MINUTES
CALL TO ORDER: The Chair called the Meeting to Order at 6:00 p.m. Council Member Kellum led
the Pledge of Allegiance.

Receive updated Civic Hub Project information, receive public comment and provide feedback
for Kimley-Horn & Associates, Inc. (KHA) to understand the community's needs to be addressed
in the re -development of the Civic Hub footprint, therefore providing KHA with the necessary
information to finalize conceptual materials for this Project: Scott Mingonet, Principal KHA,
made a presentation. Discussion ensued and included the engineering and design for the
stormwater filtering system, protecting trees and structures not impacted by the stormwater
project included with the Master Plan Process, various features, and design options. Jayne Saydah,
resident and Business and Economic Development Board Member, discussed support for the
Project and ideas regarding needs for more tennis and pickle ball courts. Shannon Roberts,
resident, discussed needs for sufficient lighting, sidewalks, seating, parking, safety, and
accessibility for the elderly and handicapped. Kay Jackson, resident and property owner, discussed
concerns regarding spending, whether the Project is relevant to the needs of the community
based on the age of the City's population, long-term strength of the stormwater substructures,

and parking. Discussion ensued regarding Tong -term impacts and maintenance issues with
stormwater infrastructure.
Mayor Morrison recessed the meeting at 7:19 p.m. The meeting reconvened at 7:35 p.m.
Discussion ensued regarding the need for Council consensus to schedule the third and final City
Council Workshop on this Item in October and desire to include operation and maintenance
(O&M) cost analysis. Mr. Mingonet indicated KHA will provide parameters of O&M and what
materials are durable in this environment, such as concrete. Discussion continued regarding taking
a phased project approach addressing stormwater based on growth of the City over time,
prioritizing canopy tree preservation, courts, costs of vertical parking versus alternatives such as
one-way pairs, lane reduction and on -street parking, and stormwater management opportunities
on Poinsetta, Fillmore and Orange Avenues. Capital Projects Deputy Director Carlisle discussed
technological advances in Stormwater Management that may be utilized such as modular
concrete structures underground and pervious pavers. PRCA Director Thomas discussed the
public survey data. Mr. Mingonet discussed empirical data that KHA can provide and other KHA
related projects. City Manager Morley explained that Council must choose a Concept Plan and
then the stormwater plans can be approached in triage fashion. Mr. Mingonet discussed how KHA
can provide analysis with regard to keeping some of the existing tennis courts. Discussion
continued regarding the three Options, amenities, pickle ball consideration at Canaveral City Park,
tennis courts, how there is no current budgeted project related to the Cape Canaveral Community
Center or Park regarding new courts, and impacts of parking around the City facilities. Council
reached consensus to choose Option A, keeping all court surface area, the current dog park,
the mural wall, closing off Taylor Avenue, and have KHA bring back a conceptual drawing for
the next Civic Hub Workshop Meeting. City Manager Morley discussed feedback received from
Staff, regarding the importance of public spaces, attending the 2023 Florida Planning Conference.
Discussion ensued regarding the scheduling of the third and final Civic Hub Workshop with KHA.
Council reached consensus for each Council Member to provide the City Clerk with their
availability, dates and times for the third and final Civic Hub Workshop between October 17,
2023 and October 26, 2023.
ADJOURNMENT: The Workshop Meeting was adjourned at 8:52 p.m.
