Citizens will limit their comments to three (3) minutes. The Board will not take any action under the "Public Participation" section of the agenda. The Board may schedule items not on the agenda as items and act upon them in the future. ITEMS FOR ACTION: 1. Approve Minutes for the City of Cape Canaveral CRA Board Meeting of January 17, 2023. 2. Approve the FY 2022/23 CRA Board Meeting Schedule, as amended. ITEM # 1 DRAFT CITY OF CAPE CANAVERAL COMMUNITY REDEVELOPMENT AGENCY (CRA) BOARD MEETING City Hall Council Chambers, 100 Polk Avenue, Cape Canaveral FL 32920 January 17, 2023 4:00 p.m. MINUTES CALL TO ORDER: The Chair called the Meeting to Order at 4:00 p.m. Board Member Willis led the Pledge of Allegiance. ROLL CALL: Board Members Present: Chairperson Wes Morrison, Vice -Chair Angela Raymond, Kim Davis, Mickie Kellum and Don Willis. Others Present: CRA Registered Agent Todd Morley, CRA Director David Dickey, CRA Board Attorney Anthony Garganese, CRA Clerk/Recording Secretary Mia Goforth, Administrative/Financial Services Director John DeLeo, Parks, Recreation & Community Affairs (PRCA) Director Molly Thomas, Parks, Recreation & Community Affairs Deputy Director John Mayberry, Executive Assistant to the City Manager Lisa Day, Brevard County Sheriff's Office Lieutenant Molyneaux. PUBLIC PARTICIPATION: ITEMS FOR ACTION: 1. Approve Minutes for City of Cape Canaveral CRA Board Meeting of October 18, 2022: A motion was made by Board Member Willis, seconded by Board Member Davis, to approve the CRA Minutes. The motion carried 5-0. 2. Provide direction to Staff for Community Redevelopment Agency programs for future activation: CRA Registered Agent Morley explained the Item. A motion was made by Board Member Kellum, seconded by Vice -Chair Raymond, to go forward with the programs, commercial and residential. The motion carried 5-0. ITEMS FOR DISCUSSION: 3. Commissioner Zonka's Affordable Housing Letter. (Submitted by Vice -Chair Raymond): Vice -Chair Raymond discussed the City being prime property for attracting homeless individuals, vacation rental impacts on apartment rentals, churches, workers, the service industry, and how the State of Florida puts no limitations on raising rents. Discussion ensued and included new housing projects within the City of Cocoa funded privately, or federally through the Housing Authority. CRA Board Attorney Garganese explained Cocoa's zoning requirements in furtherance of affordable housing and covenants on the property, and where Cocoa staff is in position to make sure developers are in compliance. Discussion continued regarding desire for a list of low-income housing developers, the regulatory hurdles in City Code for those developers, how the City could get a better score in meeting criteria for that type of initiative, tasking the Business and Economic Development Board to help, combining efforts with the City of Cocoa Beach and other cities or groups to work on the issue, and the challenges for homeless individuals working beachside while trying to seek a warm shelter on cold nights. The Board gave no direction to Staff. 4. Pickleball Courts at Cape Canaveral City Park. (Submitted by Vice -Chair Raymond): Vice - Chair Raymond explained the Item. Discussion ensued and included how pickleball and tennis courts are incompatible, desires to build new courts for both sports, difficulties for players, desire City of Cape Canaveral, Florida:<- CRA January 17, 2023 Board Meeting Minutes • Page 2 of 2 to not share courts, building new courts at the Civic Hub, resurfacing old courts, courts for pickleball at the Community Center, the popularity of and differences between sports, and removing racquetball courts and shuffleboard to make room for new tennis courts. PRCA Director Thomas discussed separate program tiers related to different sports, the low demand for shuffleboard and racquetball which may not currently justify the amount of space they take up, the revenue that each sport brings in, impacts to shuffleboard usage patterns due to the Covid- 19 Pandemic, and offered to bring back more back data regarding usages. Discussion continued regarding court resurfacing being budgeted for fiscal year 2024/25 and using CRA funds versus CIP City funds. The Board gave no direction to Staff. Discussion turned back to the CRA Incentives Program and whether