CALL TO ORDER: Mayor Morrison called the Workshop Meeting to Order at 5:59 p.m. Planning
and Zoning Board Chairperson Russell led the Pledge of Allegiance.

Green Stormwater Infrastructure and Low Impact Development Codes and Program Incentives
— Presented by the East Central Florida Regional Planning Council (ECFRPC): Chief Resilience
Manager Eichholz welcomed everyone, discussed the purpose of the Workshop, and reviewed the
history of the City's National Science Foundation grant and its phases. Former City Planner and
now ECFRPC Director of Planning Brenda Defoe-Surprenant provided a presentation regarding
resiliency, vulnerability assessments, and predictions for flooding in the City due to future sea level

Food and Agricultural Sciences, provided a presentation detailing the history of the State of
Florida's development policy in relation to the environment and rising sea levels, conventional
development practices, collecting data, minimizing impacts, alternative landscape standards, and
encouraging sustainable landscape through legislation.
Mayor Morrison opened the floor for discussion. Members of City Council and the Planning and
Zoning Board inquired about and requested clarification from Ms. Defoe-Surprenant, Mr. Murphy
and City Staff regarding the 98% built -out nature of the City, addressing sustainability with
redevelopment, elevating new developments with structural elements rather than fill due to fill
being impervious, use of pervious construction materials for parking, reducing and/or revising
parking requirements, educating the younger generation, a desire to move quickly due to
numerous large-scale development and redevelopment projects in the near -future, adopted
regulations being more effective than incentives, existing City projects such as the Veterans
Memorial Park stormwater system, allegations that the elevating of neighboring properties was
identified as the cause of the June 2021 condominium collapse in Surfside, Florida and whether
scientists have taken that into consideration, regulations related to pervious concrete, the history
of impervious development and construction in the City, actions of the National Flood Insurance
Program and how they could influence future development and redevelopment, a new home on
Coral Drive that has been elevated with fill, how elevating public rights -of -way could be
detrimental and how they are pivotal for drainage, roads that constantly flood could be
abandoned in favor of alternative routes, requiring new construction to address elevation and
flood concerns from the very beginning, requests for more information and best practices from
other projects and initiatives implemented elsewhere, examples of tropical storm flood damage
elsewhere that indicate a potential devastating future for other coastal areas, the City's history
with addressing flood mitigation and continuing to want to be on the forefront of such efforts,
and the City's past, ongoing, and future financial commitment to addressing flooding concerns.
City Staff stated that future ordinances, Comprehensive Plan revisions, and other items will be
forthcoming to both the Planning and Zoning Board and City Council for consideration and
potential adoption in the coming months and years, and that items discussed at this and future
Workshops will be addressed and implemented in such proposals.
ADJOURNMENT: With no further business, Mayor Morrison called for adjournment. Per a motion
by Council Member Willis, seconded by Council Member Davis, the Workshop Meeting was
adjourned at 7:24 p.m.
