CALL TO ORDER
ROLL CALL
PUBLIC PARTICIPATION: Any member of the public may address any items that do not appear
on the agenda and any agenda item that is listed on the agenda for final official action by the City
Council excluding public hearing items which are heard at the public hearing portion of the
meeting, ministerial items (e.g. approval of agenda, minutes, informational items), and quasi-
judicial or emergency items. Citizens will limit their comments to three (3) minutes. The City
Council will not take any action under the “Public Participation” section of the agenda. The Council
may schedule items not on the agenda as regular items and act upon them in the future.

1. Approve or amend the agenda.
2. Approve minutes for the City of Cape Canaveral CLS Board Meeting of July 27, 2023.
3. Interview Board Applicant Angela Raymond and recommend appointment for City Council
approval as appropriate.
4. Approve the proposed 2024 Culture and Leisure Services Board Meeting Schedule.

ADJOURNMENT:
Pursuant to Section 286-0105, Florida Statutes, the City hereby advises the public that: If a person
decides to appeal any decision made by the Culture and Leisure Services Board with respect to
any matter considered at this meeting, that person will need a record of the proceedings, and
such purpose that person may need to ensure that a verbatim record of the proceedings is made,
which record includes the testimony and evidence upon which the appeal is to be based. This
notice does not constitute consent by the City for the introduction or admission into evidence of
otherwise inadmissible or irrelevant evidence, nor does it authorize challenges or appeals not
otherwise allowed by law. In accordance with the Americans with Disabilities Act: all interested
parties may attend this Public Meeting. The facility is accessible to the physically handicapped.

MINUTES
CALL TO ORDER: The meeting was called to order at 5:30 p.m. by Chairperson, Joel Fair.
The Board Secretary called the roll.

PUBLIC PARTICIPATION: None
ITEMS FOR ACTION
1. Approve or amend the Agenda. A motion was made by Kathy Parks to approve the Agenda
as written, Betsy Ronk seconded. The motion carried unanimously.
2. Approve Minutes for the Culture and Leisure Services Board Regular Meeting of May
25, 2023. A motion was made by Betsy Ronk to approve the meeting minutes from May 25, 2023
as written, seconded by Kathy Parks. The motion carried unanimously 5-0.
3. Review user fee data and estimated operating costs for the City of Cape Canaveral
Community Center; and make a recommendation for City Council to maintain or
increase rates for the upcoming Fiscal Year. A motion was made by Ms. Ronk, that the
Board recommend maintaining the current rates for Residents, Veterans and First

Responders; and increase the Non-Resident User Rates by an even $1.00. Mr. Holmes
seconded the motion, it carried unanimously 5-0.
Another motion was made by Ms. Ronk, that the Board recommend increasingthe Facility
Rental rates by 6% across the board, rounded up to the nearest dollar. Mr. Holmes
seconded the motion. Chairman Fair recused himself from voting, noting that his faith-
based organization frequently rents City facilities.The motion carried unanimously 4-0.
The Board further requested that theamended feesrecommended during this minutebe
reflected in the minutes using a table format. See below.

STAFF REPORTS:
Mr. Mayberry provided status updateson the following projects:
o The Splash Padexperiencedtechnical difficulties caused by probable lightning
strike in the area. Repairs have been made and Staff is exploring hardening
solutions to guard/prevent future issues related to lightning.
o A fence has been installed around the Splash Pad perimeter.
o New sod has been installed on the infield and the field will remain closed for it to
take root. Infield project came in far enough under budget to allow for the
purchase of a new scoreboard.
Ms. Thomas providedstatusupdateson the following projects and events:
o The donation window for Back2SchoolJamboreesuppliesis now closed. Board
members areinvited to participate in the packing and distribution activities.
o Department Staff will begin planning for the Monster Mash Trunkor Treat and
Holiday in the Cityafter the Back2School Jamboree is complete.
o Staff provided tour of the Community Center for
principal, Mrs. Melissa Long,
the school.
o TheCAPECenteris still awaitingCertificate of Completion.The first Call for Art has
closed and Staff has started the interview process for teaching artistsand program
contractors.is underway. A highlytentative softopening date is targeted for late
September, early October.
o Veterans Memorial Parkbids came in higher than expected, duein partto inflation.
Theproject will commence once an appropriate funding solutionis confirmed.
o The first Civic Hub ProjectWorkshop was held on July 26, 2023. Low attendance at
the in-person event was noted, but an online survey is available for residents
through August 4, 2023.The next community engagement opportunityfor this
Projectis tentatively set for September 19, 2023. Board members were encouraged
to do independent outreach among friends/neighbors and reminded to consult
the Code of Conduct when engaging inoutreach conversationsregarding this
project.

There being no further business, Kathy Parksmade a motion to adjourn the meeting, Angela
Trulock seconded. The motion carried unanimously, andthe meeting adjourned at 6:53p.m.

Subject: Approve the proposed 2024 Culture and Leisure Services Board Meeting Schedule.
Department: Parks, Recreation and Community Affairs
Summary: A yearly Meeting Schedule assists everyone in planning activities necessary to complete
This annual agenda item is typically reviewed at the November Meeting, but
was not addressed in November 2023 due to lack of quorum.
The proposed Meeting Schedule (Attachment 1) follows the same tempo as schedules from recent
years. Meetings for this Board have traditionally been held the last Thursday of every other month,
beginning in January, with the exception of November. As the last Thursday of November frequently
coincides with the Thanksgiving holiday, the proposed date for this meeting is November 21, 2024.
The list of City of Cape Canaveral 2024 Holidays and Other Notable Dates has been provided as a
reference. (Attachment 2)
