PUBLIC PARTICIPATION: Any member of the public may address any items that do not appear
on the agenda and any agenda item that is listed on the agenda for final official action by the
Culture and Leisure Services Board (CLSB) excluding public hearing items which are heard at the
public hearing portion of the meeting, ministerial items (e.g. approval of agenda, minutes,
informational items), and quasi-judicial or emergency items. Citizens will limit their comments to
three (3) minutes. The CLSB will not take any action under the “Public Participation” section of the
agenda. The Council may schedule items not on the agenda as regular items and act upon them
in the future.

May 17, 2023, and set a date for a Special Meeting in June to provide formal recommendation for
City Council consideration at their July 18, 2023 Regular Meeting.

Chairman Fair recused himself from voting, noting that he had a vested interest related to this
matter, as his church organization frequently rents City facilities.A motion was madeby Betsy
Ronkto have proposalsrevised by Staffand returned to the Board for review;motion seconded
by Kathy Parks.The motion passes 3-2.

Bathrooms.
Ms. Thomas gave an update for plans to put a fence on the outside of the splash pad to
ensure the longevity of use.
Ms. Thomas provided timelineand status updates regarding The CAPECenter, Veterans
Memorial Park, ConcessionBoothand Civic Hub.
Ms. Thomas advised the board that they will be involved in upcoming outreach activities
related to the Civic Hub project.

Subject:Review Proposed Facility Rental User Categories and Discounts for non-profit
consideration by City Council.
Summary:At the January 26, 2023 Regular Meeting of Culture andLeisure Services Board (CLSB),
the Boardunanimously approved a 50% reduction in fees for facility usage by non-profit
organizations(Attachment 1).
At the March,302023 Regular Meeting of the CLSB, the board reviewedpotentialalternativesfor
differential non-profit user categories, as providedby the City Attorney,and voted 3-2 for Staff to
revise the proposed discounts to account for varied categories of non-profit facility users
(Attachment 2).
Per that directive, Staff has assembled four (4) tiered discount schedules, forthe Board toreview.
Theproposals presented arebased on defined non-profit user categories,representative of both
current user base and industry-wide trends/needsfor rentals of municipal recreation
facilities. (Attachment 3)
The discounts allocated to the individual user categories in each proposal, fall within a range of
25%-50%.aligns with common policies forboth public
and private sector entities that offer discounted rates forfacility use bynon-profit organizations.

Subject: Review proposed Fee Schedule for Athletic Field Rentals and make a recommendation
for consideration by City Council.
Summary:As part of the department-wide Fee Review, requested by City Council, Staff conducted
research into the policies and user fees associated with the of the City’s athletic fields. From this
research, Staff identified two historical documents that provide fee schedules for rental of the
City’s athletic fields.
The earliest of theseis Resolution 1990-21 (Attachment 1), which among other policiescontained
therein, formally established rental fees for the ballfield at Canaveral City Park. This process aligns
with Section 54-24of the City’s Code of Ordinances which states that, “City Council may establish
by resolution or written agreement with a specific user of a city park a fee schedule for the use of
city parks.”(Attachment 2)
The second document identifiedin the research, lacked any contextual informationor formal
Resolution; (Attachment 3)but based on current Staff’s recollection, represents the most recent
policy/application of fees utilized by this departmentfor ballfield rentals. It is currently unknown
when this fee schedule was adopted or how it was established.
In an effort tobring this fee schedule into compliance with City Code,Staff has assembled several
proposals forthis Board to review, amend as appropriate and use asa recommendation for City
Council consideration.(Attachment 4)As with items already addressed in thisdepartment-wide
fee review, this recommendation will be presented to City Council in the form of a Resolution.
Due in part to the pandemic,the removal of the adult ballfield atCanaveral City Parkandtwo
years of construction at that location, we do not have recent rental revenuedatato include as a
reference for this item. Priorto that, reserved use of the Little League ballfield and Banana River
Park soccer fieldbyunaffiliated community partners wasinconsistent and minimal.
Ifthe City wishes to continue offering these facilities as rentals an updated fee schedule adopted
by Resolution, isnecessary.

Summary: City Council has requested a mid-year update regarding the fee schedules for Nancy

earlier in the Fiscal Year.
The PRCA Membership and Day Pass Report h been provided for
your review. (Attachment 1) To allow ample time for consideration, the Board is asked to set a
date for a Special Meeting in the month of June to formalize a recommendation for City Council
to reduce, increase or maintain the current user fees for these two facilities.
