HomeMy WebLinkAboutResponse - Fillmore TownhousesHi Maranda. A status update: a letter was sent on May 11, 2023 to Gary Wittekind and Andre Baez regarding the outstanding Code items related to the Fillmore townhouse site plan (swale
and overhead utility lines). It is their stated intent to bring these items into compliance with City Code. Gary has copied me on his emails with FPL to coordinate the removal of the
secondary pole and associated hand hole. He added that once FPL has completed their work, a licensed, bonded contractor will bring the swale into compliance with the approved plans.
Regarding your other questions, which I received on April 7, 2023, please see below (some were answered in our previous correspondences dated March 9, 2023, March 24, 2023, and March
30, 2023).
* Was a sidewalk concrete test performed? Please see response in email dated March 30, 2023.
* Were the structures adjusted per plan specs? Please see response in email dated March 30, 2023.
* Was a Mandrel Test performed? – City Code does not require a Mandrel Test and no records exist for this test.
* Were the utility connections inspected? Please see response in email dated March 30, 2023.
* Who approved the site plan revision eliminating/relocating the stormwater inlet? At Gary’s request, Jim Moore approved it. Jim was the Public Works Services (PWS) Director at the time
the revision was requested, and was responsible for approving this revision.
* Why was the site plan revision eliminating/relocating the stormwater inlet approved? While Mr. Moore is no longer with the city, email correspondence indicates that he approved the
requested revision with the understanding that the storm drainage would function properly and would not cause a deviation in the drive entrance. Further, Jim Moore required the EOR
to submit a certification that the stormwater improvements met City minimum stormwater standards.
* Who was Jim’s supervisor? All Directors act under the supervision of the City Manager, Todd Morley.
* Who is the current supervisor for the Infrastructure Maintenance (IM) Inspectors? June Clark is the PWS Director who is responsible for City utility matters and supervises IM Staff.
* Are utility as-builts available? Different agencies have jurisdiction over different utilities. For example, FPL has jurisdiction for the electric utility, Florida City Gas has jurisdiction
for the gas utility. The city has jurisdiction over the stormwater utility. Since there was an approved revision to the location of the stormwater inlet box, the city did require an
as-built (attached) showing the new/revised location of the stormwater inlet box. The as-built certifies that the new/revised location of the stormwater inlet box is consistent with
minimum City stormwater requirements.
* Were revised stormwater calculations required for the as-built? No. However, by stamping the as-builts for the drainage facilities, the EOR certifies that the stormwater improvements
meet City minimum stormwater standards.
* Why are there no individual reclaimed water connections on each property? Please see response in email dated March 30, 2022.
