ROLL CALL
PUBLIC PARTICIPATION Any member of the public may address any items that do not appear
on the agenda and any agenda item that is listed on the agenda for final official action by the
Community Appearance Board (CAB) excluding public hearing items which are heard at the public
hearing portion of the meeting, ministerial items (e.g. approval of agenda, minutes, informational
items), and quasi-judicial or emergency items. Citizens will limit their comments to three (3)
minutes. The CAB will not take any action under the “Public Participation” section of the agenda.
The CAB may schedule items not on the agenda as regular items and act upon them in the future.

MEETING MINUTES
June 15, 2022
6:00 P.M.
A meeting of the Community Appearance Board was held on June 15, 2022. Chairman
Wasserman inquired if a quorum of Board Members were present, and quorum was confirmed.
Chairman Wasserman swore in all persons giving testimony for the item/s on the Agenda.
CALL TO ORDER:
Chairperson Wasserman called the June 15, 2022, Community Appearance Board Meeting to
order at 6:00 P.M.

NEW BUSINESS:
1. Approval of Meeting Minutes –March 16, 2022
A motion was made by Vice Chairman Nienstadt and seconded by Board Member Whitehead to
approve the Meeting Minutes of March 16, 2022. The motion carried unanimously.
2. Level II Application – Wall mural located at 543 Washington Avenue
(Parcel ID: 24-37-23-CG-5-11)
Dave Dickey gave a short presentation and shared slides of the mural with the board members.
Mr. Dickey explained that this was an “after-the-fact” application and recommended that the
board approve this application. Mr. Dickey reviewed the criteria from the Code to be considered
during the board’s deliberations and that the overarching goal was to consider whether the
proposed mural was harmonious with its surroundings and the community.
The applicant, Sydney Field was present for the meeting. Chairman Wasserman thanked Ms.
Field for coming and asked her if she had anything to add to Mr. Dickey’s presentation but she
didn’t. There was a short discussion . . . Ms. Field didn’t realize she needed to apply for a permit,
and she explained that she didn’t live there but the neighbors were very happy with the mural.
Also the artist did tell her that he would “touch up” as needed.
A motion was made by Vice Chairman Nienstadt and seconded by Board Member Trulock to
approve the mural at 543 Washington Avenue. The motion carried unanimously.

adjourn.

Subject: Level IIApplication for a drive-thru accessory car wash located at the Marathon Gas
Station located at 8101 Astronaut Boulevard(24-37-23-00-255).

Summary: This item consists of a Level II Approval for a drive-thru accessory car wash located at
the Marathon Gas Station located at 8101 Astronaut Boulevard (Attachment 1). The car wash will
replace the existing ice vending machine. The property includes the existing convenience store
along with two pump islands covered by a canopy on the southern half of the parcel adjacent to
Long Point Road (Attachment 2). The parcel is within the A1A Economic Opportunity Overlay District
and is zoned C-1. A car wash is a permitted use in this zoning district.
Sec. 22-42 (c) of the Code establishes certain criteria that the Community Appearance Board (CAB)
must consider when evaluating an application. In general, the criteria are to gauge whether a
project is in harmony and consistent with the surrounding natural and built environment. (Staff
response indicated in bold/italics). They include:
1. The plans and specifications of the proposed project indicate that the setting, landscaping,
ground cover, proportions, materials, colors, texture, scale, unity, balance, rhythm, contrast
and simplicity are coordinated in a harmonious manner relevant to the particular proposal,
surrounding area and cultural character of the community. Sec. 110-332 of City Code
establishes principal uses within the C-1 district, to include, but not limited to “Car
washes, including polishing and sale of related materials”. The plans and
specifications of the proposed project indicate that the structure’s design and features
are coordinated in a harmonious manner relevant to the particular proposal,
surrounding area and cultural character of the community.
2. The plans for the proposed building or structure are in harmony with any future
development, which has been formally approved by the city within the surrounding area.
The proposed plans show that the car wash is replacing an existing ice vending
machine. The use of a car wash is in harmony with existing development. The proposed
project is not out of character with any future development that has been formally
approved by the City the surrounding area.
3. The plans for the proposed building or structure are not excessively similar or dissimilar to
any other building or structure which is either fully constructed, permitted but not fully
constructed, or included on the same permit application, and facing upon the same or
intersecting street within 500 feet of the proposed site, with respect to one or more of the
following features of exterior design and appearance:
a. Front or side elevations;
b. Size and arrangement of elevation facing the street, including reverse arrangements;
or
c. Other significant features of design such as, but are not limited to: materials, roof
line and height or design elements.

The plans are not excessively similar or dissimilar to existing buildings and include a
number of architectural and landscape features that will serve to not only enhance
and beautify the existing parcel but the surrounding area as well.
4.The plans for the proposed building or structure are in harmony with the established
character of other buildings or structures in the surrounding area with respect to
architectural specifications and design features deemed significant based upon commonly
accepted architectural principles of the local community. Attachment 3 includes a
material board and color renderings that incorporate painted stucco, large glass
windows, and smooth fascia panels. It is important to also note that the landscaping
plan included in the application(Attachment 4) proposes drought tolerant species as
defined by the St. Johns River Water Management District, and is consistent with
applicable standards.
5. The proposed development of the building or structure is consistent and compatible with
the intent and purpose of this article, the Comprehensive Plan for Cape Canaveral, and other
applicable federal, state of local laws. The proposed structure is consistent with
applicable rules/regulations of the City’s Zoning District and Comprehensive Plan.
6. Within the C-1, C-2 and M-1 zoning districts, any exterior building or roof color used shall
be well designed and integrated with the architectural style of the building and surrounding
landscaping in order to create a subtle and harmonious effect and promote aesthetic
uniformity within the district. Bright or brilliant colors shall not be permitted except for use
as an accent color within the C-1, C-2, or M-1 zoning district. Attachment 3 depicts color
renderings for the proposed exterior and roof, which include colors and architectural
elements that are harmonious to other/similar buildings in the district.
