statewide. Discussion ensued which included Zoning, Preemption and Pending
Legislation.
4. Discuss the creation of amended review requirements and fee for "minor" site plan
reviews. Mr. Harris explained to the Board that Staff is working on a new Ordinance that
will require single family, two family or three family dwelling units to undergo a "minor
site plan" process. The process will include Staff review and Planning and Zoning Board
Review, stormwater analysis/calculations, details for utilities, landscaping, paving,
drainage, and topographic survey. Additionally, the proposed new language will
establish an escrow fee for major and minor site plan reviews. Discussion ensued
regarding engineering fees. Miss Miller explained many considerations that are added
into the engineering fees. The Board suggested clarification on defining what is meant
by minor site plan. Staff reviewed fees for site plans for the City compared to other local
municipalities. Staff requested the Board determine an adjusted fee schedule. The Board

hotels, small business and residential. Each of these guides provides examples of what
the City has done. He encouraged the Board to observe the construction site at Veteran's

treatment and absorption methods. The Board requested Staff return with a
recommendation.
