PUBLIC PARTICIPATION: Any member of the public may address any items that do not appear on the
agenda and any agenda item that is listed on the agenda for final official action by the City Council excluding

Subject: Receive updated Civic Hub Project information, receive public comment and provide
feedback for Kimley-Horn & Associates, Inc. (KHA) to understand the community's needs to be
addressed in the re -development of the Civic Hub footprint, therefore providing KHA with the
necessary information to finalize conceptual materials for this Project.
Department: Capital Projects/Parks, Recreation and Community Affairs
Summary: The Civic Hub Project represents an opportunity to not only improve stormwater
management in the Center Street Basin and reduce associated flooding, but also to redevelop the
surface level features/amenities in and around the Nancy Hanson Recreation Complex (NHRC),
based on both current and future needs of the community. Determining the surface level amenities
is necessary to inform the design and capacity of the stormwater infrastructure to be installed
underneath.
This meeting represents the second in a series of three coordinated Community Outreach
Workshops, intended to inform the design and amenities under consideration for the Civic Hub
Project. At the first Community Outreach Session, hosted at the NHRC July 26, 2023, the public was
invited to provide input on desired recreational features to be included in the conceptual design.
The feedback received at the July Outreach Session, was combined with data collected via the Cape
Canaveral Civic Hub Survey (Attachment 1), to produce the draft conceptual designs (Attachment
2). As these drafts were being finalized at the time of agenda distribution, they will be presented
for review at this Workshop meeting.
The objectives for this second outreach activity are:
1. To give residents and other members of the public an additional opportunity to provide
input on the Civic Hub Project.
2. To give the City Council an opportunity to review the preliminary designs and provide
comment/input to help identify the surface level amenities, which will in -turn inform the
design and capacity of the stormwater infrastructure.
3. Set a time for the third and final Community Outreach Workshop, tentatively scheduled to
occur just prior to the October 17, 2023 Regular City Council Meeting.

19 It shouldn't create taxpayer debt. Right now, we have fewer full time residents due to STRs 8/3/2023 7:35 AM
gone wild in our city. Currently travel is down 35 to 60% and I suspect Cape Canaveral's
numbers are worse. The city needs to NOT spend on these projects unless they are absolutely
necessary right now. They will mostly serve the snowbirds when they are here, not full time
residents. But, once again, we are on the hook for it. None of the things listed are necessities
EXCEPT the storm drainage. If people want it, add a tax to out of state or area investors since
guests will use it most in our city with dwindling full time residents and taxpayers. Is the city
prepared financially for a disruption in tax revenues? Because many STR investors are already
freaking out due to no rentals. People bought at the peak, during the pandemic when we were
having a 24x7, 365 inflow of guests. Many had NO idea that this was not our normal peak
periods. I predict that we will have foreclosures worse than 2007 and 2008. I hope the city is
ready. It could get really rocky and put an undue burden 8n full time residents if people and
investors walk away from this area.
