I am hopeful the tree can survive with help, too. Thank you Mayor 👏🏼 Sent from the all new AOL app for iOS <https://apps.apple.com/us/app/aol-news-email-weather-video/id646100661> On Monday, August 15, 2022, 1:49 PM, Wes Morrison <W.Morrison@cityofcapecanaveral.org> wrote: Thank you, Ginny! Safe travels to you. At a minimum, we should know how a tree that was designated to remain on the construction plans was damaged so bad that it is projected to die with a recommendation to remove it immediately. We know that the roots were cut by 90% according to the arborist. However, I want to know why our GC and City Staff did not know they could not cut under the drip line. They cut a very deep trench right at the base of the tree! Then it sat there and no one said anything until about a month later. We never heard a clear reason on how this happened. I kept hearing “the tree should have been removed the whole time” but the plans never showed this. The plans should have “no dig” areas and or at least have a process to follow if they do need to go below grade. Here is what I am thinking as a proposed solution moving forward to hopefully never let this happen again: Propose an ordinance that requires the City Arborist to be involved and sign off on all tree plantings, removals and transplants before, during and after on public property. This will hopefully insert an internal control into the process that will never let this happen again. After speaking with our Arborist, he was only involved after the damage was done. He wants to be involved, and this is an opportunity to adopt a policy that outlines a procedure to make this happen. Here is how I want to propose handling this tree: I would like to see the tree pruned, braced and monitored with the oversight of our Arborist. If we can stabilize the hazard, then we should unfortunately remove it. However, we should try to do something first. We could also bring in additional help if needed to assist our arborist in stimulating new root growth by using hormones or other methods. If the roots can’t take up water and nutrients it will obviously die. I was reading how this can take a few years after roots have been damaged. I will more than likely vote to stabilize it and begin caring for the tree in a way to hopefully help it grow new roots and or see if the tree can utilize the remaining roots to survive. Open to other ideas. I just want the tree to have a chance, and if there is “no chance”…..Well, I believe in miracles. The risk in trying seems low as long as it is stabilized. Please share any ideas or thoughts. I’m willing to change my mind and or go about it differently. On the topic of the roundabout. Although I/we appreciate and have used many roundabouts in the right places, David and I are opposed to the roundabout project as proposed by FLDOT on A1A. Our view is it would be a destructive, costly, long term project that doesn't address the needs of our unique beach community. Also, 84% community opposition seems decisive to me. About the tree, I appreciated the opportunity to get more input, thank you for, at least ,postponing its removal. I have been discouraged by the professional reports supporting the eventual demise of the tree, it looks very healthy right now. Perhaps the city arborist will speak tomorrow evening of a path to saving it. David says I was wrong to say a city employee should be reprimanded because the tree was damaged. I am concerned that if no one is responsible when a specimen tree is damaged that it can just happen again. Thanks again Wes, your dedication to our city is evident in all you do! There is a lot to discuss on Tuesday with a Budget Workshop (with a proposed tax increase) and Council Meeting with 28 agenda items including Small Business Parking Regulations, Tree Removal, R1 Lot Split, Golf Carts, and more! Participate with Public Comment Online or In-Person! Hello Virginia, Reminder -- There is a Budget Workshop (with a proposed tax increase) at 5:00pm followed by our Regular Council Meeting at 6:00 pm on Tuesday, August 16th at City Hall. During the Regular Meeting, there is an Agenda Item where your Council will decide if we want to VOTE on a Resolution that takes an official position SUPPORTING or OPPOSING the Roundabout as part of the A1A Redevelopment Plan from FDOT. This is item number 17 on the Agenda. I have been open with my position of the Roundabout. I oppose it. I cannot speak for the rest of the Council. FDOT has been very helpful through this process and they have communicated that they are “open to listening to alternate solutions or design modifications that alleviate concerns and will achieve the same goals <https://wesmorrison.us12.list-manage.com/track/click?u=846a34 63f5e6cf501c93ca7a5&id=31ddae29a2&e=84d714d2d6> ” so I believe that they will continue to work with the citizens of Cape Canaveral to find a solution that achieves our goal for a safer A1A. What can you do to provide your opinion on the Roundabout? 1. SHARE this information with your neighbors. 2. EMAIL your Council Members at CouncilMembers@CityofCapeCanaveral.org <mailto:councilmembers@cityofcapecanaveral.org> to tell them your opinions on whether you want our City to take an official position with a resolution on supporting or opposing the roundabout. Even if you have done this in the past, please do it again. 3. ATTEND the meeting on Tuesday Night. You can attend in-person or online <https://wesmorrison.us12.list-manage.com/track/click?u=846a3463f5e6cf501c93ca7a5&id=e81052eb3d&e=84d714d2d6> . 4. *MOST IMPORTANTLY: PROVIDE PUBLIC COMMENT! You can do this in-person or online at the meeting by filling out a comment card. If you do not wish to speak at the podium, you can still fill out a comment card and then “wave in support or opposition” when your turn comes. If you can’t make the meeting, you can also submit Public Comment to be read into the record before NOON on Tuesday by emailing your comment to: CityClerk@CityofCapeCanaveral.org <mailto:CityClerk@CityofCapeCanaveral.org> This may be the last opportunity for you to provide your feedback on whether or not you feel that the City of Cape Canaveral Council should take action with a Resolution that SUPPORTS or OPPOSES the A1A plan with the Roundabout. Click Here to Email Your Council Members whether you want a Resolution that SUPPORTS or OPPOSES the Roundabout <mailto:councilmembers@cityofcapecanaveral.org> Prepare yourself. Tuesday’s Council Meeting will be a long one with the Budget Workshop at 5:00 and a 28-Agenda Item Regular Meeting starting at 6:00. Also, our proposed draft budget is the highest I have ever seen, and there is a proposed tax increase that I do not support. If you believe we should increase taxes or oppose this increase please come speak up at the 5 pm meeting or email the entire council at CouncilMembers@CityofCapeCanaveral.org <mailto:CouncilMembers@CityofCapeCanaveral.org> . I plan to open the meeting with Public Comment time for ALL TOPICS to ensure that citizens have a chance to speak. Other Important Topics on the Agenda Include: * Parking Regulations Impacting Small Businesses * Oak Tree Removal at the New Community Center * Monthly Fees for the Community Center * R1 Lot Split * Golf Carts and Golf Cart Studies costing roughly $28,000.
