CALL TO ORDER ROLL CALL PUBLIC PARTICIPATION: Any member of the public may address any items that do not appear on the agenda and any agenda item that is listed on the agenda for final official action by the City Council excluding public hearing items which are heard at the public hearing portion of the meeting, ministerial items (e.g. approval of agenda, minutes, informational items), and quasi- judicial or emergency items. Citizens will limit their comments to three (3) minutes. The City Council will not take any action under the ÑPublic ParticipationÒ section of the agenda. Review proposed Fee Schedule for Non-Partner League use of the Courts at the Nancy Hanson Recreation Complex and make a recommendation for consideration by City Council. 5. Review membership and user fee revenues for the Parks, Recreation and Community Affairs Department; and make a recommendation for City Council to maintain, decrease or increase rates for the upcoming Fiscal Year. The Board Secretary called the roll. Approve or amend the Agenda. A motion was made by Kathy Parks to approve the Agenda as written, Mary Mosquera seconded. The motion carried unanimously. 2. Approve Minutes for the Culture and Leisure Services Board Regular Meeting of July th 27, 2023. A motion was made by Mary Mosquera to approve the meeting minutes July 27, 2023 as written, seconded by Kathy Parks. The motion carried unanimously 5-0. 3. Interview Board Applicant Angela Raymond and recommend appointment for City Council approval as appropriate. A motion was made by Kathy Parks, to recommend that Angela Raymond be considered by City Council for appointment to the Culture and Leisure Services Advisory Board, seconded by Mary Mosquera. The motion carried unanimously 5-0. City of Cape Canaveral, Florida CLS Board Meeting · January 25, 2024 Meeting Minutes· Page 2 of 3 4. Approve the proposed 2024 Culture and Leisure Services Board Meeting Schedule. A motion was made by Joel Fair to approve the schedule as written, seconded by Betsy Ronk. Discussion ensued uniform board guidelines. The Board requested staff research guidelines and Council directives for City advisory board operations. The motion then carried unanimously, 5 Ï 0. STAFF REPORTS: Mr. Mayberry provided status updates on the following projects: o Canaveral City Park: Ball field lights to be replaced in-house, with an estimated completed date of March 2024. o Patriots Park: Playground equipment shipment delayed, but Staff is on schedule to remove old equipment and have site prepared for installation. o Wagner Park: Benches were removed as an emergent safety issue and new ones ordered and will be installed upon arrival. o Mantatee Sanctuary Park: Painting project underway on bathrooms and kitchen area, to be completed by Summer 2024. o Nancy Hanson Recreation Complex: Several court lights are malfunctioning, preventing Staff from hosting evening league/activities. Staff is working with the manufacturer on warrantied items and local electricians to trouble shoot repairs. Ms. Thomas provided status updates on the following projects and events: th o 114 Electromagnetic Warfare Squadron (EWS): Following a tour of base facilities, th City Council declared January 14, 2024 as Ñ114 DayÒ recognizing our local EWS Squadron Ð who has committed to utilizing this day annual community service activities. The Space Force will be represented in the updated Veterans Monument at Veterans Memorial Park. o CAPE Center: Soft opening scheduled for January 26, with the grand opening date to be announced that evening. The City is working with local educational partners to finish additional exhibits. o Upcoming Board actions/agenda items for 2024: Election of Board Officers and review of fee schedules for March. Additional meetings to include selection of new sculpture installation for the library, input regarding adjustments to the CityÔs Outdoor Event Entertainment Permit process and reviews of upcoming projects. Summary:The Nancy Hanson Recreation Complex is a host facility/home court for multiple independent (non-City organized) leagues, to include three (3) United States Tennis Association (USTA) teams and one Florida Pickleball League, Inc. (FPLI) team. It is common practice among these leagues for the home courtplayers to pay the user fee for themselves and their opponentsat check-in. As the Cityutilizesa differential ratestructurebased on residency and age,thecheck in process for these leaguesbecame unnecessarily complicated, especially when the specific residency/age data of their opponent wasunknown to the paying player at the time of arrival. In an effort to streamline this process for both staff and players, the previous administration implemented a flat fee for each type of league,based loosely on the program fees for City-operated leaguesof $3.00-$5.00 per player, per match. (Attachment 1) While the overall financial impact of these leagues is relatively minor, it is necessary to bringthese user fees into compliance with City Code of Ordinances Sec. 54-24. At this time, this Board is asked to review the present fees paid by these independent leagues and make a recommendation to increase, reduce or maintain current rates, for consideration by City Council. Summary:Between April 2022 and August 2023, City Council approved a series of Resolutions, effectively updating theFee Schedule for the Parks, Recreation and Community Affairs Department. 1.Resolution 2022-11: Adopting a temporary fee schedule for the Cape Canaveral Community Center through September 30, 2022. 2.Resolution 2022-18: Adopting a fee schedule for the Cape Canaveral Community Center. 3.Resolution 2022-30: Adopting a fee schedule for the Nancy Hanson Recreation Complex. 4.Resolution 2023-07 Adopting a fee schedule for pavilion rentals at Manatee Sanctuary Park and Banana River Park. 5.Resolution 2023-11: Adopting a fee schedule for athletic field rentals at Canaveral City Park and Banana River Park. 6.Resolution 2023-16: Adopting a revised fee schedule for the Cape Canaveral Community Center Staff was asked to return to the Board/Council prior to the FY2024-25 budget season, with an updateon revenues and membershipdata,reflecting the results of the revised fee structures. (Attachment 1) It should be noted that with the Community Center opening in May 2022, multiple changes to its fees in the year that followed and the full restructuring of the fee schedule at the Nancy Hanson Recreation Complex, we will not have one full fiscal yearof data, reflecting the effects of all six Resolutions above, until October 1, 2024.
