Results of the study indicate that construction of a large pump station along Center Street near the Banana River may adequately increase stormwater flow and reduce flooding in the basin. Construction of the pump station, if approved, could begin as early as this summer. If the pump station scenario is not sufficient to reduce flooding, the City can then begin to upsize stormwater pipes in the basin starting with the trunk line beneath Center Street and Buchanan Avenue. Further upsizing of pipes could continue throughout the basin as needed. This phased approach seems to be the most cost-effective and reasonable approach to the flooding issue. In the meantime, Public Works Services will place a large pump at Center Street Park to increase stormwater flow during heavy rain events. Yesterday’s storm (rate of 20 inches per hour) again showed that there are several “hot spots” of drainage issues in the City. In most of the locations (Tyler Ave, Poinsettia Ave, Lincoln Ave, etc.), leaves totally blocked stormwater inlets; this situation occurs every winter as oak trees shed their leaves which tend to collect in the street gutters. Contrary to one resident’s e-mail below, the inlets at Lincoln Ave/Orange Ave were covered with oak leaves, which were removed by Staff. A few of the other locations (e.g. Fillmore Ave) that experienced flooding are within the Center Street Basin, which is being addressed by the Center Street Basin Study. Since heavy rain is forecast for this weekend, Staff will be cleaning inlets and baffle boxes of leaves today and the stormwater pump will be placed at Center Street Park for use as needed. The water was 1/3 up on my driveway and other areas were just as bad. If you have an update on the stormwater study I would appreciate it. If the report and recommended steps are available I would like to please see it and hear your thoughts. The photo attached (Harrison and Ridgewood) is not nearly as bad as the far south end of our city.
