MINUTES CALL TO ORDER: A meeting of the Community Appearance Board took place on September 5, 2023, at City Hall Council Chambers, 100 Polk Avenue, Cape Canaveral, FL. Chairman Wasserman called the meeting to order at 6:00 p.m. The Board Secretary called the roll. Review Level II Application for Exterior Painting of Existing Holiday Inn Hotel 1000 Shorewood Drive (Parcel ID: 24-37-14-00-59) — Vincent Koziana, Applicant Mr. Dickey shared a slide presentation which showed the existing color scheme and the proposed color scheme for the exterior of the Holiday Inn Hotel. The approval request is for the building only. Mr. Dickey brought this matter to the Board's attention because it is a significant building. This building is seen from both inland and beach side, so he is allowing ample opportunity for public awareness. He informed the Board that the Level II Application Packet, which is included in this meeting's agenda packet, includes the colors, locations and painting schedules. Staff recommends the Board's approval of the Application. 1 City of Cape Canaveral, FL Community Appearance Board Meeting Minutes September 5, 2023 Vincent Koziana, designated agent for Holiday Inn Hotel, introduced himself. He explained the reasoning for the Application is to refresh the appearance of the building and to bring it up to current standards with the new designs coming out and being implemented. He confirmed there are no proposed lighting changes. Chairman Wasserman motioned to approve the Application and seconded by Board Member Whitehead. Vote carried unanimously. REPORTS AND OPEN DISCUSSION: Next scheduled meeting for this Board is September 27, 2023, starting at 6:00 p.m. Mr. Dickey announced the next agenda will include an item for discussion of a quadplex to be built on undeveloped land. Randy Wasserman, Chairman Renee Yother, Board Secretary 2 COMMUNITY APPEARANCE BOARD (CAB) SEPTEMBER 27, 2023 REGULAR MEETING • ITEM #1 Subject: Review Level I Application for the development of four multifamily units at the southeast corner of Adams Ave. and Rosalind Ave. The parcel is currently is not assigned an address (Parcel ID: 24 37 23 CG 11 1). Applicant/Owner: Noel Droor, PE/Gallee, LLC Department: Community and Economic Development Summary: The Level I application being considered is for the development of four multifamily units, to be administered as condominiums, on a 0.28-acre parcel located on the southeast corner of the intersection of Adams Ave. and Rosalind Ave (Attachment 1). This site is currently vacant; it had previously been developed with a multifamily structure containing 10 units called Sabal Palms. This structure was removed in 2020. The subject parcel has a zoning classification and Future Land Use (FLU) designation of R-2, which allows for up to 15 units per acre. With 4 units on 0.28 acres, the residential density is 14.29 units per acre, which is permitted. The parcel is within the City's Community Redevelopment Area (CRA), but is not within the A1A Economic Opportunity Overlay District (EOOD). Per Sec. 22-44, included in the application submission packet are: 1. The application (Attachment 2); 2. Concept plan/site plan (Attachment 3); 3. Preliminary landscape plan (Attachment 4); 4. Preliminary elevations (Attachment 5) 5. Photographs of site and setting (Attachment 6) 6. Materials, texture, and colors board (Attachment 7) 7. Floor plans (Attachment 8) Level I Request Sec. 22-42 (c) of the Code establishes certain criteria that the Community Appearance Board (CAB) must consider when evaluating a Level 1 application. In general, the criteria are to gauge whether a project is in harmony and consistent with the surrounding natural and built environment. Sec. 22-42 of the Code includes the specific standards that must be considered. They include: 1. The plans and specifications of the proposed project indicate that the setting, landscaping, ground cover, proportions, materials, colors, texture, scale, unity, balance, rhythm, contrast and simplicity are coordinated in a harmonious manner relevant to the particular proposal, surrounding area and cultural character of the community. Based upon the submitted application and its accompanying materials, the proposed project is consistent to, and harmonious with, the surrounding area with respect to the listed specifications. This segment of Adams Avenue and Rosalind Avenue is composed of residential uses of varying densities. The new project will bring the number of units down from ten (10) to only four (4). The plans for the proposed building or structure are in harmony with any future development which has been formally approved by the city within the surrounding area. This area of the City is largely built -out with residential homes. There are not currently any proposed developments in the surrounding area. The proposed building is in harmony with the existing development pattern. 3. The plans for the proposed building or structure are not excessively similar or dissimilar to any other building or structure which is either fully constructed, permitted but not fully constructed, or included on the same permit application, and facing upon the same or intersecting street within 500 feet of the proposed site, with respect to one or more of the following features of exterior design and appearance: a. Front or side elevations; b. Size and arrangement of elevation facing the street, including reverse arrangements; or c. Other significant features of design such as, but are not limited to: materials, roof line and height or design elements. The proposed building, while fitting in with the general character of the area, is a unique, modern structure that has curb appeal and would be an asset to its surrounding area. 4. The plans for the proposed building or structure are in harmony with the established character of other buildings or structures in the surrounding area with respect to architectural specifications and design features deemed significant based upon commonly accepted architectural principles of the local community. The proposed structure is in harmony with the established character of other buildings and structures in the surrounding area. 5. The proposed development of the building or structure is consistent and compatible with the intent and purpose of this article, the Comprehensive Plan for Cape Canaveral, and other applicable federal, state of local laws. The prosed development project is consistent with minimum requirements of the City's Comprehensive Plan. Consistency with the City's Land Development Regulations will be reviewed during subsequent site plan review. 6. Within the C-1, C-2 and M-1 zoning districts, any exterior building or roof color used shall be well designed and integrated with the architectural style of the building and surrounding landscaping in order to create a subtle and harmonious effect and promote aesthetic uniformity within the district. Bright or brilliant colors shall not be permitted except for use as an accent color within the C-1, C-2, or M-1 zoning district. Not applicable, as the subject property has R-2 zoning.
