ITEMS FOR ACTION
1. Approve or amend the Agenda. A motion was made by Mary Mosquera to approve the Agenda
as written, Betsy Ronk seconded. The motion carried unanimously, 4-0.
2. Approve Minutes for the Culture and Leisure Services (CLS) Board Regular Meeting on June
27, 2024. A motion was made by Betsy Ronk to approve the Minutes, seconded by Mary
Mosquera. The motion carried unanimously, 4-0.
3. Receive update on Sculpture Program and provide Staff direction on programs future.
Discussion ensued regarding current program and promotion process, Board members noted
they enjoyed the sculpture and would like the program to continue with suggestions on a new
process and new possible locations. A motion was made by Mary Mosquera to continue the

Sculpture program, requesting Staff return with an updated program proposal. Motion
seconded by Kathy Parks. The motion carried unanimously, 4-0.
4. Receive update on Little Free Library and Little Free Pantry Program, provide Staff direction
A motion was made by Betsy Ronk to keep the Little Free Library Program,
revise the code accordingly, and discontinue the Little Free Pantry program to support an
alternative food-donation program. Motion seconded by Mary Mosquera, the motion carried
unanimously, 4-0.
STAFF REPORTS:
Mr. Mayberry provided a status update on the Veterans Memorial Park noting great
attendance at the Rededication Ceremony.
The Board received an update on varied maintenance activities at Bennix Park, the
installation of solar lights at Sandpiper Park, and the upcoming playground project at that
facility.
Mr. Mayberry provided background information on the escalating electrical issues at the
Nancy Hanson Recreation Complex, noting numerous troubleshooting inspections by
different electrical contractors. Staff is currently awaiting confirmation from FPL and the
electrical contractor for the next steps.
Ms. Thomas provided status updates on the recent Nancy Hanson AC service call, CAPE
Centers first monthly poetry night, and the ideas to bring the community closer using
Veterans Memorial Park.

Subject: Review submissions from the Veterans Memorial Park Tree Naming Survey Report and
nominate the top three suggestions for a second and final community input session.
Summary: Recently, the City Arborist identified a newly exposed cavity in the eastern most trunk
of the large oak tree, located in the southeast corner of Veterans Memorial Park. This is one of
many live oaks, cared for by the City, but it is special for many reasons.
The shape and composition of this tree is a natural phenomenon referred to as inosculation —
where trunks, branches or roots of multiple trees grow together. It is biologically similar to grafting
and such trees are referred to in forestry as gemels, which derives from the Latin word meaning
"pair". A sonic tomography scan (similar to an ultrasound) was performed to assess the overall
health of the tree and after close inspection, determined that the cavity resulted from lightning
strike that occurred roughly 20 years ago (Attachment 1).
In addition to helping identify the cause of the cavity, the scan showed that — despite that strike
— the tree is in good health and structurally sound. It also helped estimate the age of the
intertwined trees… which for some portions of it was upwards of 250 years old. This means that
parts of the gemel were likely saplings during the War for Independence! Due to the trees’
historical status, the City will be erecting a small fence to preserve and protect the integrity of this
majestic oak for generations to come.
Given its legacy and its place of prominence within the City, this tree is deserving of a proper
name that is representative of its value and place within the community. To facilitate this effort,
Staff initiated a community input survey that received a total of 93 responses (Attachment 2).
The Board is asked to provide its top three suggestions for a second survey that will ultimately
select the name for the tree, via the timeline detailed below.

Consistent maintenance of trees extends the
life of trees.
The tomograph measures the velocity of sound waves in wood to detect
decay and cavities in standing trees non-invasively. The acoustic speed
depends on the modulus of elasticity and the density of the wood itself. Most
damage and disease causefractures, cavities, or rot, reducing the wood's
elasticity and density. The sketch displays the basic working principle:

there is a cavity between the transmitter and receiver.

