REGULAR BOARD MEETING

MINUTES
CALL TO ORDER: The Chair called the Meeting to Order at 5:04 p.m. Board Member Raymond
led the Pledge of Allegiance.
ROLL CALL:
Board Members Present: Chairperson Wes Morrison, Vice -Chair Mickie-Kellum, Kim Davis, Angela
Raymond and Don Willis.
Others Present: CRA Registered Agent Todd Morley, CRA Director David Dickey, Assistant City
Attorney Kristin Eick for CRA Board Attorney Anthony Garganese, CRA Clerk/Recording Secretary
Mia Goforth, Administrative/Financial Services Director John DeLeo, Capital Projects Director Jeff
Ratliff, Public Works Services Director Jim Moore, Leisure Services/Community Affairs Director
Molly Thomas, Deputy City Clerk Daniel LeFever, Executive Assistant to the City Manager Lisa Day,
Brevard County Sheriff's Office Lieutenant Molyneaux.
PUBLIC PARTICIPATION: None.
NEW BUSINESS:
1. Approve Minutes for Cape Canaveral CRA Board Regular Meeting of June 21, 2022: A
motion was made by Board Member Willis, seconded by Board Member Davis, to approve
the CRA minutes. The motion carried 5-0.
2. Approve FY 2022/23 City of Cape Canaveral Community Redevelopment Agency (CRA)
Board Meeting Schedule and Financial Reporting Requirements: CRA Registered Agent Morley
confirmed this is a routine, annual Item. Discussion ensued regarding desire to add a meeting in
October to discuss the Affordable Housing letter to the Cape Canaveral CRA from Brevard County
Board of Commissioners Chairperson Christine Zonka, updating the CRA Plan, and how to use the
$50K allocated for the sign grant program. A motion was made by Vice -Chair Kellum, seconded
by Board Member Willis, for the CRA Board to meet at 4:00 p.m., October 18, 2022.
Discussion ensued regarding the need to discuss components of the CRA Budget prior to
adopting the CRA Budget and before October 1, 2022, there not being enough time to discuss
the issues mentioned, availability for an extra CRA Meeting, discussion of expanding the suite of
CRA loans and grant programs, scheduling the meeting for October 18, 2022 prior to the Regular
City Council Meeting. The motion carried 5-0. A motion was made by Board Member
Raymond, seconded by Board Member Willis, to approve the CRA Board Meeting Schedule
and Financial Reporting Requirements, -as written. The motion carried 5-0.

3. Resolution No. CRA-10; adopting a budget for the City of Cape Canaveral Community
Redevelopment Agency (CRA) for FY 2022/23; providing for the repeal of prior inconsistent
resolutions, severability and an effective date: Discussion ensued and included support for and
against removing the Civic Hub Project, how removing the Civic Hub will not save money in the
CRA Budget, praise for stormwater projects and efforts of Staff to alleviate flooding problems.
CRA Registered Agent Morley explained the purpose of purchasing the property to begin the Civic
Hub Project, which is much larger than the vacant lot, and could be used for a few acres of
exfiltration. Discussion ensued and included putting off the Civic Hub Project until next year or
just do the design, the importance of the Center Street with regard to stormwater, and desire for
citizen input regarding use and design of the Civic Hub Project. Assistant City Attorney Eick read
the title into the record. Discussion continued regarding the process of approving the CRA Budget
prior to the City Budget. A motion was made by Board Member Raymond, seconded by Board
Member Davis, to approve Resolution No. CRA-10. The motion carried 3-2, with
Chairperson Morrison and Vice -Chair Kellum voting against.
4. Discussion: Brevard County Board of County Commissioners Ratified Letter from
Chairperson Kristine Zonka: CRA Registered Agent Morley explained the Item and requested the
Board provide comment regarding the draft letter in response to Brevard County. Discussion
ensued and included the County's plan regarding use of American Rescue Plan Act funds, an
affordable housing project in the City of Cocoa, the need for clarification from the County, and
the deadline of October 18, 2022 to respond back. The Board reached unanimous consensus to
approve CRA Registered Agent Morley's Draft Response letter as written.
5. Discussion: Draft procedures for adding two additional Community Redevelopment
Agency (CRA) Board Members: Vice -Chair Kellum explained the Item. The Board reached consensus
to bring the Item back in October for additional discussion.
ADJOURNMENT: There being no further business, Chairperson Morrison adjourned the meeting
at 6:00 p.m.
