CALL TO ORDER ROLL CALL PUBLIC PARTICIPATION Member of the public may provide comments to the Business and Economic Development (BED) Board regarding matters not on the agenda provided that the comments are relevant to the legal responsibilities delegated to the BED Board by the City Code and law. Public comments related to public hearing Agenda Items will occur during the public hearing. The BED Board is not required to take public comments on emergency or ministerial items (e.g. approval of agenda, minutes, informational items). Members of the public will limit their comments to three (3) minutes. The BED Board will not take any action under the "Public Participation" section of the agenda. However, at the discretion of the BED Board, the BED Board may schedule matters commented upon during public participation at a future BED Board meeting. OLD BUSINESS NEW BUSINESS Board Matters: 1. MINUTES CALL TO ORDER: A meeting of the Business and Economic Development (BED) Board took place on April 11, 2024, at City Hall Council Chambers, 100 Polk Avenue, Cape Canaveral, FL. Chairperson Mays called the meeting to order at 6:00 p.m. The Board Secretary called the roll. They were very vocal about wanting to minimize the number of hotels and preserving the richness and unique character of the city. She was trying to get asense mfwhere she and others need togowith their concerns. Motion carried unanimously. 2. Provide Update re: FDOTA1AImprovements— Presentation Lexi Miller was present and gave an overview of the FDOT AlA Improvements and shared slides with the board. 3. Discuss Recommendations hoCRABoard re: FY2U24/2025CRABudget Dave Dickey and John DeLeo were present and provided an overview of the CRA budgetary process. Mr. Dickey requested the BED Board provide a recommendation to the CRA Board regarding the prioritization ofcertain projects, indudinginnp|ennentQtionofthePeesidentia| Streets Master Plan, in the FY2024/2S [NABudget. The BED Board discussed the use of enterprise funds in conjunction with CRA funds to fund projects within the CRA budget. Staff indicated that the Citv'senterprise funds would be utilized to fund those portions of the projects eligible to be funded by each enterprise fund. The Board unanimously recommended the concept of bonding [RAfunds inamore constructive and impactfu|approach. it was also discussed that the County would not be able to repeal the CRA as long as it (the CRA) is responsible for repayment of a bond. Mays, Chairperson Patti Roth, Board Secretary CITY OF CAPE CANAVERAL BUSINESS AND ECONOMIC DEVELOPMENT (BED) BOARD November 10, 2024 REGULAR MEETING ^ITEM # Discuss economic development plan De,antmment: Community and Economic Development Summary: Atthe January 11,2024 Business and Economic Development 0ECABoandmeeting, staff sanctioned discussion regarding updates tmthe Cit»'s Economic Development Action Plan (EDA9) prepared by Agee Consulting in 2009. The EOAP synthesized aspects of the CitV's 2089 Visioning process, the 2007 Redevelopment Plan, and the 2006 Community Survey with the goal to "improve the livability and economic vitality of Cape Canaveral through smart development to enhance the attractiveness of the community for residents, businesses and visitors, while preserving its unique, natural coastal settino " The Plan resulted in 4 implementation strategies: 1. Improve business climate, competitiveness and 2. Retain and grow existing businesses; 3. Attract new businesses, residents and visitors; and 4. Develop an image consistent with the City's Vision Statement. To implement the strategies, the Plan emphasizes the need for afull-time economic development professional and the formation of Business Assistance Team comprised of key City Staff to facilitate business investment and expansion in the city. The City does not currently maintain this fu||'bnoe professional nor the Business Assistance Team and the environment has changed immensely since City Council adopted the EDAPnearly l5years ago. City Council designated $50,000 in the FY 2024-25 Annual Budget to update the EDAP.However, on January 11' 2024 the BED Board discussed the need fora current environmental assessment, impact fee assessment, market analysis, faqade program information, recreation inventory and opportunities, parking analysis, incentive programs, and a reevaluation of the projects included in the existing EDAP. All of these initiatives are, or should be, a part of the City's Comprehensive Plan. Development application decisions nationwide are based on two documents: the local jurisdiction's Municipal Code and Comprehensive Plan. Further, the Municipal Code refers tothe Comprehensive Plan in justifying application decisions within the codified findings required for approval. Universally, the Comprehensive Plan creation process includes extensive public participation, the most updated data with subsequent analysis, modern needs and problems, and a defined set of goals, objectives, and policy actions organized byElements, some ofwhich are bound b«State law while others are local initiatives. Cape [anavena/'s Comprehensive Plan includes the following Elements: Intergovernmental, Conservation, Coastal, Infrastructure, Transportation, Parks and Recreation, Housing, Future Land Use, Public Schools Facilities, Capital Improvement, and Property Rights. The term "economic development" appears only one time in the document and it is only as a reference to the [itv's Community Redevelopment Plan. Cape Canaveral last updated its Community Redevelopment Plan almost 20 years ago. In addition, the Community Redevelopment Agency responsible for administering its Plan is confined to a small portion ofthe city. There exists a need for economic development planning citywide and insurance of its inclusion in project decisions. The existing EDAP is structured similarly to the Elements of the Comprehensive Plan, with a series of goals, strategies, and actions, but it is based upon outdated data community input, market analysis, environmental conditions, _and outside agEnc/offeriDgs._ �- Therefore, Staff recommends that the $5O,]OOfunds contribute toaComprehensive Plan update. From there, Staff will present findings, propose arecommendation, and ask the BED Board tmrecommend aclear path forward to City Council regarding expenditure ofthe funds. The City iscurrently inrecruitment for its new City Planner upon the resignation of the existing Planner. In line with the existing EDAP'srecommendation for afull-time economic development professional, the Community and Economic Development Director is equipped with the skills and experience to embark upon a Comprehensive Planning process once the City Planner is onboarded.
