Presentation of Proclamation declaring March 2025 as "Irish -American Heritage Month" in the
City of Cape Canaveral to the Ancient Order of the Hibernians.
Presentation of award by AARP Florida, Associate State Director, Laura Streed, recognizing the
City of Cape Canaveral as a member in good standing of the AARP Network of Age -Friendly States
and Communities.
Annual Audited Financial Statements and Independent Auditor's Report for the Fiscal Year ended
September 30, 2024 — Presentation by Michael Messano, James Moore & Co.
Interview applicant for appointment to the Business and Economic Development Board. (Carolyn
Cerbin)
Interview applicant for appointment to the Community Appearance Board. (Elana Whitehead)
PUBLIC PARTICIPATION: Any member of the public may address any items that do not appear on the
agenda and any agenda item that is listed on the agenda for final official action by the City Council excluding
public hearing items which are heard at the public hearing portion of the meeting, ministerial items (e.g.
approval of agenda, minutes, informational items), and quasi-judicial or emergency items. Citizens will limit
their comments to three (3) minutes. The City Council will not take any action under the "Public
Participation" section of the agenda. The Council may schedule items not on the agenda as regular items
and act upon them in the future.
CONSENT AGENDA 1 6:40 p.m. — 6:45 p.m.
1. Approve Minutes for the January 21, 2025 Regular Meeting.
2. Resolution No. 2025-01; amending Appendix B, Schedule of Fees of the City Code;
providing for repeal of prior inconsistent resolutions, incorporation into the City Code of
Ordinances, severability, and an effective date.
3. Resolution No. 2025-02; urging the Florida State Legislature to enact legislation to provide
a public records exemption for municipal clerks and employees who perform municipal
elections work or have any part in code enforcement functions of a city; providing for the
repeal of prior inconsistent resolutions, severability and an effective date.

4. Resolution No. 2025-03; appointing a Member to the Business and Economic
Development Board of the City of Cape Canaveral; providing for the repeal of prior
inconsistent resolutions, severability and an effective date. (Carolyn Cerbin)
5. Resolution No. 2025-04; appointing a Member to the Community Appearance Board of
the City of Cape Canaveral; providing for the repeal of prior inconsistent resolutions,
severability and an effective date. (Elana Whitehead)
6. Accept the Annual Audited Financial Statements and Independent Auditor's Report for the
Fiscal Year ended September 30, 2024.
7. Appoint Resilience Planning and Services Manager Abigail Holmes as the City's voting
representative on the Space Coast Transportation Planning Organization's Technical
Advisory Committee for the remainder of Calendar Year 2025.
8. Approve proposal from Applied Ecology Inc. in the amount of $45,370.89 for engineering
services for the replacement of 150' of corroded metal stormwater pipe in the Harbor
Heights subdivision and authorize Interim City Manager to execute same.
9. Approve proposal from Applied Ecology Inc. in the amount of $27,364.72 for a feasibility
study for the Long Point Stormwater Retention Pond and authorize Interim City Manager
to execute same.
