MEETING MINUTES
CALL TO ORDER: A meeting of the Community Appearance Board took place on November 1,
2023, at City Hall Council Chambers, 100 Polk Avenue, Cape Canaveral, FL.
ROLL CALL: Chairman Wasserman called the meeting to order at 6:00 p.m. The Board Secretary
called the roll.

PUBLIC PARTICIPATION: John Dismore provided testimony on behalf of the application
presented tonight. Chairperson Wasserman acknowledged and expressed appreciation for the
BSCO Deputy being present at tonight's meeting.
NEW BUSINESS:
1. Approval of Meeting Minutes — September 5, 2023:
Vice Chairperson Nienstadt motioned to approve the Minutes as written, seconded
by Board Member Paisley. Vote on the motion carried unanimously.
2. Review Level I Application for the development of four multifamily units (Cape View
Coastal) — SE corner of Adams Ave. & Rosalind Ave. (Parcel ID: 24-37-23-CG-11-1) — Noel
Droor, PE, Applicant/Gallee, LLC, Owner:
Mr. Harris reviewed the staff report and provided a slide presentation of the applicant's
proposed plans. Discussion ensued between the Board Members and Mr. Dismore
regarding drainage (retention on the north side of Adams Avenue), outside space; e.g.,
balconies and porches, location of air conditioning units, color scheme, location for trash
cans and exterior lighting. Chairperson Wasserman motioned to approve the
application as presented, seconded by Board Member Whitehead; vote on the
motion carried unanimously.

REPORTS AND OPEN DISCUSSION: Mr. Harris informed the Board that the City's Development
Review Committee will review two proposed projects next week. Chairperson Wasserman inquired
about the status of Wave Village.
ADJOURNMENT: There being no further business, Vice Chairman Nienstadt made the motion
and seconded by Chairman Wasserman. Meeting adjourned at 6:21 p.m.
