CULTURE AND LEISURE SERVICES BOARD SPECIAL MEETING CAPE CANAVERAL CITY HALL 100 POLK AVE October 20, 2022 5:30 P.M. AGENDA CALL TO ORDER: ROLL CALL: PUBLIC PARTICIPATION: Any member of the public may address any items that do not appear on the agenda and any agenda item that is listed on the agenda for final official action by the Culture and Leisure Services Board, excluding public hearing items which are heard at the public hearing portion of the meeting, ministerial items (e.g., approval of agenda, minutes, information items) and quasi-judicial or emergency items. Citizens are encouraged to limit their comments to three (3) minutes. The Culture and Leisure Services Board will not take any action under the"Public Participation" section of the agenda. The Culture and Leisure Services Board may schedule items not on the agenda as regular items and act upon them in the future. ACTIONS ITEMS: 5:30 p.m. —5:55 p.m. 1. Approve minutes from meeting held on July 28, 2022. 2. Review proposed fee schedule for the Nancy Hanson Recreation Complex. STAFF REPORTS: 5:55 p.m. —6:10 p.m. 1. Molly Thomas: Department update and Council directives. 2. John Mayberry: Projects update. ADJOURNMENT: Pursuant to Section 286-0105, Florida Statutes, the City hereby advises the public that: If a person decides to appeal any decision made by the Culture and Leisure Services Board with respect to any matter considered at this meeting, that person will need a record of the proceedings, and for such purpose that person may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based. This notice does not constitute consent by the City for the introduction or admission into evidence of otherwise inadmissible or irrelevant evidence, nor does it authorize challenges or appeals not otherwise allowed by law. In accordance with the Americans with Disabilities Act: all interested parties may attend this Public Meeting. The facility is accessible to the physically handicapped. CULTURE AND LEISURE SERVICES BOARD MEETING MINUTES JULY 28, 2022 A meeting of the Culture and Leisure Services Board was held on July 28, 2022, at Cape Canaveral City Hall, 100 Polk Avenue, Cape Canaveral, Florida. The meeting was called to order at 5:30 p.m. by Vice Chairperson, Kathy Parks. The Director called the roll. MEMBERS PRESENT Kathy Parks Vice Chairperson Mary Mosquera Betsy Ronk Angela Trulock OTHERS PRESENT Molly Thomas Leisure Services Director/Cultural + Community Affairs Director Byron Prevost Leisure Services Deputy Director + Facility Manager for the Cape Canaveral Community Center John Mayberry Parks + Events Manager Amy Moody Community Engagement Manager + Public Information Officer Marci Lefkoff Senior Program Coordinator + Facility Manager for NHRC Paula Ness Board Secretary MEMBERS ABSENT (Excused) Joel Fair Chairperson Larry Holmes • ACTION ITEMS: NIL A motion was made by Betsy Ronk, to approve meeting minutes of March 31, 2022 as written, seconded by Angela Trulock. The motion carried unanimously. A motion was made by Betsy Ronk, to recommend Option A as the proposed user fees schedule for the Cape Canaveral Community Center. Mary Mosquera seconded motion. The motion carried unanimously. A motion was made by Betsy Ronk, to recommend Option B as the proposed rental fees for the Cape Canaveral Community Center, seconded by Angela Trulock. The motion carried unanimously. STAFF REPORTS: • Ms. Thomas provided an update on the department's organizational changes and introduced new staff members to the Board. • John Mayberry introduced himself to the board as the new Parks + Events Manager and provided an update on the continued progress at the Cape Canaveral Community Center. He noted that the flagpole base was completed and pavers installed. The new exterior restroom building, located along Magnolia Avenue, is scheduled to have adjoining sidewalk poured on July 29, 2022. • Byron Prevost introduced himself to the board as the department's new Deputy Director and the Facility Manager of the Cape Canaveral Community Center. • Amy Moody introduced herself to the board the Community Engagement Manager and Public Information Officer. ADJORN M ENT: There being no further business, Angela Trulock made a motion to adjourn, seconded by Betsy Ronk. The motion carried unanimously and the meeting adjourned at 6:29 p.m. Approved on this, the 20th day of October.