the CRA Board will be distributing brochures and postcard mail -outs. The CRA Board reached consensus to not exceed five percent of the Community Redevelopment Agency Budget, Fiscal Year 2022/23, for CRA direct mailers to residents and businesses in the Community Redevelopment Area. ADJOURNMENT: There being no further business, Chairperson Morrison adjourned the meeting at 5:46 p.m. Wes Morrison, Chairperson Mia Goforth, CRA Clerk/Recording Secretary CITY OF CAPE CANAVERAL COMMUNITY REDEVELOPMENT AGENCY (CRA) BOARD JUNE 20, 2023 REGULAR MEETING • ITEM # 2 Subject: Approve the FY 2022/23 CRA Board Meeting Schedule, as amended. Department: City Clerk's Office Summary: Florida Statutes outline rules/regulations/timeline for adoption of the annual Budget for all entities in the State. This is commonly referred to as the Truth in Millage (TRIM) Process. Per the TRIM Timetable (Attachment 1), which can be found in each City Budget, the City is prohibited from holding its Public Hearings on the same day as Brevard County Board of County Commissioners and Brevard County School Board. This year, the Brevard Board of County Commissioners selected the Tuesdays of September 5, 2023 and September 19, 2023 to hold budget hearings, which conflicts with the City Council's Meeting Schedule Budget Hearings on September 5, 2023 and September 19, 2023. Due to the TRIM Timetable and the dates selected by the County and School Board, the City Council will be asked to reschedule its first and second Budget Hearings to Wednesday, September 6, 2023 and Wednesday, September 20, 2023, respectively. For the sake of efficiency and consistency, the Community Redevelopment Agency (CRA) Board is also being asked to consider revising its Tuesday, September 19, 2023, Board Meeting to Wednesday, September 20, 2023 at 5:00 p.m., just prior to this Regular City Council Meeting. Approved by CRA Registered Agent: Todd Morley Attachment 1 TRIM TIMETABLE Timetable and Important Dates On June 1, the Property Appraiser delivers an estimate of the total assessed value of non-exempt property for the current year to the presiding officer of each taxing authority within the County. This estimate is used for budget planning purposes only. If the Department of Revenue has not completed a county's railroad assessment by June 1, the Property Appraiser may use the prior year's values for millage certification. (s.193.085 (4), F.S.) The dates below are directory and may be shortened by the Property Appraiser. The Property Appraiser must give written notice and coordinate any new dates with all affected taxing authorities. Taxing authorities can use the full time period designated by the time periods given below. DAY 1 is JULY 1, or the Date of Certification, whichever is LATER Day 1 July 1 The Property Appraiser certifies, to each taxing authority, the taxable value within the jurisdiction of the taxing authority on Form DR-420, Certification of Taxable Value. A Form DR-420DEBT, Certification of Voted Debt Millage, will be certified if the taxing authority has a voted debt. The Form DR-420TIF, Tax Increment Adjustment Worksheet, will also be certified if there is a community redevelopment area. Day 15 July 15 Within 15 days of certification of value, the Board of County Commissioner's (BCC) Budget Officer delivers a tentative budget to the Board (s. 129.03 (3), F.S.). Day 35 August 4 Within 35 days of certification of value, each taxing authority certifies the completed DR-420, DR- 420MMP, and any additional forms and returns them to the Property Appraiser. At this time, the taxing authority informs the Property Appraiser of the following: • Prior year millage rate. • Current year proposed millage rate. • Current year rolled -back rate (calculated under s. 200.065, F.S.). • The date, time, and meeting place of the tentative budget hearing. • This is the final hearing for school districts. Hearing Dates with July 1 Certification Hold the tentative hearing from September 3 to September 18, which is 65 to 80 days from certification of taxable value. Hearings must be held Monday through Friday after 5:00 p.m. or any time on Saturday. {Highlighted-Yellow} Do not hold hearings on Sunday. No taxing authority, except multi-county/water management districts, can hold a hearing on the same day as a school district or county commission.
