MT - Instead of refreshing clay and getting rid of lip, more clay was put on repeatedly, last weeks work to remove the lip - field for little league, not meant for adults - wary of adult "heavy hitters" - EFAST dents from softballs - MK - Talking about young girls using field, brings families in, make field more versatile - MK Challengers with infield - grass slows ball, clay could produce an odd bounce injuring players - MK with only one field need versatility - MT Not designed for adults or high-school play. WM - High School softball same size field? Type of ball, HS baseball not being played on field, Title IX girls and boys important; excited for all projects, make infield more inclusive, but if it can't happen I understand. MT Objectives, if had moved forward without LLeague input, could have been ineligible for LLeague play on field - need clearance from LLeague - AR - Rec'd complaint resident complaint splashpad destroyed - teenagers skateboarding, what is being done? - MT Cameras on splashpad, enforce incidents as seen, asked for CIP for fencing as visual barrier and signage - clear to LEO and CE that bikes/dogs/etc are not to be through splashpad - DW status of restrooms - MT - tree at splashpad not in original engineering, that delay caused delays in other components and decisions that created additional problems including functionality of bathrooms, once functionality was completed, other issues could be tackled - Functionality of splashpad next - multiple troubleshooting with installers/designers, wrong size panel, new panel in Friday and all problems should be resolved. Bathrooms functional - AR - bathrooms locked at night? MT - Yes. DW - Signage? MT - Already ordered. MK - Installer have to pay for problem? Part of it? - DD - Believe addressed those - AR - Not all? - DD - Will deal with them, generally in the northern area - TM - 100 block is everything between A1A and Poinsetta, including Poinsetta addresses - DT - prioritize properties currently trying to be sold? - DD - Yes, will work with requests and prioritize - individual homeowners can initiate themselves - TM in march southward, an odd one may be grouped in due to request from property owner CENTER STREET MIXED-USE DEVELOPMENT DD - brought up at last retreat - private development not controlled/funded by City - group of property owners wishing to do significant mixed-used project - straightforward zoning in City Commercial/Residential - C1 commercial only - situation where someone has a commercial building where they want to live in the back - zoning does not currently allow that - conversely residential does not allow commercial - opportunity to amend code to allow for mixed-use, very limited targeted area, not Citywide - working with CAO for presentation in the next month or two - will go to PZB for recommendation to Council - Comp Plan/Zoning don't allow and are holding up mixed-use - north side of center street 7 acres four parcels combined for a large project - will be an effective way to combat blight; "redevelop our way out of it" - TM property owner waiting on ordinance, talk on transferring land to City for stormwater - DD - currently surface parking lot, will be surplus to project, preliminary conversations with developer for opportunity for City to acquire parking lot for stormwater improvements - potential City stormwater benefits - AR - mixed-use, what percentage would developer want for residences and retail? - DD - will deal with in language being drafted for Comp Plan, do you want 50/75% residential? No one use to dominate, beneficial for balance of use, have not gotten far enough for percentages - implement resiliency and low-impact developments include ideas, can be implemented through these projects - AR - no hotels/vacation rentals in mixed-use? - DD - Can't speak as to vacation rentals, City not in position to prohibit vacation rentals - have not ruled out any land use at this moment - will most likely address on case-by-case basis, close to schools/intersections/geography will affect decision - language may require neighborhood input prior to Council consideration - AR - concerned about traffic; surveying on street near parking in question; moving forward too fast? - MK - change in Comp Plan go to PZB before Council? - DD - Yes, language changes to go PZB first for recommendation to Council in the form of two-reading ordinance - 1st reading = transmittal hearing, if Council approves, is "trasmitted" to State for review/comment, will address, then second hearing is adoption. - MK - Center Street Basin Study recommended holding pond, this project would help that. Timeline on project? Spending money elsewhere when we need it there, would be more beneficial than stormwater, how to align/prioritize projects - TM - Timing and paying for it - Timing need to get through ordinance first and PZB recommendations, make it happen ASAP - Lots of grant money for construction projects, may not have to sweat it so much. Funding for acquisition is the problem. Receiving land from developers eases it. - MK - CRA money and ARPA? - DD - safeguards in Comp Plan to make sure it's done right; timing- initial draft of Ord to PZB by end of April - goal, not guaranteed - if that happens, get it to Council in the summer "right around the corner" - DT - VUCA adapt to circumstances, this project falls in line with that. - DD - We will have more control over it PRESIDENTIAL STREETS MASTER PLAN KH/ZE - Plan accepted by Council - moving to implementation - Phase II study approved and underway; drilling down to specifics, possibility of one-lane roads, more room for stormwater mitigation/traffic-calming; next couple of months - Then full surveys/priority schedule of certain streets - different designes that can be presented - utilities/ROW - outreach - FY23-24 Budget and CRA funding and Grants, many grants out there - flood mitigation grants - waiting on Phase II study for priorities then jump off for implementation - TM - One-way study? - KH - background for reason of study, modernize infrastructure - How are we going to address issues of impervious surface? One option convert streets into one-way pairs, focussing on East-West Streets, frees up space for tress, bikelanes, absorb stormwater better - how will it impact traffic circulation and safety - will it make a big impact on stormwater? We need to see from study - present people on streets with at least 3 diff options and then narrow down for a good design - TM - deliverable this FY for one-way street study - KH - study will go to Council first; outreach later - TM - once decision made, then design on project candidate site in 23/24; construction 24/25 - ZE - spoken heavily with utility partners FPL/Cocoa water, opportunity to do work under the surface, particularly power lines; 2-3 year timeframe for FPL to underground utilities - opportunity to ID problems with reclaim water, Cocoa water and other utilities and fix them - One-ways would be specific to Poinsetta to Ridgewood, not all the way to A1A - TM - giving utilities giving opportunity to upgrade, not requiring, so City doesn't have to pay for it. - DW - plan presented to council, will be to either implement one-way or two-way? Plan to Council first, then Citizens - ZE - Council decide "wants" options, then community - AR - Streets with light - how to negotiate two-way? - ZE - 100 block would remain two-way - TM - beachend would remain two-way - AR - FDOT involvement? - ZE - Include them in the loop - DW - no changes to roads as they meet A1A - AR - when will project start?
