CALL TO ORDER: The Chair called the Meeting to Order at 5:15 p.m. City Manager Morley led the
Pledge of Allegiance.

PUBLIC PARTICIPATION: Robert Klimkowski, resident, discussed recently moving to the city and
support for affordable housing in the City.
DISCUSSION:
1. a. Review the April 2023 Draft Summary Report submitted by facilitator Doug Thomas,
Strategic Government Resources (SGR) and provide feedback to Staff: City Manager Morley
discussed the Item, apologized on behalf of Mr. Thomas for not being available to review the
Report with Council, and indicated that any changes/consensuses recorded tonight will be
included in the Summary Report that will be brought back to the June 20, 2023 City Council
Regular Meeting for approval. Discussion ensued and included the Community Engagement Pillar
contains a budgeted and ongoing production of Educational Video Series, in-house videos are

produced by Public Information Officer Amy Moody entitled The Space Between, and that Council
needs to make a decision about Cherie Down Park. City Manager Morley discussed Staff
negotiations with Brevard County related to parking. Council reached consensus to bring the
topic of Cherie Down Park to the June 20, 2023 City Council Regular Meeting as a discussion
item.
b. Review Projects presented to the City Council on March 29, 2023 at the Strategic
Planning Retreat and provide direction to Staff: City Manager Morley explained the Item.
Discussion ensued and included confirmation from Capital Projects Director Ratliff that reclaimed
water on Oak Lane will be installed the entire length of the road with each resident paying for
their own service. City Manager Morley reviewed and Council discussed each project listed on
Attachment 3 of the Item — Newly Proposed Projects Worksheet for City Council. Council reached
consensus for each Item as recommended by the City Manager on Attachment 4 unless otherwise
noted: City of Cape Canaveral Community Center (C5) Energy Storage System, C5 Resiliency
Upgrades/Metal Flood Barriers & Lightning Protection, Civic Hub Phase II: Engineered Plans and
Construction, PWS Admin Building Solar Array in FY 24/25, Stormwater Infrastructure — GIS
Mapping/Inspection, and Rover's Space West (a portion of Patriot's Park).
City Manager reviewed and discussion ensued regarding the City Council "Blue Sky" Strategic
Projects and Initiatives Attachment 5, and it was noted that under Parking, the fourth bullet should
read "The City of Melbourne Beach" not the "The City of Melbourne." Council reached consensus
to change the language under the last five bullets from a "A parade on A1A" to "A parade on
North Atlantic Avenue or Ridgewood Avenue."
ADJOURNMENT: The Workshop Meeting was adjourned at 6:05 p.m.
