MINUTES
CALL TO ORDER: The Chair called the Meeting to Order at 4:30 p.m. Vice -Chair Kellum led the
Pledge of Allegiance.
ROLL CALL: Board Members Present: Chair Wes Morrison, Vice -Chair Mickie Kellum, Kim Davis,
Kay Jackson, and Don Willis.
Others Present: CRA Registered Agent Todd Morley, CRA Board Attorney Anthony Garganese,
CRA Director Brianna Soat, CRA Board Recording Secretary Mia Goforth, Administrative/Financial
Services (AFS) Senior Accountant Joey Blacker, AFS IT Manager Michael Schaffer, Capital Projects
Director Tim Carlisle, Community and Economic Development (CED) Deputy Director Brian Palmer,
CED Chief Resilience Manager Zachary Eichholz, CED Senior Planner Kyle Harris, Parks, Recreation
+ Community Affairs (PRCA) Director Molly Thomas, PRCA Deputy Director John Mayberry, Public
Works Services (PWS) Director June Clark, PWS Deputy Director Jessica Erdman, and Brevard
County Sheriff's Office Lieutenant Scott Molyneaux.
PUBLIC PARTICIPATION: None.
NEW BUSINESS:
Discuss CRA budgetary priorities in the draft FY 24/25 CRA Budget: Registered Agent Morley
discussed the CRA Board budgetary options including the Oak Lane, Civic Hub and Presidential
Streets Projects. Discussion ensued. CRA Board Attorney Garganese discussed the reason why
excess CRA Budget funds must be designated at the end of each fiscal year. Council reached
consensus to move Capital Improvement Projects (CIP) CR-2 Civic Hub, and CR-4 Traffic Safety
Public Art Installation into the FY 25/26 CRA Budget, add a new CR-7 for Nancy Hanson
Recreational Center Maintenance at $115,000, add a new CR-8 for Oak Lane Improvements at
$550,000; and if, due to the millage rate, there were to be a deficit, that would reduce the
Presidential Streets Project; and if there were to be a surplus, those remaining funds would
need to be designated at the next Regular CRA Board Meeting on September 17, 2024.
ADJOURNMENT: There being no further business, Chair Morrison adjourned the meeting at 5:50
p.m.
