CALL TO ORDER ROLL CALL PUBLIC PARTICIPATION Any member of the public may address any items that do not appear on the agenda and any agenda item that is listed on the agenda for final official action by the Community Appearance Board (CAB) excluding public hearing items which are heard at the public hearing portion of the meeting, ministerial items (e.g. approval of agenda, minutes, informational items), and quasi-judicial or emergency items. Citizens will limit their comments to three (3) minutes. The CAB will not take any action under the "Public Participation" section of the agenda. COMMUNITY APPEARANCE BOARD (CAB) SEEPTEMBER 5, 2023 REGULAR MEETING • ITEM #1 Subject: Review Level II Application for Exterior Painting of Existing Holiday Inn Hotel. The parcel is located at 1000 Shorewood Drive (Parcel ID: 24-37-14-00-59). Applicant/Owner: Vincent Koziana, Applicant Department: Community and Economic Development Summary: The Level II application being considered is for the re -painting of the exterior of the existing 155-unit Holiday Inn hotel/resort located at 1000 Shorewood Drive (Attachment 1) in a new color scheme. Per Sec. 22-40(a)(2) of the Cape Canaveral Code of Ordinances, the community appearance board must review exterior building and roof colors for nonresidential development within the C-1 zoning district. The project encompasses an existing five (5) story hotel that is part of a larger overall resort development. The entire hotel is proposed to be re -painted in order to refresh the look of the building. The application includes: renderings of the building with the new color scheme (Attachment 3); the locations where specific paint colors will go (Attachment 4); and a detailed painting schedule (Attachment 5). The new Holiday Inn hotel currently under construction, and the time-share units to the east of the subject hotel, are not part of this application. Level II Request Sec. 22-42(c) of the Code establishes certain criteria that the Community Appearance Board (CAB) must consider when evaluating a Level 2 application. In general, the criteria are to gauge whether a project is in harmony and consistent with the surrounding natural and built environment. Specifically, Sec. 22-42(c)(6) states: • Within the C-1, C-2 and M-1 zoning districts, any exterior building or roof color used shall be well designed and integrated with the architectural style of the building and surrounding landscaping in order to create a subtle and harmonious effect and promote aesthetic uniformity within the district. Bright or brilliant colors shall not be permitted except for use as an accent color within the C-1, C-2, or M-1 zoning district. The submitted color renderings indicate the use muted colors on the exterior of the structure that are a subtle change from the existing earth -tone color palette. The proposed design elements are consistent with other structures in the surrounding area. This proposed project is consistent with applicable Code requirements and represents a continuation of the development trend in the surrounding area. The project includes an attractive color scheme that exhibits sensitivity to the design trends of surrounding development. Attachments: 1. Location Map 2. Community Appearance Board Application 3.
