CALL TO ORDER ROLL CALL PUBLIC PARTICIPATION: Any member of the public may address any items that do not appear on the agenda and any agenda item that is listed on the agenda for final official action by the Culture and Leisure Services Board (CLSB) excluding public hearing items which are heard at the public hearing portion of the meeting, ministerial items (e.g. approval of agenda, minutes, informational items), and quasi-judicial or emergency items. Citizens will limit their comments to three (3) minutes. The CLSB agenda. The Council may schedule items not on the agenda as regular items and act upon them in the future. Review user fee data and estimated operating costs for the City of Cape Canaveral Community Center; and make a recommendation for City Council to maintain or increase rates for the upcoming Fiscal Year. The motion carried unanimously4-0. 4.Review proposed Fee Schedule for Athletic Field Rentals and make a recommendation for consideration by City Council.Chairman Fair, recused himself from voting, noting a vested interest related tothis matter as a Board Member for Space Coast Little League.A motion was madeMary Mosquera for Proposal B. Motion failed forlack of second. Another motionwas madebyAngela Trulock, to accept Proposal A, seconded by Kathy Parks. Chairman Joel Fair, recused himself from the vote. The motion carried unanimously4-0. 5. Receive PRCA Membership and Day Pass Report, reflecting metrics from January 1, 2023 through May 17,2023, and set a date for a Special Meeting in June to provide formal recommendation for City Council consideration at their July 18, 2023 Regular Meeting. A th motion was made byJoel Fair to convene on June 29for a Special Meeting to provide recommendation for fee schedules for council, seconded by Kathy Parks.The motion carried unanimously 5-0. STAFF REPORTS: Mr. Mayberry provided a status update onthe Splash Pad, service/maintenance contract quotesand discussionsfor Sunday operations at the Community Center. Mr.Mayberry also provided information about the installation of lights that will help illuminate the parkfor both safety and a welcoming ambianceduringFriday Fest. Ms. Thomas provided an update for the CAPECenterflooring, noting a highly tentative targetopening date inAugust. Ms. Thomas provided information for Veterans Memorial Park, Manatee Park boardwalk quotes that were received and an Announcers Boothupdate. Ms. Thomas discussed the inspections that will be happening at the NHRCleading up to the Community Input sessions for the Civic Hub Project. Summary:At itsAugust 16, 2022Regular Meeting,CityCouncil established a fee schedulefor the 5 City of Cape Canaveral Community Center (C) via Resolution 2022-18 (Attachment 1).As part of the discussion on that item, Council tasked Staff withpresentingrevenue data and estimated operating costs after one year of the facility’s operations. (Attachment 2) To help City Council take informed on this item, the Culture and Leisure ServicesBoard has been tasked with providing a preliminary review of the data andmakinga formal recommendationfor Council consideration. Attached to this item are theestimatedoperating costsof the Community Center as well as the user fee revenues generated during the last Fiscal Year.(Attachment 3). The expenseslisted are specific to the Community Center facility itselfand adjacent Splash Pad amenity only. General or overarching department operational expenses are not included in this data. Due to current economic conditions and the ever-present effects of inflation, Staff cannot reasonably recommend a reduction in fees but remains hesitant to propose any dramatic increases at this time. To aid the Boardin making an informed recommendation, Staff has calculated the projected fees with two scenarios reflecting low (3%) to moderate (6%) fee increases,along with the estimated revenue impacts each could incur (Attachment 4). These are only provided as a point reference.
