Good Morning City Manager,
Below is the trail of emails regarding the City being awarded $5000.00 for our safety measures from our insurance carrier Preferred Governmental Insurance Trust (PGIT). This is the
3rd consecutive year the City has received this award – which coincides with all the years I have been serving as the HR/Risk Management Director for the City J.
The success of this safety measure was made possible by so many of our team members. All the UM Mechanics (Shannon, Mike & Steve) who are so attentive to our Lift Stations; The UM Supervisor
Zeth who played a critical role in organizing the detection and installation; Jessica the Plant/Lab Manager who did the long hours of extensive research and communications with all
the vendors; Finally June & Jim who orchestrated and ensured the success of this safety measure.
In addition, Jim and I stopped by the residents house yesterday afternoon to do a final closure on the case. Both her and her husband were outside preparing their plants for this weekend’s
cold weather. It warmed my heart to see their smiling faces and how they were so happy with the results of this safety measure. Because when Jim and I were assigned this case months
back, they weren’t smiling every time we visited – they had their guard up and their attitude was very different – they were very upset and frustrated -- I guess the old city reputation
from our predecessors still lingered. When we first visited, the citizen had stated that in the past she made several complaints over the years and no one did anything. I tried to
reassure her that is not how the current staff operates. Both Jim and I apologized and reassured her that her concern was our priority; and that the current City staff honestly does
care and that our City Manager promotes and inspires staff members to excel in customer service.
The write up on the award application read:
“The City of Cape Canaveral has recently installed an Advanced Oxidation Process (AOP) Lift Station Odor Control Unit
at Lift Station 1. This lift station is fed by 2 force mains. It was reported by a citizen to a Council Member a concern about a foul smell coming from the lift station. The city
staff investigated and found the Hydrogen Sulfide (H2S) levels had increased. This can pose a danger to several stakeholders including City staff and local citizens. The city staff
researched possible solutions and found the best solution to be the AOP system which uses a high intensity UV light to destroy odor molecules, bacteria, and organic pollutants. These
odor molecules targeted at Lift Station 1 created hydrogen sulfide (H2S) a highly toxic and flammable gas. The AOP's UV light safely breaks apart the H2S molecule.”
Also, a question people usually inquire is what do we do every year with the $5000? We put it back into safety! Protecting the City and all its’ assets (people, building, equipment,
etc.) For example a little bit will go towards the telematics program where we watch the emissions and safety of the City fleet. To even offset the cost of the Lightning Protection
system that had its final installation yesterday. Another safety measure that the City is working on is the “dino grip strips”. These are non-slip strips that the IM team strategically
places on several of the City’s 17 crossovers to prevent slip and falls. The safety measures go on…
Finally, what is my role in all of this? As you know, as the HR/Risk Management Director, I try to mitigate any and all risk exposure to the City. My department trains the staff in
several areas that include chainsaw safety, confined space safety, trenching, ladder, ergonomics, hazardous material…. The list goes on. It is not only training, it is inspections,
quarterly safety meetings… I am responsible for ensuring all the paper work with incidents/accidents/claims/policies – to even applying for the $5k. We are a quiet department with
a lot of busy work but I enjoy it (I also appreciate the fact that you have provided me an HR assistant). Serving in this role, I get to know all of our staff and value each team member
and their uniqueness. But what really makes me smile, is that I finally was able to complete the award application packet and submit it at 8:54 pm on Wednesday night; and the Vice
President of PGIT awarded us the $5k less than 12 hours… he responded back at 8:41 am the next morning (see the email trail below). This makes me proud in the fact that outside stakeholders
really think highly of our little City to process an award so fast!
