SPECIAL BOARD MEETING

MINUTES
CALL TO ORDER: The Chair called the Meeting to Order at 5:00 p.m. Board Member Willis led the
Pledge of Allegiance.
ROLL CALL: Board Members Present: Chairperson Wes Morrison, Vice -Chairperson Angela
Raymond, Kim Davis, Mickie Kellum and Don Willis.
Others Present: CRA Registered Agent Todd Morley, CRA Director David Dickey, City Attorney
Anthony Garganese, CRA Clerk/Recording Secretary Mia Goforth, Administrative/Financial Services
Director John DeLeo, Deputy Finance Director Jenny Coldiron and Brevard County Sheriff's Office
Lieutenant Scott Molyneaux.
PUBLIC PARTICIPATION: None.
ITEMS FOR ACTION:
1. Approve Minutes for the Cape Canaveral CRA Board Meeting of June 20, 2023: A motion
was made by Vice -Chairperson Raymond, seconded by Board Member Willis, to approve
the CRA Minutes. The motion carried 5-0.
2. Consider declining the obligation of Community Redevelopment Agency (CRA) funds
for the Veterans Memorial Park Project: CRA Registered Agent Morley explained the Item.
Discussion ensued and included the impact to the City Budget related to the purchase of three
fire trucks over three consecutive years and Staff's idea to use American Rescue Plan Act (ARPA)
funds for the third truck instead of Renewal and Replacement in the General Fund, desires to
complete the Veterans Memorial Park (VMP) Project, desires to see ARPA funds spent on
stormwater projects rather than VMP, budgetary impacts of not using ARPA for the VMP, CRA
funding rules of use, value engineering to lower costs, support for the use of ARPA funding for
VMP, status of the swale project which is unrelated to this Agenda Item, Federal funds must be
used by 2026 in order to avoid interest accumulation, how the VMP Project was not a CRA Program
when first initiated, and steps needed should Council decide not to use ARPA funds for the VMP
Project. A motion was made by Board Member Kellum, seconded by Chairperson Morrison,
to expend $425,000 for Veterans Memorial Park improvements and amend the CRA Capital
Improvement Plan accordingly. Discussion ensued and included the intent and financial
management of using CRA funds versus ARPA for the Presidential Streets improvements, VMP
and other stormwater related projects. Financial Services Director DeLeo stated that using ARPA
funds is cleaner from a budgetary perspective. The motion failed 3-2, with Board Member
Davis, Vice -Chair Raymond and Board Member Willis voting against. A motion was made
by Vice -Chairperson Raymond, seconded by Board Member Davis, to decline funding of the
VMP Project with CRA funds and use ARPA funds in place of that. The motion carried 3-2,
with Board Member Kellum and Chairperson Morrison voting against.
3. Consider approving FY 2023/24 expenditure in an amount not to exceed $80,000 for
the acquisition and installation of four (4) electric vehicle charging stations: CRA Registered
Agent Morley explained the Item. Discussion ensued and included the Item reflected in the
updated Proposed Budget on page 57, Staff confirmation from the City auditors that there is no

violation related to the City making revenue from the EV Chargers within the CRA, increase in
usage throughout Brevard County of Level 2 chargers, opposition to using CRA funds for this
Project, support for the expenditure to come out of the General Fund, and what Board action to
take. Andrea Shea King discussed opposition to the Project, and how the service belongs in the
private sector. Discussion ensued and included thanks to the public for their input and the need
to be cautious with the Project going forward. A motion was made by Board Member Kellum,
seconded by Board Member Willis, to deny approval by the CRA Board for the expenditures
of the electric vehicle charging stations. The motion carried 5-0.
City Planner Harris provided a CRA Grants Program update, noting the popularity of the Program,
and applications will be accepted beginning September 1, 2023. Discussion ensued regarding how
some notices were received outside of the CRA, which Staff will investigate with Brevard County
Property Appraisers Office, and that homeowner and condo associations are allowed to apply for
the grants if they are .located within the CRA.
ADJOURNMENT: There being no further business, Chairperson Morrison adjourned the meeting
at 6:00 p.m.
