MINUTES
CALL TO ORDER: The Chair called the Meeting to Order at 5:30 p.m. Council Member Willis led
the Pledge of Allegiance.

APPROVAL OF AGENDA AS WRITTEN OR WITH AMENDMENTS: A motion was made by
Council Member Willis, seconded by Council Member Davis, to approve the Agenda as
written. The motion carried 5-0.
PUBLIC PARTICIPATION: None.
PUBLIC HEARINGS:
1. Resolution No. 2024-09; adopting a Tentative Millage Rate for the levy of Ad Valorem
Taxes for Fiscal Year 2024/25 on all taxable property located within the City of Cape Canaveral,
Brevard County, Florida; providing for an effective date: Mayor Morrison announced the Public
Hearing portion of the Agenda and read the title into the record. City Manager Morley explained
the Item, reviewing where Council left off at the last Budget Workshop. AFS Sr. Accountant Blacker
presented and discussed Future Millage Rate Options. Discussion ensued. A motion was made
by Council Member Jackson, seconded by Mayor Pro Tem Kellum, to adopt a Tentative

Millage Rate of 3.2422, combined. Discussion ensued. City Attorney Garganese discussed
recalculations that will be made to the Resolution. The motion carried 3-2, with Council
Member Davis and Council Member Willis voting against.
Mayor Morrison recessed the Meeting at 7:11 p.m. The Meeting reconvened at 7:19 p.m. Mayor
Morrison announced that he did not see any hands raised on the webinar nor did he see any
citizens in Council Chambers who intended to speak during Public Hearing Item 1, and anyone
that would like to speak now regarding Resolution No. 2024-09, may do so. There being no
comments, Mayor Morrison proceeded to Public Hearing Item 2.
2. Ordinance No. 19-2024; adopting the Annual General Fund, Wastewater Enterprise
Fund, Stormwater Enterprise Fund, Enterprise Capital Fund, Special Revenue Funds, Capital
Project Funds and Agency Fund Budgets for the Fiscal Year beginning October 1, 2024, and
ending September 30, 2025; providing for an effective date, first reading: City Attorney
Garganese read the title into the record. AFS Sr. Accountant Blacker explained how the Proposed
Budget changes will be made based on Council's Tentative Millage Rate of 3.2422 which will be
presented at the Public Hearing of the Final Budget. City Manager Morley discussed a proposed
motion to approve the Budget as amended, with the 3.2422 rate by bringing the General Fund
Contingency down to $314,126 and the CRA Contingency down to $301,482, and present that at
the second and final Budget Hearing. City Attorney Garganese explained how Staff will go in and
amend Exhibit "A" of the Ordinance and modify the Budget pages. Discussion ensued. The Public
Hearing was opened. There being no comment, the Public Hearing was closed. A motion was
made by Mayor Pro Tem Kellum, seconded by Council Member Willis, to adopt Ordinance
No. 19-2024, with the changes in the millage rate to 3.2422, the General Fund Contingency
of $314,126 and CRA Contingency of $301,482, at first reading. City Manager Morley thanked
City Staff and City Council. Council Member Jackson thanked Staff. The motion carried 5-0.
ADJOURNMENT: The Special Meeting was adjourned at 7:26 p.m.
