIES FOR ANIMAL CONTROL CODE VIOLATIONS; PROVIDING FOR THE REPEAL OF PRIOR INCONSISTENT ORDINANCES AND RESOLUTIONS, INCORPORATION INTO THE CODE, SEVERABILITY, AND AN EFFECTIVE DATE. Second Reading and Public Hearing – Ordinance 2025-03 Specimen Tree Motion to consider the enactment of Ordinance 2025-03, the substance of which is as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CAPE CANAVERAL, FLORIDA; AMENDING THE DEFINITION OF THE TERM "SPECIMEN TREE" IN SECTION 102-36 OF THE CITY CODE RELATED TO TREE PROTECTION; PROVIDING FOR THE REPEAL OF PRIOR INCONSISTENT ORDINANCES AND RESOLUTIONS, INCORPORATION INTO THE CODE, SEVERABILITY AND AN EFFECTIVE DATE.