Q: WHAT DO YOUR READINGS MEAN?
A: The live oak stem scanned forms part of a larger root plate supporting other trunk areas that, combined,
form one canopy. This type of growth habit can be produced in one of two ways, given the projected and
considerable age of the tree. We estimate the tree to be in the region of 200 years of age and was more than
likely surrounded by and situated within a larger forested area. The upright stems could, therefore, be a result
of the tree fighting for available light but could also be a product of coppicing, a practice of replenishing woody
material that dates back many hundreds of years.
The trunk scanned has an aged lighting strike emanating from the first point of the crown union and grounding
at the base and along part of the root flare. There is evidence of good compartmentalization at the top of the
strike area that widens considerably with a greater loss of bark in the lower margins of the trunk. The biggest
area of activity to the naked eye is at the base where there is evidence of saprophytic fungi activity where dead
woody material is still in the process of being broken down.
We elected to perform a scan at the basal area of the tree, 10 cm above grade, where the greatest loss of external
bark tissue is apparent. The computer modeling clearly shows pathogen activity from this point into the center
of the trunk column, accounting for a loss of approximately 25% elasticity within the cross-sectional fibers. The
color coding reflects the different stages of compartmentalization as the tree attempts to slow pathogen
progress.
The scanning points used have been left in the tree so that a follow-up scan in 12 months can provide a direct
comparison to this baseline and a clear indication of how well or not the tree is able to resist the pathogen from
spreading.
As the trunk of the tree is its fastest growing area, access to balanced and organic soil mediums enablesthe
maximum potential for biomass to be created and the girth of the trunk column to outpace the spread of
intrusion. The vital point is that percentage ratios between hard and compromised woody fibers are maintained
rather than the site of decay becoming an increasing percentage of the structure.
We recommend a further scan in 12 months, an appropriately fenced perimeter around the tree stand to prevent
any ongoing mechanical damage to the compromised area from climbing, etc., and adding organic mulching to
the soil medium.

Subject: Review CAPE Center Operational Guidelines Draft provided by the City Attorney to
amend or approve as written.
Summary: Museums are governed by a variety of documents that help shape and communicate
their intended operations, policies, and practices. The American Alliance of Museums (AAM)
identifies five (5) Core Documents that codify processes and help guide decisions that ensure
stability, viability, ethical operational standards, legal compliance and consistency with
organizational goals. These include: Mission Statement, Institutional Code of Ethics, Strategic
Institutional Plan, Disaster Preparedness and Emergency Response Plan and a Collections
Management Policy.
The document to be reviewed at this meeting the is the first step towards, and just a portion of,
what will eventually become the CAPE Center’s Strategic Institutional Plan. It provides a structure
for decision-making to ensure consistent practices and adherence to laws and regulations,
protecting the City from legal issues. Having a documented policy such as this, reviewed and
approved by this Advisory Board, will promote accountability and transparency in operations, and
build trust with community stakeholders. It will also lend toward the successful completion of the
Accreditation process that Staff intends to pursue through the AAM.
CAPE Center Programs Operational Guidelines is the first of multiple policy documents that this
Board will review and opine on for this facility (Attachment 1). It specifically addresses operational
activities in the following program-related areas:

Commercial Activities and Charitable Solicitations
Alcohol Service
Program Compensation and Sponsorship
City Council Actions
Looking forward, this Board will aid Staff in the execution of developing other policy documents
as appropriate to develop a strategic and sustainable plan for the CAPE Center’s future.

Subject: Receive update on Board membership and determine the course forward regarding the
position of Second Alternate.
Summary: Due to the timing of the new member appointments and the conclusion/renewal of
existing member appointments, this Board will have a vacant alternate seat at the end of this
month.
Board Member Trulock informed the City Clerk’s Office (CCO) that she will not be seeking
reappointment for another term. To address this in a timely manner, the CCO had City Council
officially appoint First Alternate Ginny Scott to fill that seat, effective October 1, 2024, at the
September 18, 2024 Regular City Council Meeting. This moves James Stobie into the position of
First Alternate, leaving a vacancy that this Board may choose to fill.
The Board may take one of the following actions regarding this vacancy:
Recommend a previously interviewed candidate to fill the position.
Direct Staff to solicit new applicants to fill the position.
Leave the position of Second Alternate vacant.
