HomeMy WebLinkAboutcocc_p&z_mtg_minutes_20240124CAPE CANAVERAL PLANNING & ZONING BOARD/LOCAL PLANNING AGENCY City Hall Council Chambers 100 Polk Avenue, Cape Canaveral, Florida 32920 January 24, 2024 MINUTES CALL TO ORDER: A meeting of the Planning & Zoning Board(P&7) took place on January 24, 2024 at City Hall Council Chambers, 100 Polk Avenue, Cape Canaveral, Florida. Chairman Russell called the meeting to order at 6:05 PM. The Board Secretary called to roll. Approval of Meeting Minutes - November 15, 2023: Vice Chairman Price made the motion to approve the minutes as written, seconded by Board Member Stroud. Vote on the motion carried unanimously. 2. Per Section 2/171, the Planning and Zoning Board shall elect a Chairperson and Vice Chairperson, by majority vote, at the first meeting held in January, unless there is no January meeting, then the next meeting held.: Motion to re-elect Lamar Russell as Chairman made by John Price, seconded by Nancy Gentilquore. Vote on the motion carried unanimously. Motion to re-elect John Price as Vice Chairperson made by Susan Denny, seconded by Lamar Russell. Vote on the motion carried unanimously. Planning & Zoning Board Meeting Minutes - January 24, 2024 Page 2 of 3 3. City Attorney Garganese provided a slide presentation on The Live Local Act (Senate Bill 102). This Act is to promote the development of workforce and affordable housing statewide. Discussion ensued which included Zoning, Preemption and Pending Legislation. 4. Discuss the creation of amended review requirements and fee for "minor" site plan reviews. Mr. Harris explained to the Board that Staff is working on a new Ordinance that will require single family, two family or three family dwelling units to undergo a "minor site plan" process. The process will include Staff review and Planning and Zoning Board Review, stormwater analysis/calculations, details for utilities, landscaping, paving, drainage, and topographic survey. Additionally, the proposed new language will establish an escrow fee for major and minor site plan reviews. Discussion ensued regarding engineering fees. Miss Miller explained many considerations that are added into the engineering fees. The Board suggested clarification on defining what is meant by minor site plan. Staff reviewed fees for site plans for the City compared to other local municipalities. Staff requested the Board determine an adjusted fee schedule. The Board requested Staff return with a recommendation. 5. Discuss the potential implementation of a maximum impervious surface coverage code. Mr. Dickey announced that Miss Miller recently earned her El certification and is working on her PE certification. Once her PE is obtained, she will oversee more internal City engineering responsibilities. Miss Miller explained why Staff is concerned with City flooding and how to address the problem. She has asked the Board for direction on moving forward for implementing an Impervious Surface Code and how to incentivize non -conforming properties. Mr. Eichholz informed the Board of three development guides containing low impact development concepts for three types of development; hotels, small business and residential. Each of these guides provides examples of what the City has done. He encouraged the Board to observe the construction site at Veteran's Memorial Park. It will be an example of low impact development by using natural treatment and absorption methods. The Board requested Staff return with a recommendation. REPORTS AND OPEN DISCUSSION: Mr. Dickey reminded the Board of the Board Appreciation Dinner. American Planning Association Atlantic Coast section will be hosting a lunch and learn to discuss various micro -mobility projects they are working on. It will be held on February 23, 2024, from 11:00 Am to 2:00 PM on the second floor at the Cape Canaveral Community Center. Mr. Dickey announced to the Board that Mr. Harris earned his AICP certification and that Mr. Eichholz is the 2023 Sierra Club Osprey Award recipient. Miss Miller informed the Board that staff will request Council, approve a joint workshop with the Board to discuss low impact development policy.
